鐵路抓好運行保安全

自6月13日開始，我國長江中下游地區(qū)出現(xiàn)今年6月份以來第三次強降雨天氣過程，此次降雨持續(xù)時間長、雨量大、影響范圍廣。上海、南昌、南寧、成都、昆明、武漢鐵路局及廣州鐵路（集團）公司等多個鐵路局（公司）管內(nèi)多條線路受到降雨影響，列車運行秩序受到較大干擾。

針對近期天氣情況，鐵道部指出，相關(guān)鐵路局要進一步抓好旅客列車運行組織，尤其是要把客車正點率作為當(dāng)前日常運輸組織的一項重要工作認(rèn)真抓好。一旦有因降雨、施工、設(shè)備故障等原因?qū)蛙囘\行秩序造成影響的情況發(fā)生時，各鐵路局有關(guān)部門要立即派人到調(diào)度臺處置，迅速摸清情況，制訂合理的救援方案，盡快恢復(fù)運行。

鐵道部強調(diào)，工務(wù)部門在執(zhí)行雨量限速有關(guān)規(guī)定時，應(yīng)把握好安全與效率的關(guān)系，注意根據(jù)線路區(qū)段、雨量大小等不同情況隨時調(diào)整列車運行限速值，要在保證安全的前提下盡可能地提高列車運行速度。

Since June 13， China's Yangtze River region appeared the third heavy rain since June this year. This rain lasted a long period and was heavy， affected a wide range. Many lines of Shanghai， Nanchang， Nanning， Chengdu， Kunming， Wuhan Railway Bureau， the Guangzhou Railway (Group) Company and other Railways (company) were affected .

For the recent weather conditions， the Ministry of Railways pointed that the relevant Railway Administration must further strengthen our passenger train running organizations， especially should think the current daily train punctuality as the important transport organization work earnestly.

Once train order was interfered because of the rain， construction， equipment failure and other reasons， the relevant departments of the Railway Bureau must send people to the dispatching desk， determine the situation immediately， formulate a reasonable rescue plan as soon as possible to restore operation.

Ministry of Railways stressed that when the Public Work Departmentimplement the relevant provisions of rainfall limit speed， should grasp the relationship between safety and efficiency， pay attention to adjust the train speed limit value in any time according to the line segment and size of the rainfall and different situations， increase train speed to ensure the safety of the train.

Safety can not improve without strict management.If there is no strict requirements and strict management，rules and regulations would be empty， safety may lost fundamental guarantee. Management must be strict， especially the work requirements， it can also promote staff to play active and initiative.
