公共圖書館建設與文化發(fā)展的關系探究

[摘 要] 圖書館具有保存文化遺產(chǎn)、開發(fā)信息資源、參與社會教育、豐富群眾文化生活等職能。黨的十八大提出全面建設小康社會，深化改革開放的總體框架，并提出了增強文化軟實力的建設目標，那么，公共圖書館在我國文化發(fā)展中應該起到什么作用是很值得討論的問題。

Research on the Relationship between the Public Library Construction and Cultural Development

Abstract：Library has the functions of preserving cultural heritage， developing information resources， participating in social education， enriching the cultural life of the people. The 18th National Congress of the Communist Party of China proposed the overall framework to build a well-off society in an all-round wayand deepenthe reform and opening up， and put forwardthe construction goalofenhancingthe cultural soft power， then what rolethe public library in the cultural development of our country should play is a problem worthy of discussion.

文化在國家核心競爭力中發(fā)揮著極其重要的作用，是一個國家在綜合國力競爭中主要參照點。文化是社會發(fā)展的重要組成部分，已經(jīng)成為判斷社會文明和人民生活質(zhì)量的重要因素。黨的十八大報告中指出全面建設小康社會、深化改革開放的總體框架，并提出了增強文化軟實力的建設目標，促進社會主義文化建設的建設目標、發(fā)展戰(zhàn)略的部署，指出了文化的改革和發(fā)展方向。

1 關于文化的定義

“文化”是古已有之的詞匯。文的本義，指各色交錯的紋理。《論語·子罕》所載孔子說文王既沒，“文不在茲乎”[1]是其實例。由倫理之說導出彩畫、裝飾、人為修養(yǎng)之義?！抖Y記·樂記》所謂“禮減而進，以進為文”[2]，鄭玄注“文猶美也，善也”[3];《尚書·大禹謨》所謂“文命敷于四海，祗承于帝”[4]?；甘挛镄螒B(tài)或性質(zhì)的改變，同時又引申出教行遷善之義。

文化是社會和歷史的沉淀，是一種社會現(xiàn)象，也是一種歷史現(xiàn)象。更確切地說，文化是一種凝結的物質(zhì)，可以傳遞民族或國家歷史、地理、風土人情、傳統(tǒng)、生活方式、文學藝術、行為規(guī)范、思維方式和價值觀等，是人類進行交流普遍認可的一種意識形態(tài)。……
