[摘 要] 近年來,傳統(tǒng)銷售思維的羈絆、信用體系不健全、跨境物流發(fā)展滯后、相關(guān)法律法規(guī)缺失、通關(guān)效率低以及支付結(jié)售匯較難等成為制約我國跨境電子商務(wù)發(fā)展的重要因素。本文針對制約因素提出若干建議和對策:加強信用中介體系建設(shè)、做好第三方物流總體規(guī)劃、政府做好頂層設(shè)計、有效搭建跨境電子商務(wù)貿(mào)易平臺等,以期達到跨境電子商務(wù)良性發(fā)展的目的。

Study on the Constraints and Countermeasures of Cross-border Electronic Commerce Development in China

Abstract:The ingrain of traditional sales thinking,unsound credit system,lag of cross-border logistics,lack of relevant laws and regulations,low efficiency of customs and difficult payment and clearance have been the important factors of restricting the development of China's cross-border e-commerce recently. Based on those constraints,the article puts forward some suggestions and countermeasures, including strengthening construction of credit intermediary system,planning the third party logistics well,doing top-level design of the government,and building cross-border e-commerce trade platform effectively for the purpose of benign development of cross-border e-commerce in China.

隨著電子信息技術(shù)和經(jīng)濟全球化的深入發(fā)展,電子商務(wù)在國際貿(mào)易中的重要地位日益凸顯,電子商務(wù)逐漸突破國界,衍生出跨境電子商務(wù)??缇畴娮由虅?wù)為我國外貿(mào)企業(yè)提升中國品牌競爭力、實現(xiàn)轉(zhuǎn)型升級提供了一條最佳途徑。因此對于跨境電子商務(wù)的探索便成為擺在人們面前的一項非常重要而緊迫的研究課題。
通過文獻調(diào)研,我們不難梳理出跨境電子商務(wù)的發(fā)展脈絡(luò),從十余年來報刊論文發(fā)表數(shù)量的變化情況來看,近兩年關(guān)于跨境電子商務(wù)的研究成果呈急劇增加的態(tài)勢,這表明國內(nèi)學者越來越重視跨境電子商務(wù)的研究和探討,當然這也是與當前我國跨境電子商務(wù)活動的迅猛發(fā)展密不可分的。2014年上半年我國跨境電子商務(wù)交易總額在3萬億左右,我國跨境電子商務(wù)的平臺已經(jīng)超過5000家,企業(yè)超過20萬家??梢?,跨境電子商務(wù)已經(jīng)成為我國新的經(jīng)濟增長熱點?!?br>
