國外科技類基金會的運作經(jīng)驗及啟示

[摘 要] 當今世界，基金會組織已成為推進社會建設和發(fā)展的重要力量。本文根據(jù)基金會的一般定義和內(nèi)容，在界定科技基金會的概念內(nèi)涵和主要特征后，重點分析了國外基金會運作的主要特點、基本經(jīng)驗及對我國發(fā)展科技基金會的啟示。

當今世界，基金會組織已廣泛滲透于社會生活的各個領域，成為推進社會建設和發(fā)展的重要力量，發(fā)揮著難以替代的獨特作用。中共十八屆三中全會確立了“推進國家治理體系和治理能力的現(xiàn)代化”的改革目標，對科技創(chuàng)新和科技體制機制改革而言，就是要推進創(chuàng)新治理體系和治理能力的現(xiàn)代化。重視培育和發(fā)展包含科技基金會在內(nèi)各類科技社團組織，是推進創(chuàng)新治理體系和治理能力現(xiàn)代化的重要舉措。“十三五”時期是我國建設創(chuàng)新型國家和全面建設小康社會攻堅克難的關鍵時期，也是實施創(chuàng)新驅(qū)動轉(zhuǎn)型發(fā)展戰(zhàn)略的關鍵時期，更是各類科技社團再造優(yōu)勢、大有作為的戰(zhàn)略機遇期。本文根據(jù)基金會的一般定義和內(nèi)容，在界定科技基金會的概念內(nèi)涵和主要特征后，重點分析了國外基金會運作的主要特點、基本經(jīng)驗及對我國發(fā)展科技基金會的啟示。
