河南省科學推進城鎮(zhèn)化的政府職能研究

[摘 要] 鄉(xiāng)村環(huán)境治理是政府在科學推進城鎮(zhèn)化進行中的重要職能之一，也是建設“美麗河南”重要內(nèi)容。美好鄉(xiāng)村環(huán)境治理的效果不僅取決于各級政府是否有所作為，更取決于政府是否能夠調(diào)動鄉(xiāng)村精英參與到鄉(xiāng)村環(huán)境治理中。政府主導下鄉(xiāng)村精英，在鄉(xiāng)村環(huán)境治理進程中擔任著宣傳者、提供者、協(xié)調(diào)者和監(jiān)督者多重角色。政府積極推動鄉(xiāng)村精英隊伍參與村級管理，構筑基層政府、社會組織、鄉(xiāng)村精英和普通村民“多元互動”立體的鄉(xiāng)村環(huán)境治理網(wǎng)絡，實現(xiàn)城鎮(zhèn)化的科學發(fā)展。

Research on Government Functions of Promoting Urbanization in Henan Province Scientifically

Abstract：The environmental treatment in rural area is one of the most important tasks of the government in promoting urbanization in Henan province， and it is also an important part of building “beautiful Henan”. The effects of this environmental treatment depend on not only how the government works，but also whether the government can mobilize the elites in rural area to take part in the treatment. Leaded by the government， the elites in rural area will be the propagandists， providers， coordinators and supervisors of the treatment in rural area. The government should encourage the elites in rural area to take part in the management of both local government and social organization，so that the elites could work together with the local people to build a good network in which they could have multiple interaction in the environmental treatment of the rural area， so as to achieve the scientific development of urbanization in Henan province at the same time.

河南省是既是人口大省，也是農(nóng)業(yè)大省，在科學推進城鎮(zhèn)化的進程中，政府職能發(fā)揮著越來越重要的作用。鄉(xiāng)村環(huán)境治理是政府在科學推進城鎮(zhèn)化進行中的重要職能之一，也是建設美麗河南的重要內(nèi)容。為了科學有效地推進河南城鎮(zhèn)化建設，實現(xiàn)“美麗河南”奮斗目標，鄉(xiāng)村環(huán)境治理是其關鍵性的步驟。鄉(xiāng)村環(huán)境治理是一項復雜的系統(tǒng)工程，既需要鄉(xiāng)鎮(zhèn)基層政府態(tài)度積極、善于作為、發(fā)揮有效地職能作用，又離不開鄉(xiāng)村社會力量的主動參與、互動協(xié)作。誠如學者所言，“在中國鄉(xiāng)村治理史上，精英治理具有重要地位。鄉(xiāng)村社會主要地是由各種精英和能人的治理”，城鎮(zhèn)化進程中的鄉(xiāng)村環(huán)境治理也是如此。鄉(xiāng)村精英作為界于政府與村民之間的一支重要的社會力量，向上與政府對話，向下同村民溝通，在城鎮(zhèn)化的環(huán)境治理中的地位和作用的確不容小覷。……
