依托地方院校構建開放式公共圖書館研究

[摘 要] 筆者在親身體會了歐美發達國家公共圖書館開放、細致、周到的服務后，對目前三線城市中公共圖書館的利用現狀進行了調查分析，對信息時代下大學圖書館所面臨的挑戰和現有模式存在的問題進行了深入的剖析，最終提出了依托地方院校構建開放式公共圖書館的設想，最后詳細展現了依托高校圖書館構建的城市公共圖書館將帶來雙贏的局面。

Study on Open Public Library Construction Relying on Local Colleges and Universities

Abstract：Based on the authors experience of the public libraries open， considerable and careful service in the developed countries of Europe and America， after the investigation and analysis of the current utilization status of the public library in the ?third-tier cities， as well as the challenges and problems faced by university library in the information age， finally the idea of relying on the local colleges and universities to build an open public library is put forward， and the win-win situation brought by the public libraries built on the universities library is presented in detail.

圖書館作為文獻信息資源的集散地和文獻信息傳播的樞紐，承擔著社會教育的職能，在促進公民的文化素養方面有不可替代的作用[1]。然而，在我國，公共圖書館因為資源、財力和人力等因素，遠遠不能滿足周邊公民的需求。尤其是一些三線城市中，公共圖書資源嚴重匱乏，公民的公共文獻信息利用意識也非常淡薄。據不完全統計，我國的高校文獻信息資源占全社會文獻信息資源的一半，因此，將高校文獻資源向社會開放，不僅是承擔其相應的公益責任，同時也是對自有資源的二次開發[2]。

目前，我國三線城市中的公共圖書館建設和利用還相對滯后。三級城市中的地方院校作為該城市的文化中心，對于推動城市公民的文化素養有不可推脫的責任和義務。與此同時，網絡時代的到來，導致了數字資源在圖書館資源中的比例逐年上升，也造成了大學圖書館作為一個實體學習空間的利用效率急速下降，傳統的圖書館管理和運作模式面臨著極大的挑戰，作為三線城市的文化傳播主體（以河南大學為例），地方院校圖書館的發展需要開發新的管理和運行模式。……
