黃奇帆：加快云計算創(chuàng)新發(fā)展 打造信息產(chǎn)業(yè)新業(yè)態(tài)

7月2日，市長黃奇帆主持召開市政府第97次常務(wù)會議，審議通過《重慶市人民政府關(guān)于加快云計算創(chuàng)新發(fā)展培育信息產(chǎn)業(yè)新業(yè)態(tài)的實施意見》，提出到2017年，云計算產(chǎn)業(yè)鏈基本完善，形成安全保障有力，服務(wù)創(chuàng)新、技術(shù)創(chuàng)新和管理創(chuàng)新協(xié)同推進的云計算發(fā)展格局。

意見明確，到2017年，兩江國際云計算產(chǎn)業(yè)園形成30萬臺服務(wù)器的運營支撐能力并實現(xiàn)充分運用；打造3-5個特色鮮明、具有一定規(guī)模的云計算增值應(yīng)用園區(qū)；引進和培養(yǎng)10家具有較強創(chuàng)新能力的行業(yè)龍頭企業(yè)，500家行業(yè)應(yīng)用和服務(wù)企業(yè)，1000名云計算中高端人才；以云計算產(chǎn)業(yè)為重點的軟件和信息服務(wù)業(yè)營業(yè)收入力爭達到1000億元，服務(wù)能力大幅提升，創(chuàng)新能力明顯增強，應(yīng)用示范成效顯著，基礎(chǔ)設(shè)施不斷優(yōu)化。為實現(xiàn)上述目標(biāo)，要進一步完善信息基礎(chǔ)設(shè)施，優(yōu)化云計算產(chǎn)業(yè)布局，提升云計算服務(wù)能力，促進云計算服務(wù)應(yīng)用示范，開展大數(shù)據(jù)開發(fā)利用試點，推動全民創(chuàng)新創(chuàng)業(yè)，加強信息安全保障。

會議指出，要按照國家戰(zhàn)略部署，深刻把握產(chǎn)業(yè)發(fā)展實際，充分發(fā)揮市場在資源配置中的決定性作用，不斷增強信息基礎(chǔ)設(shè)施對產(chǎn)業(yè)發(fā)展的支撐能力，積極鼓勵云計算服務(wù)的推廣應(yīng)用，深入實施云端計算、大數(shù)據(jù)和“互聯(lián)網(wǎng)+”行動計劃，全面推動云端創(chuàng)新融合、兩化深度融合，不斷培育信息產(chǎn)業(yè)新業(yè)態(tài)，努力將云計算產(chǎn)業(yè)打造成為新常態(tài)下重慶擴內(nèi)需、穩(wěn)增長、調(diào)結(jié)構(gòu)、惠民生的重要引擎。

會議期間審議通過了《重慶市歷史文化資源信息庫建設(shè)工作方案》，提出要利用信息技術(shù)手段，對全市域現(xiàn)有歷史文化資源信息進行梳理匯總，全面提升歷史文化資源保護管理水平和工作效率，深度發(fā)掘歷史文化資源的價值，為歷史文化資源保護、利用、展示宣傳、城市傳統(tǒng)風(fēng)貌延續(xù)、文史研究等多個領(lǐng)域提供信息技術(shù)支撐。

會議中還研究了科技、金融、文化工作等事項。

Huang Qifan: Speeding Up Innovative Development of Cloud Computing and Building a New Form of the Information Industry

On July 2,the mayor Huang Qifan chaired the 97th executive meeting,with an approval of Implementation Opinions on Accelerating Cloud Computing Innovation and Development to Foster New Forms of Information Industry in People's Government of Chongqing Municipality after deliberation,in which it is referred that by 2017,the cloud computing industry chain will have been completed and a cloud computing development pattern featuring collaborative promotion of powerful security,service innovation,technology innovation and management innovation will therefore take shape.

The opinion makes it clear that,by 2017,Liangjiang International Cloud Computing Industrial Park will get the ability of 300,000 servers operational support and realize its full use;3-5 industrial parks of cloud computing value-added application with distinctive features and a certain scale will be build up;there will be 10 industrial leading enterprises with great innovation,500 companies of industry applications and services and 1000 middle and top talents capable of cloud computing introduced and cultivated;the operating revenue of software and information service industries emphasized on cloud computing industry will strive to reach 100 billion yuan,along with service ability substantially improved,innovation ability obviously enhanced,the effects of applied demonstration remarkable and the infrastructure optimized.To achieve this goal,more endeavors should be made to further improve the information infrastructure,optimize the layout of cloud computing industry,promote service ability of cloud computing,facilitate applied demonstration of cloud computing service,carry out pilot for development and utilization of large data,foster public innovation and entrepreneurship and strengthen information security.

It is pointed out in the conference that,in the light of national strategic deployment,we should profoundly grasp the actual industrial development,give full play to the decisive role of market in the allocation of resources,constantly reinforce supportive ability of information infrastructure to the industrial development,actively encourage the popularization and application of cloud computing services to implement widely action plan of cloud computing,big data and “Internet plus”.We should also promote the integration of cloud innovation and two-izations in a comprehensive way and unceasingly cultivate new industrial formats of information industry to make efforts to forge cloud computing industry into an important engine of Chongqing for expanding domestic demand,steady growth,structural adjustment and livelihood benefits under the new normal.

The meeting examined and approved the Work Plan for Information Database Construction of Historical and Cultural Resources of Chongqing,which suggested that it is needed to use information technology means to collate and summarize the existing historical and cultural resources across the whole city,comprehensively improve the management level and work efficiency of historical and cultural resources protection and deeply explore the value of the historical and cultural resources so as to provide information technology support for such fields as historical and cultural resources protection,utilization,exhibition and publicity,continuation of cities’traditional features and literature and history research.

Some issues such as science and technology,financial and cultural work were also discussed in the conference.

The vice mayor Weng Jieming,He Ting,Wu Gang,Tan Jialing,Liu Wei and Chen Lvping attended the meeting.
