新建溪水電站工程對湖北星斗山國家級自然保護(hù)區(qū)生物多樣性影響評價

摘要：為準(zhǔn)確評價新建溪水電站工程建設(shè)對湖北星斗山國家級自然保護(hù)區(qū)生物多樣性造成的影響程度，全面調(diào)查評價區(qū)域的生物多樣性現(xiàn)狀。選取了了建設(shè)項(xiàng)目景觀/生態(tài)系統(tǒng)、生物群落、種群/物種、主要保護(hù)對象、生物安全和社會等因子進(jìn)行影響評價。評價結(jié)果為：擬建的水電站工程對保護(hù)區(qū)生物多樣性的影響程度為“較小影響”，同時針對項(xiàng)目建設(shè)帶來的生態(tài)破壞提出了一些建議。

Abstract： In order to accurately evaluate the effect of theXinjianxi hydropower station construction on biological diversity of Xingdoushan National Nature Reserve Hubei Province， a comprehensive survey of the biodiversity status has been made in this area. This paper mainly elaborated the effects assessment on landscape/ecosystem， biomes， species/ population， the main protection objects， biosafety and social factors. Evaluation concluded that the impact of the proposed station project on biodiversity in protected areas considered as “minor impact”， and suggestions are proposed to reduce ecolotical risk.

1基本概況

1.1星斗山自然保護(hù)區(qū)概況

星斗山國家級自然保護(hù)區(qū)（以下簡稱“保護(hù)區(qū)”），位于恩施土家族苗族自治州利川市、恩施市和咸豐縣三縣（市）境內(nèi)，總面積683 39 hm2，分為東西2片。東部星斗山片面積425 71 hm2，地理位置為北緯29°57′～30°10′，東經(jīng)108°57′～109°27′；西部小河片面積257 68 hm2，地理位置北緯30°04′～30°14′，東經(jīng)108°31′～108°48′。保護(hù)區(qū)以豐富的野生動植物資源、水杉原生種群、禿杉等珍稀孑遺植物及其生境為主要保護(hù)對象。

1.2新建溪水電站工程概況

擬建溪水電站為五等小（Ⅱ）型工程，裝機(jī)總?cè)萘?MW。通過實(shí)地調(diào)查，該項(xiàng)目處于保護(hù)區(qū)實(shí)驗(yàn)區(qū)內(nèi)，擬使用土地總面積為0441 0 hm2，其中林地面積0185 3 hm2，耕地面積0255 7 hm2。建設(shè)項(xiàng)目為線型構(gòu)筑物，全長2 98280 m。

1.3影響評價區(qū)范圍

擬建工程位于保護(hù)區(qū)西片區(qū)的南部，工程對保護(hù)區(qū)的影響主要集中在工程兩側(cè)一定距離的范圍，影響評價區(qū)范圍：以擬建項(xiàng)目沿線兩側(cè)為邊界，分別向兩側(cè)延伸1 000 m，形成帶狀區(qū)域，總面積為8325 5 km2，其中實(shí)驗(yàn)區(qū)6737 9 km2，緩沖區(qū)1587 6 km2。……
