Always Keep to the Party’s Mass Discipline

【Abstract】Nothing is trivial in the interests of the masses， mass discipline should be kept in mind. We must strictly adhere to the mass discipline of the Party and firmly establish the Marxist mass viewpoint and the foundation of the ideological foundation for the mass work in practice. We must always uphold the fundamental interests of the people and constantly strengthen peoples awareness of Aim Consciousness of the Party. We must persist in innovating the working methods and methods for the massesand improving inner management ecology. This is also the meanings of the current issue of implementing the spirit of the 19-nation report and doing a good job of mass work under the conditions of socialism with Chinese characteristics in the new era.

The report of the 19th NPC pointed out that it is always necessary to “keep the discipline in front， and strive to solve the outstanding issues that have been strongest among the people and have the greatest threat to the partys governing foundation.”[1] The greatest danger and the most easily mistaken one after the party took power are The major manifestation of getting out of the hands of the masses and leaving the masses is to violate the rules of the masses. In order to win the peoples support and support for a long time， our party must take the fundamental purpose of serving the people wholeheartedly and maintain the flesh-and-blood ties between the party and the masses of the people as the fundamental requirement for strengthening and regulating the political life within the party. At present， we must thoroughly study and implement the spirit of the 19 th National Congress，keep strictly the partys mass discipline， lay a solid foundation for ideology under the new era of socialism with Chinese characteristics， and strengthen our awareness of purpose and improvement of inner-party governance so as to further enhance the partys ability to govern And the foundation of governance.

1 First， to establish a Marxist mass outlook and build a solid foundation for our thinking

People are the creators of history， and the masses are real heroes[2]. This is a practical portrayal of the Marxist mass point of view as well as the philosophical foundation of the partys mass work and even the theoretical support of the great cause of socialism with Chinese characteristics. As a Marxist view of mass in scientific theory， it has always kept pace with the times and changed with time and conditions， and has continuously realized self-development and historical evolution. From the “basic relations theory” proposed by Marx and Engels to the masses of the people in the Lenin and Stalin to the “majority principle” and the “party leadership theory” in Lenins and Stalins party-mass relations relations， and then to the “mass Line theory， ”and realized the innovation and development of these theoretical achievements in the great practice of continuously exploring the Marxist mass outlook and the concrete practice of Chinas revolution， construction and reform and opening up， forming the theory of the party-masses relationship with Chinese characteristics and enriching The Proletarian Party Building Theory System. General Secretary Xi Jinping pointed out： “The fundamental purpose of always upholding the principle of serving the people wholeheartedly is the fundamental reason why our party is endorsed by the people and loved by the people， and it is of utmost importance for giving full play to the partys close ties with the masses.” Therefore， upholding and safeguarding the interests of the people is paramount Is extremely important for upholding the partys nature and fundamental purpose. Our party is the representative of the interests of the overwhelming majority of the people in China. It is also the concentration of the opinions of the vast majority of the people. Therefore， “every word， every action and every policy should be suitable for the interests of the people，” and we should uphold the peoples support Advocacy， disapproval， gladness， unhappiness， and unacceptability as the fundamental measure of the pros and cons of all work. The partys historical practice has proved that party discipline and style are a barometer of the relationship between the party and the masses and between cadres and the masses， and the awareness of the purpose. Discipline and protection of the masses， the party and the people can be flesh and blood； style of work， the masses support the identity， the party and the people will be able to live together with others. We must strictly observe the partys mass discipline， that is， we must at all times give top priority to the interests of the people and carry forward the fine tradition of mass discipline that we must carry forward the “three major disciplines and eight cautions.” We must never allow ourselves to be self-righteous and overbearing in front of the masses. When the officials are the masters， they ignore the sufferings of the masses and will not allow the masses to be bullied and damage and encroach on the interests of the masses.

3 Third， innovate the working methods and methods of the masses to improve inner-party governance

The peoples position is the fundamental political stance of the party， and the masses are the source of the partys fundamental strength. No matter whether the revolution， the construction， or the different stages of reform are carried out， the peoples power is irreplaceable， and they are the fundamental guarantee for all the difficulties and obstacles on the road ahead of the partys victory. It is the key to the success of the Chinese Communist Party that the so-called “win the masses and the masses lose the nation， win the trust of the masses and live together with the masses.” The greatest political advantage of our party is to keep in close contact with the masses. The greatest danger the party faces after taking power is that it is divorced from the masses. To strictly adhere to the partys mass discipline， we must believe in， depend on and unite the masses， conscientiously implement the mass line， innovate the working methods of the masses， and strengthen discipline supervision and inner-party governance.
