“發電1兆瓦大概需要多少天然氣或太陽能?”“你們準備好跟我們簽約了嗎?”“讓我們把綠色園區理念變成現實吧!”4月17日,烏茲別克斯坦塔什干州州長伊布拉吉莫夫率塔什干州政府代表團一行訪問重慶京天集團,賓主進行了坦誠高效的交流與對話,并在現場達成合作意向。
4月18日—20日,代表團出席中國重慶—烏茲別克斯坦塔什干州經貿合作論壇,并考察了解重慶市經濟社會發展情況,與重慶市各部門、區縣和企業商洽推動兩地在經貿人文領域的互利友好合作。此訪也是今年2月下旬烏茲別克斯坦駐華大使賽義多夫,隨同上海合作組織駐華使節團成功訪渝后,為落實深化上合組織國家地方政府間合作共識的重要舉措之一。

4月18日,中國重慶—烏茲別克斯坦塔什干州經貿合作論壇在市政府外事僑務辦舉行,伊布拉吉莫夫州長、賽義多夫大使及塔什干州政府代表團成員,重慶市政府外事僑務辦副主任王雯、市貿促會、市工商聯、市政府物流辦及重慶市部分企業負責人出席。
王雯表示,伊布拉吉莫夫州長親自率領塔什干州政府大型代表團來渝,充分體現了兩地積極探索合作的良好意愿,開啟了重慶與塔什干州合作新篇章。烏茲別克斯坦是中亞重要國家,是中國全面戰略合作伙伴和“一帶一路”主要合作對象。塔什干州是烏茲別克斯坦人口第一大州,擁有全國面積最大的工業中心,綜合實力雄厚,與重慶未來合作互補性強,潛力巨大,前景廣闊。此訪必將推動雙方各領域務實合作,在上合組織青島峰會即將召開之際,打造中烏地方合作新亮點。
伊布拉吉莫夫表示,烏茲別克斯坦非常重視與中國企業進行長期互利合作,希望此次訪問有助于促進重慶與塔什干州友好交往,借鑒中國的發展經驗?!拔覀冇谐墒斓慕洕鷧^和優惠的投資政策,希望重慶企業在石油、天然氣、電信等行業對烏茲別克斯坦進行投資,推動高新技術、化工、機械制造、裝備制造等領域務實合作?!?/p>
賽義多夫表示,希望能搭乘“一帶一路”的“頭班車”,推動雙方經貿人文務實合作,烏茲別克斯坦將為進入該國投資的企業提供全面支持。他還介紹,塔什干州的恰爾瓦克湖被稱為“山中珍珠”,夏季湖畔非常涼爽適宜。“重慶也是有山有水的美麗城市,在生態保護和旅游開發方面很有經驗。”賽義多夫向重慶企業發出邀請,希望在恰爾瓦克湖共同打造最美的湖光山色,同時邀請重慶市民到塔什干州做客,看一看恰爾瓦克湖的美景。
論壇上雙方簽署了經貿人文合作協議,將積極發展和促進在經貿、投資、物流、科技、環保、建筑、工業、中小企業、農業,以及文化、教育、衛生、旅游、體育等領域的合作。

4月17日,代表團一行訪問重慶京天集團,雙方就多項具體合作內容簽訂協議,除了將設立合資公司,還將共同設立實驗室和研發中心、共建科技園區和機電產品工業園區等。這標志著重慶清潔能源技術“走出去”邁出實質性步伐。
烏茲別克斯坦以天然氣為主要燃料,其占比高達87.8%,因缺乏二次利用、能耗高,亟需尋找新的能源供給方式,以及通過技術改造和更換高效燃氣發電設備提高能源使用效率。重慶京天集團掌握著行業領先的“智慧能源+多能互補”集成技術,是國內新能源領域的代表性企業。
去年11月,京天集團與烏茲別克斯坦國家節能公司簽約,雙方開始開展在節能、環保技術與研究領域的合作,并共同實施“Ohangaron綠色城市”項目。
據了解,“Ohangaron綠色城市”項目可充分利用發電余熱,就地供熱、供電,減少電力與熱力長距離輸送的損耗,實現能源的梯級利用,將能源綜合利用率提高至70%~90%,比目前烏茲別克斯坦普遍使用的大型煤電發電機組效率高1倍。同時,該項目采用清潔能源作為燃料的分布式能源系統,可大幅度減少氮氧化物、硫化物等污染物排放。
4月18日,烏茲別克斯坦塔什干市與聯合國海陸絲綢之路城市聯盟智慧城市與新興產業委員會(以下簡稱“城新委”)簽署協議,將在重慶建立烏茲別克斯坦商貿中心,展銷烏茲別克斯坦紡織品、農產品等,同時將在塔什干市建立重慶商貿中心,展銷重慶特色產品。
城新委相關負責人表示,塔什干市與重慶互建商貿中心將推動雙方商貿活動的展開并不斷探索新的商貿合作領域,促進兩地人民對彼此商品和文化的了解及喜愛,還能豐富“一帶一路”沿線合作內涵,擴大合作領域,為進一步實現互聯互通奠定基礎。

The guests and hosts have conducted frank and efficient exchange and dialogues and reached an agreement on the site.
From April 18th to 20th, the delegation has attended the Chongqing (China)- Tashkent (Uzbekistan) Economic and Trade Cooperation Forum, studied and understood the economic and social development of Chongqing, negotiated with various departments, districts, counties, and enterprises of Chongqing to promote the mutually beneficial and friendly cooperation of two areas in the fields of economy, trade and humanities. The visit was also an important measure taken by Seidov, the Ambassador of Uzbekistan to China to deepen the cooperation among the local governments of SCO (Shanghai Cooperation Organization)countries after his successful visit along with the delegation of Shanghai Cooperation Organization to China in late February of this year.
On April 18th, the Chongqing (China)- Tashkent (Uzbekistan)Economic and Trade Cooperation Forum was held at the Municipal Foreign and Overseas Chinese Affairs Office of Chongqing Municipal Government, Ibragimov, Governor of Tashkent, the Ambassador Seidov, and members of the Tashkent government delegation, and Wang Wen, Deputy Director of the Municipal Foreign and Overseas Chinese Affairs Office,principals of the Chongqing Municipal Council for the Promotion of International Trade, the Municipal Federation of Industry and Commerce, the Municipal Government Logistics Office, and the heads of some enterprises in Chongqing have attended the event.
Wang Wen said that Governor of Tashkent, Ibragimov personally leading a large delegation from the Tashkent government to visit Chongqing has fully demonstrate the goodwill of the two places in exploring cooperation and opened a new chapter in the cooperation between Chongqing and Tashkent.Uzbekistan is an important country in Central Asia. Also, it is China’s comprehensive strategic partner and one of the main partners under the plan of the “Belt and Road Initiative”. Tashkent enjoys the largest population in Uzbekistan and has the largest industrial center in the country. Its comprehensive strength is not only solid, but also highly complementary to Chongqing in future cooperation which will be of great potential and broad prospects.This visit will surely help to promote the pragmatic cooperation between the two sides in various fields and build a new bright spot for local cooperation between China and Uzbekistan at the upcoming Qingdao Summit of SCO.
Ibrjimov said that Uzbekistan has been attaching great importance to long-term and mutually beneficial cooperation with Chinese enterprises and hoped that this visit would help to promote the friendly exchanges between Chongqing and Tashkent and learn from China’s development experience.“We have a mature economic zone and preferential investment policies and thus hope that Chongqing companies will invest in Uzbekistan in the oil, gas, and telecommunications sectors and promote pragmatic cooperation in the fields of high and new technology, chemical engineering, machinery manufacturing and equipment manufacturing.”
Seidov said that it is hoped to promote bilateral economic,trade and humanistic pragmatic cooperation by virtue of the “first train” of the “Belt and Road Initiative”. Uzbekistan will provide full support for foreign companies that have invested in their country. He also introduced that the Lake Charvak in Tashkent is known as the “pearl in the mountains” and the summer lakeside is very cool and comfortable. “Chongqing is also a beautiful city with mountains and water, which is very experienced in ecological protection and tourism development.”Saidendorf issued an invitation to Chongqing enterprises and hoped to build the most beautiful lakes and mountains in Lake Charvak with the help of Chongqing and also invited Chongqing citizens to visit Tashkent and take a look at the beauty of Lake Charwak.
At the forum, the two sides have signed an agreement on economic and humanities cooperation to actively develop and promote cooperation in economy, trade, investment, logistics, science and technology, environmental protection, construction,industry, small and medium-sized enterprises,agriculture, and culture, education, health, tourism,and sports.

On April 17, the delegation visited Chongqing JONTIA Group. The two parties have signed an agreement on a number of specific cooperation contents. In addition to the establishment of a joint venture company, they will jointly establish laboratories and Research & Development centers,jointly build science and technology parks, and electromechanical products industrial parks. This signifies that Chongqing’s clean energy technologies have taken substantial steps toward “going out”.
Natural gas is the main fuel of Uzbekistan and accounts for 87.8% of the total. It is urgent to find new ways of energy supply and improve energy efficiency through technological transformation and the employment of high-efficiency gas-fired power generation equipment due to the lack of secondary use and high energy consumption of gas. Chongqing JONTIA Group holds the industry-leading “smart energy + multi-energy complementary” integration technology and is a representative enterprise in the domestic new energy field.
In November in the last year, Chongqing JONTIA Group and Uzbekistan National Energy Conservation Company have signed an agreement. The two sides have started cooperation in energy conservation,environmental protection technology and research,and jointly implemented the “Ohangaron Green City”project.
According to reports, the “Ohangaron Green City” project can make full use of waste heat from power generation to provide on-site heating and power supply, reduce the loss of electricity and heat caused by long-distance transmission,achieve gradient energy utilization and increase the comprehensive utilization of energy to 70% to 90%.The improved efficiency will be twice the efficiency of the large-scale coal-fired generators currently used in Uzbekistan. At the same time, the project uses clean energy as the fuel of the distributed energy system, which can significantly reduce the emission of nitrogen oxides, sulfides and other pollutants.
On April 18th, Tashkent, Uzbekistan, has signed an agreement with the Smart City and Emerging Industry Committee of the United Nations Maritime-Continental Silk Road Cities Alliance (hereinafter referred to as “City and Emerging Industry Committee”) to establish Uzbekstan Business Center in Chongqing so as to exhibit and sell Uzbekistan textiles and agricultural products, etc. At the same time, Chongqing Business Center will be established in Tashkent city to exhibit and sell Chongqing featured products.
The relevant officials of the City and Emerging Industry Committee stated that the business and trade centers to be built in Tashkent City and Chongqing will greatly help to advance the development of trade and business activities between the two sides, continuously explore new fields of business cooperation, propel the people of the two places to understand and love each other’s goods and culture, enrich the cooperation content with the countries along the “Belt and Road”, expand the scope of cooperation and lay the foundation for further interconnection.
