國際知名高新區戰略產業培育特點和模式研究

摘要：高新區是戰略性新興產業培育和發展的重要載體。從國際知名高新園區發展經驗來看，戰略產業的培育發展有利的帶動了整個區域經濟的發展。本文選擇了美國硅谷、法國索菲亞·安蒂波里斯、印度班加羅爾和新加坡裕廊工業園，重點研究總結其戰略產業培育的特點和模式，以期為國內高新區培育戰略產業提供有益借鑒。

Abstract： High-tech zones are important carriers for the cultivation and development of strategic emerging industries. Judging from the experience of internationally renowned high-tech parks， the cultivation and development of strategic industries has beneficially promoted the development of the entire regional economy. This paper selects Silicon Valley of the United States， Sophia Antipolis of France， Bangalore of India and Jurong Industrial Park of Singapore， focusing on the characteristics and models of its strategic industry cultivation， in order to provide useful reference for the cultivation of strategic industries in domestic high-tech zones.

1 問題的提出

高新區是先進生產力發展和先進技術產業化的重要引擎，是新形勢下提升區域產業競爭力和自主創新能力的主要載體。從高新區自身發展規律來說，競爭力的核心在于發展戰略性新興產業，戰略產業的培育和發展是高新區的立區之本。從發達國家高新園區發展經驗來看，戰略產業的選擇、培育是高新區實施產業政策的一大戰略目標，產業結構的調整必須以戰略產業作為核心，以帶動整個區域經濟的發展。本研究選擇了美國硅谷、法國索菲亞·安蒂波里斯、印度班加羅爾和新加坡裕廊工業園四家國際知名高新園區作為研究對象，重點分析其產業發展概況及產業培育發展特點，并在此基礎上，研究總結了高新區戰略產業培育的四種模式，以期為國內高新區戰略產業培育提供有益參考。
