● 重慶市與美國辛辛那提市簽署合作備忘錄

2018年11月12日，重慶市與美國辛辛那提市在市外事大樓簽署關于建立友好合作關系諒解備忘錄。市委副書記、市長唐良智會見辛辛那提市市長約翰·克蘭利并共同簽約。

根據備忘錄，重慶市與辛辛那提市將共同致力于支持和促進兩地全方位互利友好合作關系的發展，并為建立兩地友好關系建立有效的合作機制。美國西切斯特市市長黃良華，重慶市副市長劉桂平參加活動。市政府外辦主任李謙主持簽約儀式。

當天，重慶—大辛辛那提地區貿易投資論壇在市外事大樓舉行。辛辛那提代表團全體成員，以及兩江新區招商集團、對外經貿集團等30余家企業代表出席活動。市政府外辦副主任王雯主持投資論壇。

在渝期間，代表團參觀了史迪威博物館，訪問重慶大學并與師生代表座談交流。

● 李謙會見英國、加拿大、意大利、菲律賓四國駐渝總領事

2018年11月19日、21日，市政府外辦主任李謙先后會見了英國駐重慶總領事艾佩詩、加拿大駐重慶總領事戴杰豪、意大利駐重慶總領事倪飛及菲律賓駐重慶總領事睿克山。

在英國駐重慶總領事官邸，李謙與艾佩詩就推動重慶和英國2019年的合作交換了意見，雙方一致同意建立全方位合作機制，加強在經貿投資、文化旅游、金融服務等領域的合作，為中英關系“黃金時代”打造更多“黃金成果”。

李謙在市外事大樓會見了加拿大駐重慶總領事戴杰豪，雙方一致同意建立高效便捷的溝通機制，定期共享重慶與加拿大最新交往合作信息，引導和鼓勵雙方更多企業互訪并尋找投資機會。

在意大利駐重慶總領事館，李謙與倪飛就進一步加強各層次人員交流，不斷擴大雙向貿易和投資規模，深化在工業、科技、旅游、歷史文化遺產保護等領域達成了共識。

在菲律賓駐重慶總領事館，李謙與睿克山就積極落實鞏固習近平訪菲成果，聚焦“一帶一路”建設，用好中歐班列（重慶）和國際陸海貿易新通道，促進重慶與菲律賓在投資、教育、旅游、高層互訪及友城交往等領域合作達成了共識。

● 中國—東盟中心聯合理事會代表團訪問重慶

2018年11月25日—29日，中國—東盟中心聯合理事會代表團一行46人訪問重慶。代表團成員包括新加坡常駐東盟代表陳漢成大使、中國駐東盟大使黃溪連、中國—東盟中心秘書長陳德海，以及泰國、印尼、老撾、緬甸、菲律賓、越南、柬埔寨、馬來西亞、文萊等東盟十國代表。

11月26日，代表團召開中國—東盟中心第8次聯合理事會。同日下午，副市長劉桂平在市外事大樓會見代表團，探討推動重慶與東盟的全面交流與合作。27日，東盟和中國大使系列演講“中國與東盟關系的未來”在重慶大學舉行，中國和東盟十國大使及代表分別介紹了各國對華合作亮點，并與現場學生進行了互動交流。

訪渝期間，代表團還考察了重慶兩江數字經濟產業園、豬八戒網絡有限公司、重慶海扶醫療科技股份有限公司、市規劃展覽館、大足石刻等地。市政府外辦副主任唐文全程陪同代表團活動。

●“2018中國西南地區奇光異彩新西蘭周”閉幕活動在渝舉行

2018年11月20日，新西蘭駐成都總領事館在重慶舉辦“2018中國西南地區奇光異彩新西蘭周”閉幕活動，新西蘭駐華大使傅恩萊、新西蘭駐成都總領事孔思達出席，重慶市有關部門、高校、企業、媒體、各國駐渝總領事館的代表約100人參加。

市政府外辦副主任王雯出席活動并與傅恩萊大使進行了親切交流。傅恩萊表示，重慶是新西蘭在中國的重要伙伴之一，近年來雙方高層訪問不斷，經貿交往日益密切，在教育、科研等領域合作廣泛，同時重慶也是中國西部第一個開通新西蘭直航的城市。她對加強新西蘭與中國西部各領域合作所作出積極貢獻的重慶各界人士表示衷心感謝，并期待下一步新西蘭與重慶在更深更廣的領域開展更豐富的合作。

● 白俄羅斯代表團來渝訪問

2018年11月8日—9日，白俄羅斯農業食品部部長扎亞茨、白俄羅斯駐華大使魯德、白俄羅斯明斯克州副州長羅戈舒克一行來渝訪問。白俄羅斯是東歐重要國家，中歐班列（重慶）項目重要戰略合作伙伴。2017年3月，重慶市與明斯克州正式建立友好市州關系。代表團此訪對持續深化重慶與白俄羅斯及明斯克州在經貿人文等領域全方位合作具有重要作用，未來兩地合作前景廣闊。

在渝期間，代表團參加了中歐班列（重慶）“白俄羅斯—重慶”回程班列接車儀式，還出席了白俄羅斯旅游文化商品中心揭牌儀式，與市商務委、四川外國語大學及重慶相關企業會談交流，舉辦了兩地經貿和教育合作座談會，達成系列合作意向，并簽署項目合作協議。

● 香港貿發局研究總監關家明來渝交流工作

2018年11月8日，香港貿發局研究總監關家明拜會市政府港澳辦副主任張婭茜，就重慶市港澳工作服務經濟發展、與貿發局深入合作等方面進行了交流對接。

雙方認為，市政府港澳辦與香港貿發局長期以來保持密切合作關系，特別是在經貿合作方面成效顯著。雙方就利用香港貿發局全球50個辦事處優勢，助力重慶企業走出去、對接“一帶一路”、利用香港貿發局相關展會、貿發網等平臺宣傳重慶產品，幫扶貧困區縣脫貧等進行了溝通，達成了共識。

● 大阪府日中友協代表團訪問重慶

2018年11月3日，以大阪府日中友協副理事長大藪二朗為團長的大阪府日中友協一行15人，來渝進行友好訪問。市友協副會長王廣成會見了客人一行，并向客人介紹了重慶市的經濟社會發展和對日交流合作相關情況，希望加強兩協會之間的交流與合作。客人表示，此次是乘船從宜昌來渝，三峽的風光令他們十分著迷，對重慶的城市建設感嘆不已，希望今后加強與重慶之間的交往，推動合作。

● 約翰·霍普金斯大學學生代表團來渝訪問

應全國對外友協的邀請，美國約翰·霍普金斯大學學生代表團一行19人于2018年11月20日—22日來渝進行訪問。

約翰·霍普金斯大學成立于1876年，是一所世界頂級的著名私立大學。其尼采國際研究學院培養出美國國務卿奧爾布賴特、財政部長蓋特納、世界銀行行長埃因霍等一大批杰出校友，該校的應用物理實驗室是美國近代物理學人才的搖籃。

此次代表團一行來華訪問北京、重慶、成都、浙江等地，以城市規劃與可持續發展為主題，希望通過與中國政府部門、科研院所、高等院校、企業及非政府組織溝通與交流，深入了解中國在城鎮化過程中的新舉措、新成就。

在渝期間，代表團拜會了重慶市住房和城鄉建設委員會、重慶農村土地交易所、重慶市公共租賃房管理局，了解城鄉一體化政策、地票政策，以及公租房發展的相關情況，并參觀了民心佳園、西永微電子園、寸灘保稅港和果園港。

Chongqing Signed Memorandum of Understanding with Cincinnati

On November 12,2018,Chongqing and Cincinnati of the United States signed a memorandum of understanding on the establishment of a friendly partnership in the Foreign Affairs Building in Chongqing. Tang Liangzhi,deputy secretary of Chongqing Municipal Party and mayor of Chongqing,met with and signed the memorandum with John Cranley,mayor of Cincinnati.

According to the memorandum,Chongqing and Cincinnati will jointly support and promote the mutually beneficial and friendly relations in an all-round way,and establish an effective cooperation mechanism for strengthening the friendly relations between the two sides. Lee Wong,president of the Board of Trustees of West Chester Township,and Liu Guiping,vice mayor of Chongqing,attended the event. Li Qian,director of the Foreign Affairs Office of Chongqing Municipal People's Government,presided over the signing ceremony.

Chongqing-Greater Cincinnati Region Trade and Investment Forum was held in the Foreign Affairs Building in Chongqing on the same day. All members of the delegation from Cincinnati,and the representatives of over 30 enterprises such as Chongqing Liangjiang New Area Development & Investment Group Co.,Ltd. and Chongqing Foreign Trade and Economic Cooperation (Group) Co.,Ltd.,were present. Wang Wen,deputy director of the Foreign Affairs Office of Chongqing Municipal People's Government,presided over the forum.

In Chongqing,the US delegation visited the General Joseph W. Stilwell Museum and Chongqing University,where it exchanged views with teachers and students.

Li Qian Met with Consuls-general of the UK,Canada,Italy and the Philippines in Chongqing

On November 19 and 21,2018,Li Qian,director of the Foreign Affairs Off i ce of Chongqing Municipal People's Government,met with Cecille El Beleidi,Jeff David,Filippo Nicosia,and Crescente Relacion,consuls-general of the UK,Canada,Italy and the Philippines in Chongqing respectively.

At the British Consulate-General in Chongqing,Li Qian and Ms. Beleidi exchanged views on promoting cooperation between Chongqing and the United Kingdom in 2019. The two sides agreed to establish a comprehensive cooperation mechanism and strengthen cooperation in the fields of economic and trade investment,cultural tourism and fi nancial services,to create more "golden results" in the"golden age" of the Sino-UK relations.

In the Foreign Affairs Building in Chongqing,Li Qian and Mr.Jeff David met and agreed to establish an efficient and convenient communication mechanism,to regularly share the latest information on cooperation and communication between Chongqing and Canada,and instruct and encourage more companies from both sides to pay mutual visits and explore investment opportunities.

At the Italian Consulate-General in Chongqing,Li Qian and Mr. Filippo Nicosia reached a consensus on further strengthening exchanges of personnel at all levels,continuously expanding the scale of two-way trade and investment,and deepening cooperation in the fi elds of industry,science and technology,tourism,and historical and cultural heritage protection.

At the Philippine Consulate-General in Chongqing,Li Qian and Mr.Crescente Relacion reached a consensus on vigorously implementing and consolidating the fruitful results from President Xi Jinping's visit to the Philippines,focusing on the construction of the Belt and Road,putting to good use the China-Europe freight trains (Chongqing) and the New International Land-Sea Trade Corridor,and propelling the cooperation in fi elds of investment,education,tourism,high-level visits,and friendly exchanges between Chongqing and the Philippines.

A Delegation from the Joint Council of the ASEAN-China Center Visited Chongqing

From November 25 to 29,2018,a delegation of 46 members from the Joint Council of the ASEAN-China Center visited Chongqing. The members include Chan Heng Chee,Singapore’s representative to ASEAN,Huang Xilian,China’s ambassador to ASEAN,Chen Dehai,Secretary General of the ASEAN-China Center,and representatives of 10 ASEAN countries such as Thailand,Indonesia,Laos,Myanmar,the Philippines,Vietnam,Cambodia,Malaysia and Brunei.

On November 26,the delegation convened the 8th meeting for the Joint Council of the ASEAN-China Center. In the afternoon,Liu Guiping,vice mayor of Chongqing,met with the delegation in the Foreign Affairs Building to discuss how to drive forward the comprehensive exchanges and cooperation between Chongqing and ASEAN. On November 27,the lectures on "The Future of China-ASEAN Relations"by ambassadors of ASEAN and China were held at Chongqing University. The ambassadors and representatives of China and the 10 ASEAN countries presented the highlights of the cooperation with China,and conducted interactions with the students.

In Chongqing,the delegation also visited Chongqing Liangjiang New Area's Digital Economy Industrial Park,Zhubajie Network Co.,Ltd.,Chongqing Haifu Medical Technology Co.,Ltd.,Chongqing Planning Exhibition Gallery,and Dazu Rock Carvings. Tang Wen,deputy director of the Foreign Affairs Office of Chongqing Municipal People's Government,accompanied the delegation in the whole course of visits.

“2018 New Zealand Week”in Southwest China Concluded in Chongqing

On November 20,2018,New Zealand Consulate General in Chengdu held the closing ceremony of "2018 New Zealand Week" in Chongqing. Clare Fearnley,New Zealand's Ambassador to China,and Alistair Crozier,New Zealand’s Consul-general to Chengdu,attended the ceremony. About 100 representatives from related department,universities,enterprises,media,and consulates of various countries in Chongqing were present.

Wang Wen,deputy director of the Foreign Affairs Office of Chongqing Municipal People's Government,attended the ceremony and had a cordial exchange with Ms. Fearnley. Ms. Fearnley said that Chongqing is an important partner of New Zealand in China. In recent years,high-level visits between the two sides have been conducted,economic and trade exchanges increasingly frequent,and cooperation in education,scientif i c research and other fields extensive. At the same time,Chongqing is the first in western China to open direct flights to New Zealand. She expressed her heartfelt gratitude to people from all walks of life in Chongqing who have made positive contributions to strengthening cooperation between New Zealand and western China in various fields,and looked forward to more cooperation between Chongqing and New Zealand in a deeper manner and broader fi elds.

A Delegation from Belarus Visits Chongqing

From November 8 to 9,2018,a delegation led by Zayats,Minister of Agriculture and Food of the Republic of Belarus,Kiryl Rudy,Belarusian Ambassador to China,and Rogashchuk,vice governor of Minsk Oblast,visited Chongqing. Belarus is an important country in Eastern Europe and an essential strategic partner in the China-Europe freight trains (Chongqing) project. In March 2017,Chongqing and Minsk Oblast were off i cially twinned. The delegation exerts an important role in further deepening the all-round cooperation between Chongqing and Belarus and its Minsk Oblast in the fields of economy,trade and humanities. The bilateral cooperation sees a rosy prospect.

In Chongqing,the delegation participated in the ceremony for greeting the“Belarus-Chongqing”return train under the China-Europe freight trains (Chongqing)project and the inauguration of the Belarusian Tourism and Cultural Products Center,conducted exchanges with the Chongqing Municipal Commission of Commerce,Sichuan International Studies University and related enterprises based in Chongqing,held a symposium on economic,trade and educational cooperation between the two sides,expressed a series of cooperation intentions,and signed project cooperation agreements.

Li Qian and Wang Wen,respectively director and deputy director of the Foreign Affairs Off i ce of Chongqing Municipal People's Government,attended the related events along with the delegation.

Nicolas Kwan,Research Director of Hong Kong Trade Development Council,Visits Chongqing for Exchanges

On November 8,2018,Nicolas Kwan,Research Director of Hong Kong Trade Development Council (HKTDC),met with Zhang Yaxi,deputy director of the Hong Kong and Macao Affairs Office of Chongqing Municipal People's Government,and exchanged views on the Hong Kong and Macao related services and economic development in Chongqing,and deeper cooperation with HKTDC.

Both sides believed that the Hong Kong and Macau Affairs Office and HKTDC have long maintained a close partnership,especially in economy and trade. Both sides communicated and reached a consensus on how to take advantage of HKTDC's 50 offices around the world to help Chongqing enterprises go global,partner under the Belt and Road initiative,promote products of Chongqing by dint of HKTDC’s related exhibitions,trade development websites and other platforms,and help related districts and counties shake off poverty.

Osaka-based Japan-China Friendship Association Visits Chongqing

On November 3,2018,a delegation of 15 members from the Osaka-based Japan-China Friendship Association,headed by its deputy director Ooyabu Jiro,made a friendly visit to Chongqing.Wang Guangcheng,vice president of Chongqing Friendship Association,met with the delegation and introduced it to the economic and social development of Chongqing and the relevant exchanges and cooperation between Chongqing and Japan. He expressed the hope to strengthen exchanges and cooperation between the associations. The delegation said the scenery of the Three Gorges was fascinating as it travelled from Yichang by water,marveled at the urban construction in Chongqing,and expected to fortify exchanges and cooperation with Chongqing.

A Delegation of Students at Johns Hopkins University Visits Chongqing

At the invitation of the Chinese People’s Association for Friendship with Foreign Countries,a delegation consisting of 19 students at Johns Hopkins University visited Chongqing from November 20 to 22,2018.

Founded in 1876,Johns Hopkins University is a world-renowned private university. Its Paul H. Nitze School of Advanced International Studies cultivated a large number of outstanding alumni,such as the former US Secretary of State Madeleine Albright,former Secretary of the Treasury Geithner,and former managing director of World Bank Jessica P. Einhorn. Its Applied Physics Laboratory is the cradle of many modern American talents in physics.

The delegation travelled to Beijing,Chongqing,Chengdu and Zhejiang of China this time,in hopes of gaining insight into the new initiatives and new achievements of China during its urbanization by communicating with Chinese government departments,research institutes,universities,enterprises and NGOs.

In Chongqing,the delegation paid a visit to Chongqing Housing and Urban-Rural Construction Committee,Chongqing Country Land Exchange,and Chongqing Public Rental Housing Bureau,figured out its urban-rural integration policy,dipiao policy,and the development of public rental housing,and visited Minxin Jiayuan,Xiyong Micro-Electronics Industrial Park,Cuntan Bonded Port,and Orchard Port.
