摘 ? ?要:鄉(xiāng)村振興是當(dāng)前中國(guó)農(nóng)村發(fā)展中的一項(xiàng)重要任務(wù)。探討鄉(xiāng)村中的特色產(chǎn)業(yè)與鄉(xiāng)村旅游的協(xié)同發(fā)展問(wèn)題,有助于鄉(xiāng)村振興問(wèn)題的解決。根據(jù)協(xié)同發(fā)展理論,采用案例分析法,以韓國(guó)全羅北道的長(zhǎng)水郡為例探討特色農(nóng)業(yè)與鄉(xiāng)村旅游協(xié)同發(fā)展問(wèn)題。由研究結(jié)果可知,政府的產(chǎn)業(yè)發(fā)展政策是鄉(xiāng)村振興中特色農(nóng)業(yè)和鄉(xiāng)村旅游協(xié)同發(fā)展的根本保障;旅游資源稀缺的地區(qū)可以通過(guò)培育特色農(nóng)業(yè)品牌為鄉(xiāng)村旅游業(yè)的發(fā)展提供旅游吸引物;而旅游者的到來(lái),能夠促進(jìn)特色農(nóng)產(chǎn)品的銷售,進(jìn)而促進(jìn)鄉(xiāng)村特色農(nóng)業(yè)的發(fā)展;積極促進(jìn)農(nóng)村一二三產(chǎn)業(yè)的融合是實(shí)現(xiàn)特色農(nóng)業(yè)與鄉(xiāng)村旅游業(yè)協(xié)同發(fā)展的必然選擇。因此,政府針對(duì)性的精準(zhǔn)政策扶持,地方村委會(huì)的強(qiáng)有力的領(lǐng)導(dǎo),培育懂生產(chǎn)、會(huì)經(jīng)營(yíng)的農(nóng)戶,建立特色農(nóng)業(yè)品牌等對(duì)于實(shí)現(xiàn)特色農(nóng)業(yè)與鄉(xiāng)村旅游協(xié)同發(fā)展具有重要意義。 關(guān)鍵詞:鄉(xiāng)村振興;特色農(nóng)業(yè);旅游業(yè);協(xié)同發(fā)展;韓國(guó)長(zhǎng)水郡

Abstract:Rural revitalization has become an important task in presen China's rural development. Exploring the coordinated development of characteristic industries and rural tourism in the countryside can fundamentally solve the problem of rural revitalization. Based on the theory of synergism development, using case analysis method, this paper took Changshui County, Quanluo North Road, Korea as an example to discuss the synergism development of characteristic agriculture and rural tourism. According to the analysis,the government's industrial development policy was the fundamental guarantee for the coordinated development of characteristic agriculture and rural tourism in rural revitalization. The regions with scarce tourism resources could provide tourism attraction for the development of rural tourism by cultivating characteristic agricultural brands. The arrival of tourists also promoted the sale of characteristic agricultural products, promoting the development of rural characteristic agriculture. Actively promoting the integration of rural primary, secondary and tertiary industries was the inevitable choice to achieve the coordinated development of characteristic agriculture and rural tourism. The government's precise policy support, the strong leadership of local village committees, the cultivation of farmers who know how to produce and manage, and the establishment of characteristic agricultural brands,all of those had great significance to the coordinated development of characteristic agriculture and rural tourism.

在鄉(xiāng)村經(jīng)濟(jì)衰退、農(nóng)村年輕勞動(dòng)力流失、城鎮(zhèn)規(guī)模不斷擴(kuò)大、城鄉(xiāng)發(fā)展不平衡的背景下,中央提出了鄉(xiāng)村振興戰(zhàn)略。鄉(xiāng)村振興戰(zhàn)略的重要任務(wù)之一就是實(shí)現(xiàn)“產(chǎn)業(yè)興旺”。因地制宜地發(fā)展特色種植、養(yǎng)殖、休閑農(nóng)業(yè),實(shí)現(xiàn)旅游業(yè)與農(nóng)村中的農(nóng)、林、漁產(chǎn)業(yè)的協(xié)同發(fā)展,就成為了產(chǎn)業(yè)興旺的主要抓手之一。相關(guān)研究指出,農(nóng)旅耦合將成為我國(guó)鄉(xiāng)村旅游業(yè)發(fā)展的主導(dǎo)模式[2],現(xiàn)代農(nóng)業(yè)與旅游業(yè)的協(xié)同發(fā)展是農(nóng)村經(jīng)濟(jì)發(fā)展的必然要求,但要注意解決外部性問(wèn)題[3],同時(shí)特色農(nóng)業(yè)與鄉(xiāng)村旅游協(xié)同發(fā)展應(yīng)該遵循其相應(yīng)的路徑[4]。……
