新鄉(xiāng)市農(nóng)業(yè)綠色發(fā)展面臨的問題及對策探析

摘 ? ?要：為了加快新鄉(xiāng)市農(nóng)業(yè)綠色發(fā)展轉(zhuǎn)型升級，同時為其他地市農(nóng)業(yè)綠色發(fā)展提供實踐參照，采用定量研究與定性研究相結(jié)合、理論研究與實踐調(diào)研相結(jié)合的方法，對當前新鄉(xiāng)市農(nóng)業(yè)綠色發(fā)展情況進行研究。研究發(fā)現(xiàn)，當前新鄉(xiāng)市農(nóng)業(yè)綠色發(fā)展在農(nóng)業(yè)品牌產(chǎn)業(yè)集群、休閑農(nóng)業(yè)與鄉(xiāng)村旅游、農(nóng)業(yè)面源污染防治及綠色灌溉農(nóng)業(yè)方面取得了一定成績，但同時存在對農(nóng)業(yè)綠色發(fā)展認識不到位、經(jīng)費不足、技術(shù)薄弱、人才缺乏、制度不健全等問題。研究認為，解決當前新鄉(xiāng)市農(nóng)業(yè)綠色發(fā)展過程中面臨的問題，需要各級領(lǐng)導干部及廣大農(nóng)民的高度重視，設立農(nóng)業(yè)綠色發(fā)展專項經(jīng)費、暢通融資渠道，引進先進的農(nóng)業(yè)技術(shù)和尖端的農(nóng)業(yè)人才，建立健全相關(guān)政策制度，針對農(nóng)業(yè)面源污染等具體問題對癥下藥，徹底根治。

Abstract： In order to accelerate the transformation and upgrading of agricultural green development in Xinxiang City and provide practical reference for other cities， the current situation of agricultural green development in Xinxiang City was studied by combining quantitative research with qualitative research， theoretical research with practical investigation. We found that the current green development of agriculture in Xinxiang City has made some achievements in agricultural brand industrial clusters， leisure agriculture and rural tourism， prevention and control of agricultural non-point source pollution and green irrigation agriculture， but at the same time there are inadequate understanding of green development of agriculture， insufficient funds， weak technology and lack of talents， imperfect system， etc. To solve the problems faced in the current green development of agriculture in Xinxiang City， we suggests that it is needed the high attention of leading cadres at all levels and the peasants， the establishment of special funds for green development of agriculture and smooth financing channels， the introduction of advanced agricultural technology and top agricultural talents， the establishment and improvement of relevant policies and systems， and the right remedy and the thorough eradication of specific problems such as non-point source pollution of agriculture.

推進農(nóng)業(yè)綠色發(fā)展轉(zhuǎn)型升級是貫徹國家新發(fā)展理念的必然要求，是實現(xiàn)農(nóng)業(yè)可持續(xù)發(fā)展的重要途徑，是建設美麗中國、守住綠水青山的基礎工程，對保障食品安全、生態(tài)安全和子孫后代的永續(xù)發(fā)展具有重要意義[1]。鑒于此，近年來學術(shù)界從各個層面對農(nóng)業(yè)綠色發(fā)展進行研究。從國家層面來看，有些學者立足綠色發(fā)展理念[2]、鄉(xiāng)村振興戰(zhàn)略[3]等重大方針政策研究農(nóng)業(yè)綠色發(fā)展;從地域?qū)用鎭砜矗簧賹W者研究了整個河南省農(nóng)業(yè)綠色發(fā)展的現(xiàn)狀[4]和路徑[5];從技術(shù)層面來看，部分學者從種植業(yè)增效技術(shù)[6]、生態(tài)循環(huán)農(nóng)業(yè)技術(shù)[7]方面探討了農(nóng)業(yè)綠色發(fā)展的相關(guān)問題。……
