地域元素再生理念下的遼寧特色小城鎮發展研究

摘要：在已公布的兩批國家級特色小城鎮名單中，遼寧省共有13個小鎮入選，數量居北方省份前列。本文在實地調研和資料研究的基礎上，首先對這些特色小城鎮的發展現狀進行綜合歸納和整理，總結其發展特點與突出問題；同時，指出基于地域元素概念的小鎮建設是突出“特色”的本質要求，并提出13個國家級特色小城鎮基于各自地域元素的不同新興產業發展方向；最后，從產業、功能、文化、空間四個維度，總結遼寧特色小城鎮的發展策略，以期為這些小鎮建設提供實際的理論依據與參考。

Research on the Development of Liaoning’s Characteristic Towns Based on the Concept of Regional Element Regeneration

[Abstract] Liaoning is the most developed province in the northeastern China. In the list of two national level characteristic towns， 13 towns in Liaoning have been approved， ranking the forefront of the northern provinces. Based on field research and data research， this paper firstly sorts out the development status of these characteristic towns， summarizes their development characteristics and outstanding problems. At the same time， it is pointed out that the construction of small towns based on the concept of regional elements is an essential requirement for highlighting "features"， and proposes the development direction of different emerging industries based on their respective geographical elements in 13 national feature towns. Finally， the article summarizes the development strategies of 13 national-level characteristic towns in Liaoning from four dimensions： industry， function， culture， and space， in order to provide practical theoretical basis and basis for the construction of these small towns.

引言

隨著我國城鄉關系進入新的發展階段，特色小城鎮作為國家“鄉村振興”戰略的重要載體之一，其建設進程方興未艾。這種情況下，如何保證小鎮建設的“特色性”？如何防止“千鎮一面”現象的發生？筆者認為，地域元素作為小鎮在千百年發展過程中，綜合了地理、人文、歷史、生態、資源、空間等諸多因素沉淀下來的“固有特色”，具有 “普遍且唯一”的天然屬性，應成為眾多特色小城鎮建設中核心考慮要素。從小鎮地域元素中發掘城鎮發展動力，實現地域元素再生，亦是小鎮實現差異化發展、特色性發展的最佳方式。

遼寧是東北地區最為發達的省份，是東北三省唯一臨海的省份，海陸相接，山野相連，具有相對突出的地域資源條件優勢，在小鎮建設中本應充分依托這些優勢資源，扎根自身地域文脈，建設符合遼寧地域特征的特色小城鎮。……
