基于低碳理念的生態工業園區建設規劃對策分析

摘要：對工業園區的低碳生態規劃設計展開研究，將低碳生態的概念融入到工業園區建設規劃中，從園區土地利用管理、節能環保和生態建設及循環經濟發展三個方面，提出園區規劃設計及發展建議，為實現經濟增長方式的轉變和節能減排管理提供理論基礎。

Abstract： Research on low-carbon ecological planning and design of industrial parks， Study the concept of low carbon ecology into the industrial park construction planning. From the three aspects of land use management， energy conservation and environmental protection， ecological construction and circular economy development， put forward the park planning， design and development Suggestions， it provides a theoretical basis for the transformation of economic growth mode and the management of energy conservation and emission reduction.

生態工業園區以綠色生態為目標，堅持開發和節約并舉、節約優先的方針，加強資源綜合利用，加大污染治理、環境保護和生態建設的投入，大力發展循環經濟，形成低投入、低消耗、低排放和高效率的集約型發展方式，持續改善環境質量，進而提高環境承載力和發展競爭力。

1 研究現狀

國內學者對生態工業園區的研究要是在制度建設、發展模式、空間優化、評價體系等方面展開研究。例如，張宏波從企業效益、環境效益和社會效益方面對國內外的生態工業園區的發展條件、風險和挑戰等進行了研究[1];閆二旺總結了生態工業園區產城融合的政府開發、大型國有企業開發、公私合作伙伴關系三種模式，以及空間布局和制度創新方面的提出相應了相應的措施 [2];賈僩從經濟、功能、社會、空間四個方面對低碳生態園區進行了全面系統定義，建立了以綠色經濟、能源資源利用、低碳生態空間、生態文明為一級指標的評價體系[3];劉堅以重慶生態工業園區為例，對園區存在的問題進行了分析，從政府管理、規劃原……
