摘 要:基于對陜西省眉縣獼猴桃種植農戶的調研數據,并結合調查中實際案例,分析影響獼猴桃安全生產的因素。分析得出政府監管對獼猴桃安全生產有一定的促進作用,但是監管力度仍然比較薄弱,有較大漏洞。目前主要是由地方產業合作組織、獼猴桃企業等農業合作組織與農戶自身來監管和把控獼猴桃質量安全,仍有一定的安全隱患。因此為確保流向市場的獼猴桃的質量安全,需要由政府領導各部門共同監管,規范生產行為。

Analysis of Influencing Factor on the Safe Production of Kiwifruit in Meixian County of Shaanxi Province

Abstract:Based on the survey data of the kiwifruit farmers in Mei County, Shaanxi Province and combined with the actual cases in the investigation, the factors affecting the safe production of kiwifruit were analyzed. The analysis showed that the government supervision had a certain role in promoting the safety of kiwifruit production but the supervision was still weak. By local industrial cooperation organizations, kiwifruit production enterprises and other agricultural cooperation organizations and farmers themselves to monitor and control the quality and safety of kiwifruit, there were still certain safety risks. In order to ensure the quality of kiwifruit in the market, it is necessary for the government to lead the various departments to jointly supervise and standardize the production.

“國以民為本、民以食為天、食以安為先”,食品安全是當今全社會都關注的焦點之一,“十三五”以來,依法治國深入推進,中央提出了“千方提升農產品質量安全水平”的要求。2017年2月,中共中央、國務院發布了《關于深入推進農業供給側結構性改革 加快培育農業農村發展新動能的若干意見》,提出了全面提升農產品質量和食品安全水平的要求。[1]政府對農產品的質量安全提出了更高的要求,而監管機制也在不斷的完善。[2]為把控農產品質量,需要通過有效銜接各個節點,降低企業與農戶的交易成本,通過標準化生產嚴格控制安全農產品的生產,穩定暢通的銷售渠道。[3]在農產品安全生產方面,地方政府及農業合作社、農業企業等產業組織能夠發揮較大作用。由于我國是以農戶家庭為單位進行農業生產的較為分散的小農經濟模式,而家庭生產往往趨向于采用低成本高勞動力投入的生產方式。……
