在大戰大考中展現責任與擔當

剛剛過去的2020年是極其不平凡的一年，面對百年未有之大變局和百年不遇的全球疫情大流行，外事系統站在一線，在大戰中接受大考，以強烈的責任與擔當精神，推動各項工作取得顯著成效。回顧一年來，全市外事系統堅持以習近平新時代中國特色社會主義思想和習近平外交思想為指南，緊扣疫情防控和對外交往合作，發揮資源、渠道、信息優勢，積極服務國家總體外交和全市高質量發展，有力維護了人民生命健康安全，實現了中西部國際交往中心建設起步開局。

我們奮力戰疫情，“內外同防”成效明顯。國內疫情暴發之初，防疫物資十分緊缺，全市外事系統聞令而動，急全市之所急，應全市所需，在全球范圍籌集、采購、接收各類醫療物資，累計接收國際社會捐贈口罩626.97萬只、防護服10.17萬套、護目鏡3.55萬個。我們多措并舉做好在渝外籍人員疫情防控工作，加強與外國駐渝領館溝通，分類管理外國留學生和外籍教師群體等，制定《外籍人員新型冠狀病毒感染醫療救治流程》，開通在渝外籍人士24小時咨詢服務熱線，積極開展疫情防控涉外宣傳，得到廣大外籍人士好評。令人感動的是，國際社會給予我市積極鼓勵，我們累計收到近百封慰問信。得益于多方支持參與，截至目前，在渝外籍人員及港澳臺人士新冠肺炎確診病例、疑似病例均為0。

隨著國內疫情得到有效控制，國外疫情全面暴發，“外防輸入”成為全市防疫工作重中之重。外事系統牽頭，站在了抗疫的一線，根據形勢變化動態調整工作方案12版，制定了信息閉環管理流程和疫情防控閉環管理流程，實現信息交互、入境接機、人員轉運、集中隔離、居家健康管理等全流程管理，推動防疫工作流程化、規范化，實現入境到入戶、國門到家門、鐵公水空防疫工作無縫銜接，形成聯防聯控、群防群治閉環。2020年，全市累計發現境外輸入確診病例14例、無癥狀感染者70例，全部在受控狀態下被發現，沒有出現一例關聯病例。

我們大力促合作，國際交往熱度不減。疫情給很多工作按下了暫停鍵，但對外合作不僅沒有停步，反而逆勢前行，不斷取得新進展。面對疫情造成的困難，我們創新工作方法，開展“云外事”，保持對外交往熱絡。全年市領導線上外事活動占全市重要外事活動的38%。抗疫國際合作是全年對外交往的重點領域。在國內防疫物資得到保障、國外物資緊缺的情況下，我們投桃報李，向重點友好國家和城市捐贈物資，表達守望相助之情。全市累計向境外捐贈口罩300余萬只、防護服8萬余套、醫用手套33萬雙等防疫物資;成功與烏克蘭、巴西、美國、德國等國家醫療部門和機構舉行10場防疫經驗交流視頻會，派出兩支醫療專家隊分赴阿爾及利亞、蘇丹和巴勒斯坦開展醫療援助，用實際行動踐行人類命運共同體，得到了受援國各界高度好評。國際友城和國際組織是我們交往的重點對象。我們積極參與上合組織地方合作，習近平主席在上合組織元首理事會上宣布“中方將于明年在重慶舉行中國—上海合作組織數字經濟產業論壇”;我們推動陸海新通道與瀾湄合作協同發展，促成陸海新通道建設被納入瀾湄合作第三次領導人會議重要議題和成果文件;我們以務實友好合作贏得布里斯班市議會高票通過“紀念布里斯班市與重慶市建立姐妹城市關系15周年”動議，為中澳雙邊關系健康發展發出積極聲音。

我們盡力助復工，“快捷通道”聯通中外。我們積極爭取外交部支持，將重慶率先納入中韓、中新、中歐“快捷通道”實施范圍，科學制定和精準實施復工復產系列工作方案，協調有關市級部門最大限度簡化流程、壓縮時限。全年累計為韓國、日本、新加坡、美國、意大利等55個國家2500余名外籍人士發放邀請函，幫助我市重要涉外企業的關鍵技術人員來渝，力保產業鏈、供應鏈穩定。特別強調的是，疫情防控始終是我們工作的底線，針對重要企業復工復產人員和重要商務人士來渝，我們專門制定了疫情防控工作方案企業版、商務人士版，在做好防疫的前提下，盡心盡力為全市招商引資和復工復產提供便捷。

我們強力保穩定，外事為民初心不改。全市外事系統堅定不移落實以人民為中心的思想，在疫情大戰中千方百計幫助人民群眾解難事、疏心事。我們認真落實黨和國家對海外公民的關愛，心系海外公民的安危冷暖，積極協調我駐外國使領館，向海外留學生發放“健康包”，累計向海外近100個僑團捐贈了價值近300萬元的口罩、防護服等防疫物資，組建專家醫療隊開展“云問診”，提供24小時遠程醫療和防控專家咨詢服務。針對海外重點困難人員回國難的問題，我們圓滿完成國家安排的從美國紐約、英國倫敦等7個臨時國際航班共接回1500余名滯留海外人員回國任務。我們還積極協調國際國內各方，妥善處置了43起海外領事保護事件，有力維護了“走出去”人員和企業在海外的合法利益;穩妥處置涉外案事件19起，為全市涉外安全穩定大局良好貢獻了積極力量。

我們著力強基礎，練好內功又出發。過去一年，全市外事工作既是不斷創新突破的一年，也是扎扎實實打基礎、謀長遠的一年。我們抓住“成渝地區雙城經濟圈”建設的有利契機，與四川省外事系統簽署合作協議，促進資源共享、互利共贏。我們創新開展“外事大講堂”活動，邀請烏拉圭、匈牙利等國駐渝領事官員作國情專題講座，邀請經濟、法律、金融等領域專家學者作專題輔導，幫助全市外事系統提升國際視野，推動加強與有關國家交流合作。我們在全系統舉辦“講重慶故事 交世界朋友”比賽，錘煉干部職工以重慶實例講好中國故事的能力水平。我們精心策劃設計和梳理全市高質量發展參觀路線，編制《國賓及重要外賓來渝參訪手冊》，舉辦“重慶好禮”評選活動，推動對外交往宣介精細化。

行而不輟，未來可期。站在“兩個一百年”的歷史交匯點，面向新的一年，全市外事系統將始終秉持以人民為中心，牢記初心使命，以更加務實的作風、更加充沛的激情、更加有效的方法，積極主動服務國家總體外交、服務全市開放發展，以實干實績獻禮中國共產黨百年華誕。

The past 2020 marked an extraordinary year. In the face of once-in-a-century changes and the COVID-19 global pandemic， the foreign affairs system has stood on the forefront， accepted the grim test in the major fight and promoted various work with a strong sense of responsibility and mission with significant results achieved in various tasks. In the past year， the citys foreign affairs system adhered to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and Xi Jinping Thought on Diplomacy as the guidance， closely followed the epidemic prevention and control and foreign exchanges and cooperation， gave full play to the advantages of resources， channels， and information， and actively served the countrys overall diplomacy and the citys high-quality development， effectively safeguarded people's lives， health and safety， and kicked off the construction of the international exchange center in Central and Western China.

We worked hard to fight the pandemic and yielded remarkable results of "joint prevention inside and outside". At the beginning of the domestic epidemic outbreak， epidemic-prevention supplies were rather scarce. The foreign affairs system of the city moved quickly upon taking the order and garnered， purchased， and accepted various medical supplies worldwide in response to the city's urgent needs， and received a total donation of 6.2697 million masks， 101，700 protective suits and 35，500 goggles from the international community. We have taken multiple measures to prevent and control the epidemic among foreign personnel in Chongqing， strengthened communication with foreign consulates in Chongqing， categorized the management of foreign students and foreign teachers， etc.， formulated the COVID-19 Infection Medical Treatment Procedures for Foreign Personnel， set up a 24-hour consultation service hotline for foreigners in Chongqing， and actively carried out foreign-related publicity on epidemic prevention and control， which was well received by foreign expatriates. It's quite moving that international community rendered Chongqing considerable encouragement， and we have received nearly 100 letters of consolation. Thanks to the support and participation of multiple parties， as of now， the number of foreign confirmed and suspected COVID-19 cases in Chongqing and Chinese compatriots from Hong Kong， Macao and Taiwan has been zero.

With the effective control of domestic epidemic and sweeping outbreak of foreign epidemic， "import prevention" had become the top priority of the city's epidemic prevention work. The foreign affairs system took the lead and stood on the forefront of the COVID-19 fight， dynamically adjusted 12 versions of work plan according to situation changes， formulated a closed-loop information management process? and a closed-loop management process for epidemic prevention and control， realized whole-process management of information exchange， entry airport pickup， personnel transfer， centralized quarantine and home health management， etc.， promoted the process and standardization of epidemic prevention work，? enabled seamless connection of entry-to-household， border-to-home and railway-road-water-air epidemic prevention work and formed a closed loop of joint prevention， joint control， and group prevention and control. In 2020， a total of 14 confirmed imported cases and 70 asymptomatic infections were identified in the city， all of cases were found under control state， and there was no single related case.

We vigorously promoted cooperation， and the enthusiasm for international exchanges remains high. Despite many assignments suspended by the pandemic， not only foreign cooperation continued. but also new continuous progress against the trend had been made. Confronted with difficulties caused by COVID-19， we have innovated our work methods， carried out "cloud foreign affairs"， and kept foreign exchange on the go. Online foreign affairs activities of municipal leaders accounted for 38% of the Chongqing's key foreign affairs activities throughout the year. International cooperation in the fight against COVID-19 was a key area of foreign exchanges throughout the year. When domestic epidemic-prevention supplies were assured yet overseas supplies were in short supply， we donated supplies to key friendly countries and cities to convey reciprocity. The city has donated anti-epidemic supplies totaling 3 million masks， 80，000-plus of protective suits， and 330，000 pairs of medical gloves overseas; successfully held 10 video conferences on COVID-19 prevention experience exchange with medical departments and institutions in Ukraine， Brazil， the United States， Germany and other countries; sent two medical teams to Algeria， Sudan and Palestine to carry out medical aid; practiced community with a shared future for mankind with tangible actions and received commendation from all sectors of the recipient countries. International friendly cities and international organizations are our key exchange targets. We actively participated in the regional cooperation with the SCO， and President Xi Jinping announced at the Council of Heads of State of the SCO that “China will hold the China-SCO Digital Economy Industry Forum in Chongqing next year”; we pushed forward the New International Land-Sea Trade Corridor to synergize with Lancang-Mekong Cooperation， promoted the construction of the New International Land-Sea Trade Corridor to be included into key topics and deliverables of the 3rd Lancang-Mekong Cooperation Leaders' Meeting; with pragmatic and friendly cooperation， Brisbane City Council passed the motion with a landslide to "commemorate the 15th anniversary of the establishment of friendly-city relation between Brisbane and Chongqing"， striking a chord for the healthy development of the bilateral relations between China and Australia.

Having assisted economic re-opening with no effort spared， we adopted the "fast channel" to connect China with foreign countries. We actively sought the support of the Ministry of Foreign Affairs to incorporate Chongqing into the implementation scope of China-South Korea， China-Singapore， and China-Europe "fast channel"， scientifically formulated and accurately implemented a series of work plans for work and production resumption， and coordinated relevant municipal departments to streamline the process and shorten the time to the greatest extent. In the whole year， a total of over 2，500 foreigners from 55 countries including South Korea， Japan， Singapore， the United States and Italy have been issued invitation letters. Key technical personnel of major foreign-related enterprises in Chongqing were assisted to visit the city to ensure the stability of the industrial chain and supply chain. It should be pointed out in particular that the epidemic prevention and control is always the bottom line of our work. We have specifically formulated the enterprise version and the business version of the Epidemic Prevention and Control Work Plan for the work and production resumption of major enterprises and key business persons to Chongqing. Under the epidemic prevention premise， we did our best to facilitate the city's investment promotion and the resumption of work and production.

We strove to ensure stability， and stick to the people-centered foreign affairs. The citys foreign affairs system unswervingly implemented the people-centered concept and did everything possible to help the people solve difficulties and ease concerns during the epidemic combat. We earnestly implemented the Party and the country's care for overseas Chinese citizens， and kept the safety and well-being of overseas Chinese citizens on our mind， actively coordinated with our embassies and consulates in foreign countries， distributed "health kits" to overseas students， donated a total of nearly 3-million-yuan worth of masks， protective suits and other epidemic prevention supplies to around 100 overseas Chinese groups， set up an expert medical team to carry out "cloud consultations" and provided 24/7 telemedicine and expert prevention and control consulting services. To address difficulties of key overseas personnel in returning to China， we have successfully completed the national arrangements to pick up 1，500-plus stranded overseas personnel from 7 provisional international flights from New York in the US and London in the UK. We also actively coordinated with international and domestic parties， properly handled 43 overseas consular protection incidents， and effectively safeguarded the legitimate interests of "going-global" personnel and companies abroad; handled 19 foreign-related cases in a safe and stable manner， and contributed strength to the city's overall situation of foreign-related security and stability.

We focused on reinforcing the foundation and self-cultivation. The past year was not only a year of constant innovation and breakthroughs for the foreign affairs work， but also a year of laying a solid foundation and seeking long-term development. We seized the favorable opportunity of the construction of Chengdu-Chongqing economic circle and signed a cooperation agreement with the Sichuan foreign affairs system to promote resource sharing， mutual benefit and win-win results. We innovatively launched the "Foreign Affairs Lectures"， invited consular officials of Uruguay， Hungary and other countries in Chongqing to give lectures on national conditions， and solicited experts and scholars in the fields of economics， law， finance and other fields to conduct special counseling， helping the citys foreign affairs system to enhance international perspectives and strengthening exchanges and cooperation with relevant countries. We held "Telling Chongqing Stories and Making Friends of the World" competition throughout the system to cultivate cadres and employees' capabilities to tell Chinese stories well with Chongqing examples. We meticulously planned， designed and sorted out the city's high-quality development visit routes， compiled the Guidebook for Domestic and Foreign VIPs Visiting Chongqing， held the "Chongqing Gifts" selection campaign and promoted refined foreign exchange publicity.

Forge ahead into a bright future with perseverance. Standing at the historical intersection of "Two Centenary Goals" and facing a new year， the city's foreign affairs system will always adhere to the people-centered principle， keep in mind its original aspiration and mission， and with a more pragmatic style， more enthusiasm and more effective methods， actively serve the countrys overall diplomacy and the citys open development， and present the centenary anniversary of the Communist Party of China with solid achievements.
