從1976年第一次接到派遣援外醫療隊員的任務開始,在過去的45年里,四川大學華西醫院(以下簡稱“華西醫院”)共有49位醫務人員分25批參加援外醫療團隊,分赴莫桑比克、安哥拉、圣多美和普林西比(以下簡稱“圣普”)等國家執行援外醫療任務。他們肩負祖國重托,告別親人遠赴海外,克服艱難困苦,堅守工作崗位,以精湛的技術救死扶傷,用生命譜寫了一曲曲崇高的生命禮贊。
精英強將出征
將援外任務當作重要工作,將“務必派出精英強將”作為選拔隊員的指導思想,華西醫院派出的援外隊員均為業務骨干,其中不乏四川省乃至全國的著名專家及學術帶頭人,產生了多位援外醫療隊隊長、副隊長、黨支部書記。可以說,華西醫院援外醫療團隊的人員數量與質量均在全國名列前茅。
1976年,華西醫院派出的中國(四川)第1批援莫桑比克醫療隊隊長葉政書,曾任四川醫學院附屬醫院(華西醫院前身)黨總支部書記;隊員章茂順曾任華西醫院大內科副主任、心血管內科主任、干部保健及老年科主任,四川省醫學會心血管專委會副主任委員。1989年,華西醫院派出的中國(四川)第7批援莫桑比克醫療隊隊員楊天府,曾任中華醫學會骨科學分會骨質疏松學組委員、四川省醫學會骨科專委會創傷學組組長……
2016年12月26日,圣普與中國正式恢復外交關系,中國組織援外醫療隊前往開展醫療援助工作。2017年年初,華西醫院派醫護人員組成先遣隊前往圣普實地調研;大年初五,還在新春佳節之際,呼吸科羅鳳鳴、心臟內科蔣凌云、血管外科馬玉奎、運管部莫鵬、營養科王永緊急籌組的援圣普醫療隊便踏上了遠征之路。復交至今,華西醫院已向圣普派遣醫療隊員6批總共14人次(莫鵬兩次援助圣普),除上述5人外,其余8人分別為杜瀟、魏家富、李昂、陳億、鄭翼、游蓁、楊軼、李僑,均為副高以上職稱,是科室的骨干力量。
遠程會診發揮重要作用
2019年,華西醫院分別向圣普比艾瑞斯·德·梅內澤國家中心醫院、莫桑比克馬普托中心醫院捐贈遠程診療設備,搭建遠程會診服務平臺,對接華西醫院遠程會診網絡,使受援國患者不出國門就能享受到國際頂尖的醫療技術服務。
同時,遠程會診還在非洲地區新冠肺炎疫情防控中起到了非常重要的作用。2020年,非洲疫情防控迫在眉睫,華西醫院組建頂級醫療團隊,與時任援莫桑比克醫療隊隊長金濤(現為華西天府醫院副院長)聯合受援醫院,舉行了多次疫情防控國際遠程培訓和會診;聯合中國駐莫桑比克大使館、駐莫中國商會為中資企業、孔子學院、華人華僑等舉辦疫情防控和心理疏導在線講座。
中國(四川)第4批援圣普醫療隊隊長陳億也多次借用華西醫院已取得的疫情防控經驗,為醫療隊、受援醫院的同事開展疫情防控遠程培訓和會診。陳億聯系到中國赴吉布提抗疫醫療專家組 (華西醫院副院長曾勇、醫院感染管理部部長宗志勇等)與中國援圣普醫療隊、農業組、抗瘧專家組及大使館、華僑代表等相關人員進行遠程視頻,就當地疫情防控難點進行溝通。兩支援非醫療隊因地制宜,除了疫情防控,還開展了許多創新工作,填補了當地的醫療技術空白,實現了多次零的突破。
華西醫院已形成融援非醫療隊、受援醫院、華西醫院為一體的全方位立體式醫療援助體系,為改善當地民眾的醫療健康狀況,為非洲受援國衛生部門基礎設施和當地醫療技術人員能力建設發揮了重要作用。
堅實后盾
華西援外醫療團隊在海外工作取得的成績離不開華西醫院的支持。2020年,新冠肺炎疫情暴發之初,華西醫院快速反應,立即為醫療隊作了線上心理測評,邀請心理衛生專家根據評估結果有針對性地為隊員做專題心理疏導,緩解他們的壓力,并為有需要的援外隊員配備了一對一心理醫生,規定部門、科室以及心理醫生定期與隊員保持聯系;同時,還為他們及時寄送個人防護物資,保證疫情下援外工作的順利開展。
每逢中國傳統節假日,華西醫院領導都會專程上門慰問援外隊員家屬,醫院還會定期組織座談會,及時了解并協助家屬解決實際困難。醫院的一系列暖心舉動,讓援外隊員和家屬倍感溫暖。
醫者仁心 救死扶傷
正是有了華西醫院這塊堅實的后盾,援外團隊才能全身心地投入到工作中,圓滿完成各項任務。援莫桑比克和援圣普醫療隊因疫情延遲2個月甚至8個月回國而毫無怨言,團隊中不斷涌現國家級援非先進集體、先進個人、省部級先進個人等。
在歷次援外醫療工作中,華西醫院援外醫療隊員秉承“人道、博愛、奉獻”的精神,堅守在瘧疾、艾滋病、霍亂、結核等傳染病流行地區,充分展示了中國衛生工作者、白衣外交官無私奉獻、救死扶傷的人道主義精神,多次獲得國家衛健委、四川省衛健委和各受援國政府、人民的表揚和贊譽。
遠赴異國他鄉的華西人就像一粒粒種子,播撒著國家與國家之間的友誼、人民與人民之間的互助,以及以家國情懷為己任的華西文化。45年的援外醫療已是過往,華西援外醫療隊仍將初心不改、禮贊生命、大愛無疆!
Since the first task of dispatching foreign aid medical team in 1976, 49 medical staff of 25 batches of foreign aid medical teams from West China Hospital (WCH) of Sichuan University have been sent to Mozambique, Angola, S?o Tomé and Príncipe and other countries in the past 45 years. They keep in mind the trust of homeland, bid farewell to their loved ones, overcome difficulties and hardships, stand fast at their posts, and rescue the dying with superb skills, creating an ode to life and a poem in praise of humanity.
Regarding foreign aid as an important mission and “selecting elites” for the team as the guiding ideology, the WCH foreign aid team members all play a crucial role in their respective field, including well-known experts and academic leaders at provincial and national levels. Many of them take up the post of chief, deputy chief, and party branch secretary of the medical team. The WCH foreign aid medical team ranks among the best in the country in terms of both member quantity and quality.
In 2019, WCH donated telemedicine equipment to S?o Tomé and Príncipe National Central Hospital and Maputo Central Hospital in Mozambique, and built a telemedicine consultation service platform connected with the WCH telemedicine consultation network, enabling local medical staff and patients to enjoy world-class medical technology services in their own countries.
Telemedicine consultation has also played an active role in the COVID-19 prevention and control in Africa. In 2020, Africa faced imminent challenges in the epidemic prevention and control. As a response, WCH set up a top-notch medical team, which held international remote training and consultations on epidemic prevention and control for recipient hospitals together with Jin Tao (current vice president of West China Tianfu Hospital), then head of the medical team for Mozambique. In collaboration with the Chinese Embassy in Mozambique and the Chinese Chamber of Commerce in Mozambique, online lectures on epidemic prevention and control and psychological counseling were held for Chinese-funded enterprises, Confucius Institutes and overseas Chinese.
In the previous foreign aid medical rescue tasks, the WCH medical team members upheld the spirit of “humanity, fraternity, and dedication”, and stuck to their posts in the areas stricken with malaria, AIDS, cholera, tuberculosis and other infectious diseases. They have demonstrated the selflessness and humanitarian spirit of Chinese medical workers, and have been praised by the National Health Commission, the Health Commission of Sichuan Province, and the governments and people of the recipient countries.
They have contributed a lot to enhancing the friendship between China and other countries, facilitating the mutual assistance between the people, and promoting the WCH culture centered on patriotism. After 45 years of selfless dedication, the WCH foreign aid medical team still keeps in mind its founding mission, that is, creating an ode to life and humanity!
