王毅會(huì)見(jiàn)菲律賓外長(zhǎng)洛欽

2021年6月7日，國(guó)務(wù)委員兼外長(zhǎng)王毅在重慶會(huì)見(jiàn)菲律賓外長(zhǎng)洛欽。

王毅歡迎洛欽外長(zhǎng)來(lái)華共同主持中國(guó)—東盟特別外長(zhǎng)會(huì)，贊賞菲律賓作為中國(guó)東盟關(guān)系協(xié)調(diào)國(guó)，為推動(dòng)中國(guó)—東盟關(guān)系全方位發(fā)展作出積極努力和重要貢獻(xiàn)。

王毅表示，在習(xí)近平主席和杜特爾特總統(tǒng)戰(zhàn)略引領(lǐng)下，中菲關(guān)系克服困難，排除干擾，保持著穩(wěn)定發(fā)展勢(shì)頭。面對(duì)疫情，兩國(guó)互施援手，共克時(shí)艱，詮釋了“遠(yuǎn)親不如近鄰”的友好情誼。中方愿根據(jù)菲方需要，繼續(xù)向菲提供抗疫物資和疫苗支持，幫助菲方早日徹底戰(zhàn)勝疫情。我們即將迎來(lái)中菲建交46周年紀(jì)念日，中方愿同菲方本著朋友之間不相互示強(qiáng)、鄰居之間相互照顧的“友鄰之道”，推動(dòng)中菲關(guān)系更加健康穩(wěn)定向前發(fā)展。

王毅表示，當(dāng)前中菲務(wù)實(shí)合作強(qiáng)勁有力，助菲破解疫情背景下發(fā)展困局。雙方已經(jīng)完成和正在實(shí)施大批重點(diǎn)項(xiàng)目，對(duì)菲投資成倍增長(zhǎng)。雙方應(yīng)悉心維護(hù)這一良好局面，充分發(fā)揮合作項(xiàng)目的經(jīng)濟(jì)社會(huì)效益。

王毅表示，中菲關(guān)系發(fā)展也面臨一些困難和挑戰(zhàn)，對(duì)于攻擊和抹黑雙方互利合作的言行，我們要保持定力，不為所動(dòng)，著力推動(dòng)雙方合作取得更多扎實(shí)成果，給兩國(guó)人民帶來(lái)更多共同利益。中國(guó)對(duì)菲合作從來(lái)不附有任何政治條件，也不存在任何所謂“陷阱”，我們堅(jiān)持的是互利共贏，追求的是共同發(fā)展。

洛欽祝賀中國(guó)共產(chǎn)黨成立100周年，表示在中國(guó)共產(chǎn)黨領(lǐng)導(dǎo)下，中國(guó)取得脫貧攻堅(jiān)偉大勝利，創(chuàng)造了人類歷史上前所未有的奇跡，沒(méi)有其他任何國(guó)家能取得中國(guó)這樣的成就，其中的經(jīng)驗(yàn)值得各國(guó)借鑒。菲方贊賞中方有力控制住疫情并實(shí)現(xiàn)經(jīng)濟(jì)強(qiáng)勁復(fù)蘇，感謝中方提供的抗疫物資支持，積極評(píng)價(jià)中國(guó)在疫苗國(guó)際合作中發(fā)揮的關(guān)鍵作用，希同中方繼續(xù)加強(qiáng)抗疫合作。

洛欽表示，中國(guó)已經(jīng)成為菲律賓最大貿(mào)易伙伴，希望雙方進(jìn)一步密切高層交往，加快推動(dòng)經(jīng)貿(mào)、基礎(chǔ)設(shè)施、網(wǎng)絡(luò)安全等領(lǐng)域合作，為兩國(guó)關(guān)系發(fā)展不斷注入新動(dòng)力。作為東盟中國(guó)關(guān)系協(xié)調(diào)國(guó)，菲支持將雙方關(guān)系提升為全面戰(zhàn)略伙伴關(guān)系，并愿為此作出積極努力。

洛欽表示，菲中合作不存在什么“陷阱”，中國(guó)一直尋求以自己的發(fā)展帶動(dòng)各國(guó)共同發(fā)展。菲方反對(duì)將人權(quán)問(wèn)題政治化、武器化，各國(guó)都有權(quán)以適當(dāng)方式維持國(guó)家的安全與穩(wěn)定。雙方在南海問(wèn)題上存在的一些分歧具有挑戰(zhàn)性，但這一問(wèn)題不應(yīng)該影響蒸蒸日上的兩國(guó)友好關(guān)系，不應(yīng)該影響兩國(guó)各領(lǐng)域務(wù)實(shí)合作。菲方愿以更加友好和有效的外交方式與中方保持溝通。

雙方還就共同關(guān)心的國(guó)際和地區(qū)問(wèn)題深入交換了意見(jiàn)。

On June 7， 2021， State Councilor and Foreign Minister Wang Yi met with Philippine Foreign Minister Teodoro Locsin in Chongqing.

Wang Yi welcomed Teodoro Locsin to co-chair the Special ASEAN-China Foreign Ministers' Meeting， and extended appreciation to the Philippines as the current country coordinator for ASEAN-China relations for its active efforts and important contributions made in promoting the all-round development of ASEAN-China relations.

Wang Yi said that thanks to the strategic guidance of President Xi Jinping and President Rodrigo Duterte， China-Philippines relationship maintains sound development despite of difficulties and interventions. In face of the epidemic， the two countries offered hands to each other and gave explanatory notes to the Chinese saying "close neighbors are better than distant relatives". China will continue to provide the Philippines with anti-epidemic supplies and vaccines as needed to help the latter overcome COVID-19 as soon as possible. Both countries are expecting the 46th anniversary of the establishment of diplomatic relations between them. China and the Philippines will observe the "good neighborhood"， i.e. friends don't show off power to each other， neighbors give hands to each other， and work together to promote the healthy development of China-Philippines relations.

Wang Yi said that strong and pragmatic China-Philippines cooperation are helping the Philippines epidemic-hindered development. Both sides have concluded and are carrying out a large number of projects， implying two-fold growth of China's investment in the Philippines. Both countries should spare no effort to secure the favorable momentum and fully tap the economic and social benefits of cooperative projects.

Wang Yi said that China-Philippines relations are facing difficulties and challenges as well. In face of statements and actions that distort the mutually beneficial cooperation， both sides should maintain our orientation and give priorities to promoting more fruitful cooperation that brings more benefits to peoples of the two countries. China-Philippines cooperation is attached with neither political condition nor so-called "traps". We observe win-win cooperation for common development.

Teodoro Locsin congratulated on the 100th anniversary of the founding of the Communist Party of China. He said China led by the Party has reported great victory of poverty alleviation which is a miracle unseen in human history and in other countries. The world should learn China's experience. The Philippines highly values China's success in epidemic control and robust economic recovery， appreciates China's support of epidemic-control supplies， makes positive comments on China's critical role in international vaccine cooperation， and hopes to strengthen anti-epidemic cooperation with China.

Teodoro Locsin said that China stands as the largest trade partner of the Philippines. He hopes both sides will further intensify high-level exchanges and enhance cooperation in such areas as economy， trade， infrastructure， and cyber security to add new impetus to the growth of the bilateral relations. As the current country coordinator for ASEAN-China relations， the Philippines supports and will make active efforts to upgrade the bilateral relations to a comprehensive strategic partnership.

Teodoro Locsin said that there is no so-called "traps" in Philippines-China cooperation and China is long committed to helping the development of other countries with its development. The Philippines stands against making human rights a political issue or a weapon and holds that every country is entitled to secure its national security and stability through appropriate means. Both sides are challenged by the disputes over the South China Sea which shall not undermine the flourishing friendship and the pragmatic cooperation between them in all areas. The Philippines stands ready to maintain communication with China through more friendly and effective diplomatic means.

Both sides also had in-depth exchanges of views on international and regional issues of common concern.
