高校優化創業型創新人才發展環境的對策研究

摘? 要：伴隨著我國經濟發展速度的逐漸加快，創業型創新人才的培養也開始越來越多地受到了人們的關注，在這樣的大背景之下，對高校創業型創新人才的發展環境進行合理有效的優化就顯得十分有必要。因此，必須結合新經濟發展特點，正確引導高校人才發展方向。該文首先探討了創業型創新人才所具有的特點，其次探討了創業型創新人才在發展環境方面存在的問題，最后提出了高校優化創業型創新人才發展環境的具體對策，希望能夠對高校創新型人才培養有所幫助。

Research on the Countermeasures of Optimizing the Development Environment of Entrepreneurial Innovative Talents in Colleges and Universities

Abstract： With the gradual acceleration of China's economic development， the cultivation of entrepreneurial innovative talents has attracted more and more attention. Under this background， it is necessary to optimize the development environment of entrepreneurial innovative talents in Colleges and universities. Therefore， we must correctly guide the direction of talent development in Colleges and universities in combination with the characteristics of new economic development. On the one hand， this paper discusses the characteristics of entrepreneurial innovative talents， on the other hand， it discusses the problems existing in the development environment of entrepreneurial innovative talents. finally it puts forward the specific countermeasures to optimize the development environment of entrepreneurial innovative talents in colleges and universities， hoping to be helpful to the cultivation of innovative talents in colleges and universities.

要想使國家經濟以及城市經濟的活力能夠得以更好的體現，實際進行創業的過程中就需要將創新元素融入其中，同時這也是高新技術產業化過程中必不可少的一個重要途徑，在培育新興產業的過程中，它也是一個十分重要的增長點。從現階段的情況來看，國內外城市在實際競爭的過程中，創業水平和創新水平都是十分重要的聚焦點，而對于城市發展來說，具有較高素質的創業型創新人才則是十分重要的稀缺資源。因此，要推動高校創業型創新人才的發展，在城市內部建立完善的人才發展服務體系十分有必要，進而對人才的創業發展環境進行合理有效的優化，打造一支優秀的創業型創新人才隊伍，使其能夠具有較強的國際競爭力，這也是我國在推動經濟發展過程中以及發展高新技術產業過程中的一個十分重要的戰略舉措。

1? 創業型創新人才所具有的特點

（1）所謂的創業型創新人才，主要指的是能夠通過個人力量進行企業創辦的人才，或是能夠在經濟領域帶領團隊，并充分發揮自身領導作用的人才。

（2）創業型創新人才也指在某一領域有專利或是有科技研發方面的項目，依托專利項目或是創新技術項目進行創新型企業創辦的人才[1]。

（3）創業型創新人才不僅具有敢于創業的勇氣，同時也具有勇于創新的熱情，不僅要有創業的激情，同時也需要有創新的能力，能夠在日常的生活以及工作中發現并且把握創業的機會。

（4）創業型創新人才自身還具有較強的冒險精神，面對創業過程中可能出現的各種風險能夠做到敢于承擔，不怕在創業的過程中遇到挫折，不僅有戰勝困難的決心，同時也有擺脫困難的能力。
