喀什地區2010—2020年經濟狀況發展研究

摘 要：通過對喀什地區2010—2020年經濟發展狀況及產業結構的研究，結果表明：喀什地區GDP從375.3億元增長到1130.2億元，經濟發展較快;第三產業占比從35.46%增加到52.50%，逐漸成為地區的支柱產業。部分行業如旅游業、房地產業，近幾年呈現快速發展的趨勢，但也有部分行業如工業、建筑業發展緩慢。因此，政府應加快產業融合發展，進行產業結構調整升級，持續發展優勢產業，加強工業投入，擴大對外貿易，加大職業教育度，形成具有地方特色的產業體系。借助“一帶一路”的發展機遇，實現經濟的高質量發展。

Research on the Economic Development of Kashgar Region from 2010 to 2020

Abstract： Through research on the economic development and industrial structure of Kashgar from 2010 to 2020， the results show that the GDP of Kashgar has increased from 37.53 billion yuan to 113.02 billion yuan， economic development is rapid， and the proportion of tertiary industry has increased from 35.46% to 52.50%， Has gradually become a pillar industry in the region. Some industries such as tourism and real estate have shown a rapid development trend in recent years， but some industries such as industry and construction have developed slowly. It is recommended that the government carry out industrial integration development， adjust and upgrade the industrial structure， continue to develop advantageous industries， increase industrial investment， expand foreign trade， and increase vocational education， Form an industrial system with local characteristics. take advantage of the development opportunities of the " the Belt and Road Initiative" to achieve high-quality economic development.

1 喀什地區概況

喀什地區位于祖國西北邊陲，地處東經71.39′～79.52′、北緯35.28′～40.16′之間。周圍與塔吉克斯坦、巴基斯坦、阿富汗等接壤，邊境線全長388km。喀什地區東西寬750km，南北長535km，總面積16.2萬km2，總人口462.40萬人（2019年），其中城鎮人口107.48萬人，占總人口比重為23.24%;鄉村人口354.92萬人，占總人口比重為76.76%。主要民族有維吾爾族、漢族、塔吉克族、回族、柯爾克孜族等。

2020年，喀什地區全年實現地區生產總值1130.2億元，城鎮居民人均可支配收入27321元，農村居民人均可支配收入10276元，遠低于新疆平均城鎮居民收入34838和14056元，喀什地區居民收入水平和生活水平偏低[1]。喀什地區是全國14個集中連片特殊困難地區之一[2-4]，12個縣市有國家扶貧開發縣8個，2014年貧困人口為105.95萬人，占全疆貧困人口總數的40.6%。1996年，中央作出了援疆工作的戰略決策，并陸續派干部進駐新疆開展工作。2010年3月，全國對口援疆工作會議確定北京、天津、上海、廣東、深圳等19個省市承擔對口支援新疆的任務，其中喀什地區的援助省份為山東、上海、廣東、深圳。四省市從2010—2020年累計援助資金500多億元，有力地促進了喀什地區的經濟發展。

本研究通過收集喀什地區2010—2020年經濟發展有關數據，分析喀什地區近10年經濟發展的狀況和一二三產業結構發展變化趨勢及原因，并提出相應的發展建議，以期為喀什地區經濟發展提供參考。

2 數據來源

數據主要來源于喀什地區統計年鑒（2010—2020年）、喀什地區國民經濟和社會發展統計公報（2010—2020年）以及有關政府網站。個別異常或缺失數據采取線性插值法進行填補。

3 情況分析

3.1 經濟綜合發展及產業結構 2010—2020年，喀什GDP從375.3億元增長到1130.2億元，增長2倍，一二三產業分別增長1.51倍、0.88倍、3.46倍，占比也發生了很大的變化，從2010年的34.43∶30.11∶35.46變為2020年的28.71∶18.78∶52.50。其中，第三產業增長速度最快，年均增長率為16.12%，在整個國民經濟中的比重越來越大，逐漸成為地區的支柱產業。第二產業增長速度較慢，僅為6.05%，在整個國民經濟中的比重越來越低。近年來喀什地區一二三產業發展狀況如圖1所示。
