第八屆東盟與中國(“10+1”)和第十一屆東盟與中日韓(“10+3”)打擊跨國犯罪部長級會議9月30日以線上形式舉行。本屆會議主題為“后疫情時代攜手打擊跨國犯罪”,公安部副部長杜航偉以視頻方式出席會議并作主旨發言。
在“10+1”會議上,杜航偉倡議以中國和東盟建立對話關系30周年為契機,高舉“合作、創新、法治、共贏”旗幟,推動中國與東盟國家執法合作關系朝著更加互信、更加團結、更加務實的方向發展,共同構建更高水平的中國—東盟戰略合作伙伴關系。東盟各方積極表態,愿與中方一道加強抗疫、打擊跨國犯罪等領域務實合作,攜手應對非傳統安全挑戰。
在“10+3”會議上,杜航偉闡述了百年變局和世紀疫情交織下國際安全形勢新變化,倡議東盟與中日韓執法部門本著“合作促安全、安全保發展”理念深化執法合作,聯合打擊跨國犯罪,為本地區各領域合作創造安全穩定的發展環境。
東盟國家、日本、韓國執法部門以及東盟秘書處代表參會并發言。會議發表了聯合聲明。

Ministerial Meetings Held on Transnational Crime Consultation
On September 30, 2021, the Eighth ASEAN Plus China Ministerial Meeting on Transnational Crime (8th AMMTC + China) Consultation and the Eleventh ASEAN Plus Three Ministerial Meeting on Transnational Crime (11th AMMTC + 3) Consultation were held online under the theme of “combating transnational crime in the post-pandemic era through joint efforts”. Deputy Minister of Public Security Du Hangwei addressed the meetings via video link.
At the AMMTC + China Consultation, Du called for strengthening law enforcement collaboration between China and ASEAN countries with greater mutual trust, solidarity and substantive progress and taking China-ASEAN strategic partnership to a higher level in the spirit of cooperation, innovation, the rule of law and win-win results as both sides celebrate the 30th anniversary of China-ASEAN dialogue. Representatives from ASEAN countries responded positively and expressed readiness to promote practical cooperation with China on Covid-19 control, transnational crime and non-traditional security challenges.
At the AMMTC + 3 Consultation, Du elaborated on the latest international security landscape incurred by historic shifts under the global pandemic. He proposed to deepen law enforcement collaboration between ASEAN countries, China, Japan and the Republic of Korea under the principle of “Cooperation for Security, Security for Development” to jointly crack down on transnational crime and create a secure and stable environment for regional cooperation in various fields.
Law enforcement authorities from ASEAN countries, Japan, ROK, and representatives from the ASEAN Secretariat addressed the meetings and a joint statement was released.
