“鄉”約小康

“民亦勞止，汔可小康。”2000多年前，《詩經》里描寫的老百姓對小康生活的向往，如今在齊魯大地上已逐步變成現實。

一棟棟“小洋樓”鱗次櫛比；一間間沿街商鋪人氣十足；一輛輛觀光小火車穿行在花海中；村民文化廣場的綠蔭下，三五成群的老人下棋聊天，悠然自得……走進山東省蘭陵縣代村，一幅美麗鄉村的幸福畫卷躍然眼前。

誰能想到，20年前的代村，還是一個“散亂窮差”的貧困村莊。1999年，31歲的王傳喜當選為村黨支部書記，在他的帶領下，代村一步步發生了變化，蛻變成遠近聞名的小康村。2019年，代村村集體各業產值達到30億元，村集體純收入1.3億元，村民人均純收入達6.9萬元，平均1.3人擁有一輛小汽車。

代村，是山東鄉村步入小康的一個縮影。

在全面小康征程中，為實現“產業興旺、生態宜居、鄉風文明、治理有效、生活富裕”的鄉村振興圖，2018年以來，山東以推進農業供給側結構性改革為主線，把實施鄉村振興戰略作為新時代“三農”工作的總抓手，堅定不移推進農業農村優先發展，加快培育農業農村發展新動能。

三年時光倏忽而過，山東高質量發展成效明顯，齊魯大地呈現出農業升級、農村進步、農民發展的新圖景。

連續7年站穩5000萬噸臺階的糧食總產，連續6年超過8000萬噸的蔬菜產量；農林牧漁業總產值達到10190.6億元，成為全國首個突破萬億元大關的省份；堅持藏糧于技，全省農業科技進步貢獻率預計達到65%以上，主要農作物良種覆蓋率超過98%……作為全國農業發展的“排頭兵”，山東堅定扛牢農業大省責任，給了全省、全國人民一個充實的“糧袋子”、安穩的“菜籃子”。

一方水土養一方人，一方特產也能振興一方經濟。山東加快推動農村一二三產業融合發展，千方百計讓農民的“錢袋子”鼓起來，讓小康生活更有質量。2020年，全省農村居民人均可支配收入達到18753元，同比增長5.5%，比2015年增長45%，快于同期城鎮居民收入增速6.4個百分點。

一分耕耘一分收獲，齊魯大地近7萬個村莊處處新顏盡展。制度創新引來基層人才活水，文化浸潤勁吹鄉村文明新風，黨組織引領拓展村級發展能力……山東勇于擔當、攻堅克難，以改革創新精神啃下一個個“硬骨頭”，以真招實招硬招補齊一項項短板，確保鄉村振興健康扎實有序推進。而今，鄉村振興齊魯樣板的藍圖，正在山東的沃野鄉間一步步變為現實。

金秋時節，山東處處回蕩著豐收的歌謠，而昂首行進在小康路上的山東人民，也正交出創造幸福美好生活的“山東答卷”。在全面建成小康社會的節點上，走進鄉村看小康讓人有更多感觸：人氣更旺了，土地更肥了，更好的日子還在后頭。

Entering Dai Village， Lanling County， Shandong， you will see a beautiful and happy rural picture.

No one could imagine that Dai Village was a “Messy and Poor” village 20 years ago. In 1999， 31-year-old Wang Chuanxi was elected as the party branch secretary of the village. Under his leadership， the village changed step by step， and finally turned into a well-off village known far and wide. In 2019， the village realized a collective output value of RMB 3 billion and a collective net income of RMB 130 million； the villagers realized a per capita net income of RMB 69，000， and 1.3 people owned a car averagely.

Dai Village is an epitome of Shandongs rural areas becoming well-off.

In the process of building a moderately prosperous society in all respects， to realize the rural revitalization blueprint of “Thriving Industries， Ecological Livability， Rural Civilization， Effective Governance， and Wealthy Life”， Shandong has been advancing the thread of supply-side structural reform in agriculture， implementing the rural revitalization strategy as the leverage of the “Agriculture， Rural Areas， and Peasants” work in a new era， unswervingly propelling the priority development of agriculture and rural areas， and speeding up efforts to cultivate new growth drivers in agriculture and rural areas since 2018. Three years have flown by. Shandong has achieved significant results in highquality development， and displayed a new picture of agricultural upgrading， rural progress and peasant development.
