共同富裕示范區建設背景下淳安茶產業發展路徑思考

摘要：浙江省淳安縣是我國著名的茶葉之鄉，茶產業歷史悠久，茶文化底蘊深厚。2021年，中央明確支持浙江建設共同富裕示范區，淳安是全省26個加快發展縣之一，茶業作為淳安縣農業的四大支柱產業之一，契合特別生態功能區的發展地位。在此時代背景下，進一步做大做強千島湖茶品牌，做精做深淳安茶產業，對促進農民增收，實現共同富裕有重要的現實意義。文章通過分析淳安茶產業發展現狀和存在的不足，對今后的發展提出了建議和展望。

Abstract： Chun'an County， Zhejiang Province is a famous hometown of tea in China. The tea industry has a long history

and profound tea culture. This year， the central government clearly supported the construction of a common prosperity

demonstration area in Zhejiang. Chun'an， as one of the 26 accelerated development counties in the province， and tea，

as one of the four pillar agricultural industries in Chun'an County， are in line with the development status of special

ecological functional zone. Further expanding and strengthening QiandaoLake tea brand， and refining Chun'an tea

industry are of great practical significance for promoting farmers' income and common prosperity. By analyzing the

development status and existing gap of Chun'an tea industry， this paper puts forward some suggestions and

prospects for the future development.

淳安縣位于浙江西北部，素以“錦山秀水、文獻名邦”著稱，“天下第一秀水”的5A級千島湖景區坐落于此。“好山好水出好茶”，淳安地處北緯29°11'—30°02'的黃金產茶帶上，縣域中多低山、丘陵、小型盆地、谷地和水庫，自然環境條件極有利于茶樹生長和茶葉良好品質的形成，國家級茶樹良種中浙江唯一的有性系品種“鳩坑種”就源于此地。茶業一直是淳安農業的支柱產業，位居“茶、桑、果、竹”之首。“千島湖牌”茶葉銷往全國各地，并在美國、俄羅斯、韓國等國家建立了長期穩定的銷售渠道。茶業是促進農民增收的富民產業，也是助推淳安特別生態功能區建設的綠色產業，對淳安加快發展、縮小地區差距、實現共同富裕有著重要的現實意義。近年來，淳安在習近平總書記“一片葉子，成就了一個產業，富裕了一方百姓”的重要講話精神指引下，更加堅定了“以茶富農”的信心，明確了發展茶經濟的產業方向，著力挖掘茶產業在實現鄉村振興，促進農民增收路徑中的潛力，推動淳安特別生態功能區高質量發展。……
