World Well-Known Jiefangbei-Chaotianmen Commercial Area Is Coming

In October 2021， the CPC Central Committee and the State Council entrusted Chongqing with the important mission of “building a world-renowned commercial area” in the Planning Guideline for Building Chengdu-Chongqing Twin-Hub Mega-Region. The CPC Party Committees and Governments of Chongqing and Sichuan have clearly defined the important task of “building a world-renowned Jiefangbei-Chaotianmen commercial area” in the Action Plan for Chongqing and Chengdu as Two Hubs to Coordinate and Lead the Construction of Chengdu-Chongqing Twin-Hub Mega-Region， bringing a new round of major development opportunities for the Jiefangbei-Chaotianmen commercial area.

According to the World-Renowned Jiefangbei-Chaotianmen Commercial Area Construction Work Program issued by the Yuzhong District， with building a world well-known commercial area as its goal， the Jiefangbei-Chaotianmen Commercial Area will be built following six directions： optimizing the spatial layout， implementing major projects， creating consumption landmarks， cultivating cultural heritage， deepening international exchanges and improving comprehensive supporting facilities.

The Construction of Urban Space of “One Core Area， Two Riversides， Seven Streets and Ten Alleys”

The planning and construction of the world-famous Jiefangbei-Chaotianmen commercial area will follow the international standards and will be upgraded through brand gathering， consumption upgrading， environmental beautification and landmark establishment etc. By 2025， 500 internationally renowned brands will be gathered to achieve a total retail sales of social consumer goods exceeding RMB100 billion. Jiefangbei-Chaotianmen commercial area will be built into an headquarter economy leader， an international consumption destination， a place for experiencing Ba-Shu （Chongqing and Sichuan） culture and a place for international exchanges.

In terms of optimizing the spatial layout， Yuzhong District will fully integrate the resources of “multi-dimensional mountain city， light and shadow river city and charming mother city”， expand the current 1.2 square kilometers of Jiefangbei “National Demonstration Pedestrian Street” to 3 square kilometers of Jiefangbei-Chaotianmen commercial area， and construct the urban spatial pattern of “one core area， two riversides， seven streets and ten alleys”.

Seven historic areas and old blocks of mountain city （Shibati traditional area， Huguang Guild Hall historic and cultural blocks， Baixiang Street traditional area， Mountain City Alley traditional area， Datong Street traditional area， Luzu Temple traditional area and Daijia Alley old blocks） will also be built to look into the cultural features of Datong Street， Shibati and Huguang Guild Hall. The “Peninsula Culture and Tourism Corridor” will take in shape， showcasing the characteristics of the mother city of Chongqing. The Duyou Street， Tieban Alley， Jiuchikan， Kuaizi Street and other ten streets and alleys will also be upgraded.

Characteristic Consumption Scenes such as High-in-cloud Rooftops and Cliff Caves to be Promoted

With the further expansion of space， the Jiefangbei-Chaotianmen commercial area will also create a number of consumption landmarks. Through the construction of “Chongqing Crossroads Street” high-end consumer landmark and introducing high-quality brand resources and business operation teams at home and abroad， we will vigorously develop the first brand of the industry， first store in the region， first show of the brand， first releasing of new products and first exhibition of varied events， making Yuzhong the first stop for international resources entering Chongqing.

With the unique geographical and architectural advantages of mountains， rivers and landscape in Yuzhong Mother City， we would create characteristic and unique consumption scenes. 10 high-in-cloud rooftops such as Raffles Crystal Corridor， 10 back streets and alleys such as Luohan Temple Miao Street， 10 air defense caves such as Wudu Fengyun Theater， 10 cliff footpaths such as cliffside boxes， and 10 pleasant riverbanks such as Riverside Garden have been built to add new space for urban consumption.

In addition， we will enrich the “five night” namely night shopping， night entertainment， night sightseeing， night health preservation and night flavor， open 100 time-honored Chinese and Chongqing shops， and make “Chongqing Consumption” business cards more appealing.

Construction of Exhibition Halls Cluster such as Chongqing Shipping and Port-Opening Memory Museum

As the mother city of Chongqing， the Jiefangbei-Chaotianmen area has a profound historical background. Yuzhong District will activate and utilize more than 80 historical sites and buildings in the area， introduce cultural creativity， headquarter offices， leisure experience and other business functions， and build exhibition halls cluster such as Chongqing Museum of Shipping， Buildings， Names of Streets， Datong Street-Lower Urban Area Financial Museum and Port-Opening Memory Museum.

We will create multiple destinations such as Shibati （18 Stairs）， a high-quality cultural business card for “Old Chongqing， Authentic Mountain City， New Experience”， life of ordinary people in Luzu Temple， cultural residence in Mountain City Alley， sightseeing places along the cliff in Daijia Alley， places for experiencing Chinese culture and fashion trends in Huguang Guild Hall， and Baixiang Streets port-opening history， so as to make the above-mentioned “the film of old Chongqing and the guests room for new Chongqing”.

At the same time， five cultural sites including Kuixing Building， Guotai Art Center and Chongqing Art Museum have gathered cultural resources of seven municipal-level culture and art troupes to build the Chongqing Riverside Art Zone and create a large-scale high-level immersive performance of Chaotianmen “Gate Welcome Ceremony”.

In addition， we will further improve the comprehensive supporting facilities of the commercial area， build a 7-km Jiefangbei underground circuit road， organically connecting 26 commercial and office buildings and more than 20，000 underground parking spaces. We will build a smart， green and low-carbon commercial area to achieve full coverage of the “Double Gbps” 5G network. A number of vertical elevators， mountain city footpaths and air corridors will be built to build a characteristic pedestrian system for convenient access and pleasant experience.

2021年10月，黨中央、國務院在《成渝地區雙城經濟圈建設規劃綱要》中賦予了重慶“打造世界知名商圈”的重大使命，重慶、四川兩省市黨委、政府在《加強重慶成都雙核聯動引領帶動成渝地區雙城經濟圈建設行動方案》中明確了“打造解放碑—朝天門世界知名商圈”的重要任務，為解放碑—朝天門商圈帶來新一輪重大發展機遇。

按照渝中區出臺的《解放碑—朝天門世界知名商圈建設工作方案》，未來將對標世界著名商業街，從優化空間布局、實施重大項目、打造消費地標、厚植人文底蘊、深化國際交往、完善綜合配套六個方面來打造解放碑—朝天門世界知名商圈。

構建“一核兩濱七街十巷”城市空間

解放碑—朝天門世界知名商圈在規劃建設上，將對標世界著名商業街，通過品牌集聚、消費升級、環境美化、地標塑造等提升，到2025年，匯集國際知名品牌500個，實現社會消費品零售總額突破1000億元，把解放碑—朝天門商圈建設成為總部經濟引領地、國際消費目的地、巴蜀文化體驗地、國際交往承載地。

在優化空間布局上，渝中區將充分集成“立體山城、光影江城、魅力母城”資源要素，以目前1.2平方公里的解放碑“全國示范步行街”為基礎，擴容拓展至3平方公里的解放碑—朝天門商圈，并構建“一核兩濱七街十巷”的城市空間格局。

同時打造七大歷史風貌區、山城老街區（十八梯傳統風貌區、湖廣會館歷史文化街區、白象街傳統風貌區、山城巷傳統風貌區、打銅街傳統風貌區、魯祖廟傳統風貌區、戴家巷老街區），挖掘打銅街、十八梯、湖廣會館等街區文化特質，形成代表重慶母城特色的“半島文旅通廊”;美化督郵街、鐵板巷、九尺坎、筷子街等十條后街支巷。

推出云端天臺、臨崖洞穴等特色消費場景

在空間進一步擴容拓展同時，解放碑—朝天門商圈還將塑造一批消費地標。通過建設“十字金街”高端消費地標，對接引進國內外優質品牌資源和商業運營團隊，大力發展行業首牌、區域首店、品牌首秀、新品首發、活動首展，讓渝中成為國際資源進入重慶的首站。

借助渝中母城獨有的山水盆景地理優勢和建筑優勢，打造特色消費和獨特的消費場景。推出來福士水晶連廊等10個云端天臺，羅漢寺妙街等10條后街支巷，霧都風云劇場等10處防空洞穴，崖邊的盒子等10條臨崖步道，江岸聚會花園等10個愜意江岸，增添城市消費新空間。

此外，豐富夜購、夜玩、夜賞、夜養、夜味“五夜”產品，布局100家中華老字號、巴渝老商號，擦亮“重慶消費”名片。

建設重慶航運、開埠記憶館等展館群落

作為重慶母城，解放碑—朝天門片區歷史底蘊尤為深厚。渝中區將活化利用片區80余處歷史遺跡、優秀建筑，導入文化創意、總部辦公、休閑體驗等業態功能，建設重慶航運、筑城、地名博物館，打銅街—下半城金融博物館、開埠記憶館等展覽館群落。

高品質打造十八梯“老重慶、真山城、新體驗”文化名片、魯祖廟市井文潮生活樣本、山城巷人文旅居目的地、戴家巷臨崖風貌觀光地、湖廣會館國風國潮體驗地、白象街開埠文化承載地，使其成為“老重慶的底片、新重慶的客廳”。

同時，聯動轄區魁星樓、國泰藝術中心、重慶美術館等五個文化載體，集聚七家市級文藝院團文化資源，建設重慶臨江藝術區，高水準創作《朝天門“入城儀式”》大型沉浸式演出。

此外，進一步完善商圈綜合配套，全面建成7公里解放碑地下環道，有機連通26棟商業商務樓宇、2萬余個地下停車位。建設智慧、綠色、低碳商圈，實現“雙千兆”5G網絡全覆蓋。新增一批垂直電梯、山城步道、空中連廊，建成快旅慢游的特色步行系統。
