開放的濟(jì)南擁抱世界

最近，“城市軟實力”成為濟(jì)南街頭巷尾熱議的話題。什么是城市軟實力？其內(nèi)涵包含多維度、多層面、多領(lǐng)域、多要素，開放溝通拓展力便是其一。

由是，濟(jì)南精密布局，在建設(shè)融通內(nèi)外的開放之城上做文章——

深化與共建“一帶一路”國家和地區(qū)、RCEP成員國合作，積極參與山東中日韓地方經(jīng)貿(mào)合作示范區(qū)創(chuàng)建，加強(qiáng)與東盟等地區(qū)在基礎(chǔ)設(shè)施建設(shè)、經(jīng)貿(mào)投資、文化旅游等領(lǐng)域合作，打造對日韓開放戰(zhàn)略支點。

越開放，越發(fā)展。過去的5年，濟(jì)南對外開放水平持續(xù)提升，山東自貿(mào)試驗區(qū)濟(jì)南片區(qū)創(chuàng)新活力加速迸發(fā)，新增注冊企業(yè)3.2萬家，“鏈上自貿(mào)”等一批改革創(chuàng)新成果在全國全省推廣，成功獲批國家文化出口基地。濟(jì)南綜保區(qū)、章錦綜保區(qū)封關(guān)運行，歐亞班列累計開行超過1500列，進(jìn)出口總額增長1.38倍。

今年，濟(jì)南將在自貿(mào)試驗區(qū)濟(jì)南片區(qū)上精準(zhǔn)發(fā)力，加快建設(shè)進(jìn)口貿(mào)易促進(jìn)創(chuàng)新示范區(qū)；推動5G智能終端產(chǎn)業(yè)園、保稅物流園、太古飛機(jī)維修新廠等項目茁壯成長；建設(shè)中歐綠色制造產(chǎn)業(yè)園，加快申建國家臨空經(jīng)濟(jì)示范區(qū)……讓更多國家級平臺、國際組織牽手濟(jì)南，在此設(shè)立分支機(jī)構(gòu)。

建設(shè)融通內(nèi)外的開放之城，基礎(chǔ)設(shè)施建設(shè)尤為關(guān)鍵。作為東部沿海經(jīng)濟(jì)大省山東的省會，濟(jì)南向世界展示了通暢、便捷、高效、綠色的現(xiàn)代化交通網(wǎng)絡(luò)體系，聯(lián)動陸海、服務(wù)全國、聯(lián)通世界的綜合性樞紐。今年，濟(jì)南將聚焦國際陸港、國家骨干冷鏈物流基地、國際機(jī)場二期改擴(kuò)建工程等基礎(chǔ)設(shè)施建設(shè)，不斷激發(fā)外向型活力。

當(dāng)選“東亞文化之都”，于濟(jì)南而言，是“聚力提升城市軟實力”的重要平臺，也是擴(kuò)大國際“朋友圈”，打造對外開放新高地的閃亮名片。今年，濟(jì)南將發(fā)揮東亞文化之都品牌效應(yīng)，通過系統(tǒng)挖掘與梳理濟(jì)南“東亞文化之都”特色要素，推出2022“東亞文化之都·中國濟(jì)南活動年”系列活動，與中日韓25座文都城市共建國際文化傳播欄目，擴(kuò)大海外“朋友圈”。

開放的濟(jì)南，離不開精彩紛呈的國際交流活動。山東儒商大會、濟(jì)南國際超級計算產(chǎn)業(yè)博覽會、東亞博覽會、中國非物質(zhì)文化遺產(chǎn)博覽會、中國國際文化旅游博覽會、濟(jì)南國際冬泳節(jié)等重大品牌演繹賽事、會展活動的舉辦，將成為濟(jì)南又一張靚麗的名片。

在這一系列強(qiáng)有力的舉措下，濟(jì)南開放發(fā)展的新局面將快速打開。已在征程上奮勇前行的開放濟(jì)南，我們拭目以待！

Soft power has the potential to shape the economic and social progress of a city， which seeks to achieve influence by building networks and communicating compelling narratives.

Jinan has dedicated to drawing on the resources that make itself naturally attractive to the world. Jinan focuses on building and deploying the open platforms such as Jinan Area of China（Shandong） Pilot Free Trade Zone and Jinan Comprehensive Free Trade Zone， which facilitates more national platforms， international organizations to set up branches in Jinan. It is working to get approval for the Airport Economic Demonstration Zone， establishing the Sino-Europe （Jinan） Green Innovation Park and Jinan International Trade Center to high standards. It has deepened cooperation with countries and regions along the Belt and Road and the RCEP countries， actively participated in creating the China-Japan-South Korea economic cooperation demonstration plot on the Shandong Peninsula， It has furthered the cooperation with ASEAN countries in terms of infrastructure construction， economic and trade investment and cultural tourism， propping up strategy of opening up to Japan and South Korea. It is committed to building the international inland port， national backbone cold-chain logistics base， 2nd phase of international airport expansion project and other infrastructure constructions. It brings distinctive features of Jinan as a culture city of East Asia into play， launching a series of activities for the 2022 Event Year of Jinan， China’s Culture City of East Asia. Promoting the “bringing in” and “going out” strategies simultaneously， Jinan is further opening up to the outside world and creating fresh progress.
