


About the Sister Cities of Chongqing
In December 1982, Chongqing began a sister city relationship with Toulouse, France, opening the door to its international engagement with sister cities. For more than 40 years, Chongqings “circle of international friends” has been expanding steadily. Chongqing has 54 sister cities and 126 friendly exchange cities. Its international exchanges and cooperation flourish in various domains, such as trade, science, technology, education, and culture. Throughout all these years, there have been a myriad of compelling stories about the friendship between Chongqing and its international friends.
In recent years, Chongqing has continuously leveraged its international resources and put more effort into “Bringing-In” and “Going-Global” by accelerating the development of the Center for International Exchanges in Central and Western China. Chongqing sees a growing “circle of international friends,” wider exchanges with sister cities, more tangible cooperation results, and more extensive friendship networks.
To reflect on our journey thus far and to chart a course for future opportunities, weve launched About the Sister Cities of Chongqing in March. This program aims to provide viewers with insights into Chongqings sister cities and the key highlights of our exchanges with them.
1982年12月,重慶市與法國圖盧茲市“牽手拉鉤”做朋友,自此開啟了重慶國際友城交往的大門。40余年間,重慶國際“朋友圈”穩步擴大,先后締結“國際友好城市”54對,“友好交流城市”126對,經貿、科教、人文等領域的國際交流合作遍地開花,重慶與國際好友譜寫了許多動人故事。
近年來,重慶更是以加快建設中西部國際交往中心為契機,不斷整合拓展外事優勢資源,加大“請進來”“走出去”力度,國際“朋友圈”越來越大,友城交往越來越廣,合作越做越實,友誼之路越走越寬。
既往不忘,未來可期。3月起,特別推出《重慶友城知多少》欄目,共賞重慶友城風采和交往亮點。
法國圖盧茲市
1982年12月10日,《重慶—圖盧茲建立友好城市關系議定書》在法國圖盧茲市簽署。兩市正式結為友好城市,成為了重慶國際友城交往的開端。
圖盧茲是一座美麗的旅游、商貿城市,位于法國西南部,是法國的第四大城市。全市建筑多以紅磚砌成,故有“玫瑰城”之稱。法國西南地區的行政、文化和商業中心,西南地區的鐵路、航空交通樞紐,法國重要的航天航空和工業基地,法國重要的電子元件生產基地……這些無不彰顯著圖盧茲的魅力與潛力。
結好以來,重慶與圖盧茲交往精彩紛呈。
文體方面。《重慶博物館元明清館藏畫展》、川劇《金子》巡演、四川美術學院《當代藝術作品展》《棊江農民版畫展》、中國龍獅和川劇古裝行進表演,系列特色文化活動亮相。“玫瑰之城”圖盧茲吸引了眾多法國朋友觀展觀演。重慶曾應邀派隊參加圖盧茲國際羽毛球邀請賽。在重慶園博園內,專門建有友城法國圖盧茲展園。圖盧茲先后在重慶舉辦《法國17世紀至20世紀繪畫展》《法國當代藝術展》《圖盧茲—生機勃勃的城市綜合展》、“飛翔的塑造師”行進表演等系列活動,讓重慶市民近距離領略法國的藝術魅力。
經貿方面。重慶多次組織企業參展圖盧茲國際貿易博覽會和舉辦重慶商品展銷,促進經貿交流與合作。圖盧茲市多次來渝參加智博會、西洽會。
科教方面。兩地多所高校保持著良好的校際合作,中小學也有著密切的友好交往,例如重慶大學、西南大學、四川外國語大學、重慶工商大學、四川美術學院、重慶醫科大學、圖盧茲一大、圖盧茲三大、圖盧茲農業大學、圖盧茲美術學院、圖盧茲米拉依大學等院校。
這些高校間簽訂了友好校際關系協議,在生命科學、植物基因、化工、醫學、繪畫與書法、語言文學等領域的教學和科研方面開展卓有成效的交流合作。重慶八中、南開中學還與圖盧茲圣路易中學和歐塞中學建立了友好校際關系,多次開展師生互訪和交流。
重慶與圖盧茲的交往遠不止這些,消防、城市交通規劃等多個領域都有兩地合作的成果。中國人民對外友好協會還向圖盧茲市頒發了“對華友好城市交流合作獎”,期待重慶與圖盧茲的未來交往更加“熱辣滾燙”。
美國西雅圖市
1983年6月3日,重慶與西雅圖簽署締結友好城市關系協議,正式拉開兩城友好交往序幕。“翡翠之城”西雅圖建市于1869年,隸屬華盛頓州,是美國太平洋西北區最大城市。因其被水系環繞,從空中俯瞰,猶如嵌于翡翠之上,故別稱“翡翠之城”。
西雅圖不僅是華盛頓州的漁業和木材加工中心、高技術制造和醫療衛生中心,還是美國太平洋地區的貿易中心、美國的遠東貿易集散地、美國西部文化、金融、服務、教育、旅游中心,華盛頓大學等知名學府坐落于此。
重慶—西雅圖建立友好城市關系逾40年。期間,重慶與西雅圖開展了積極的交流與合作,在IT、建筑、園林、教育、醫療衛生等領域取得了豐碩成果。
園林建筑方面。自1991年起,重慶與西雅圖市政府,以及熱愛中國文化的市民共同捐資籌建了西雅圖中國花園——西華園。這是中國在海外的第一個,也是目前唯一一個巴渝風格園林。西華園不僅是兩市州友誼的象征,同時也是中美兩國文化匯聚交融,“各美其美,美美與共”的生動體現。西華園如今已成為外國友人了解和學習中國文化的重要場所,是深化中美文化交流,展示兩市發展成就和友好往來的重要窗口。
教育交流方面。重慶市教委、重慶交通大學和西雅圖學區合作共建了華盛頓大學孔院教育中心;西南大學與華盛頓大學共建了中美西南大學藥物活性評價國際聯合研究中心;重慶醫科大學、重醫附一院與美國華盛頓大學開展了養老醫療聯合研究;重慶市南開中學、第八中學和人民小學分別與西雅圖的3所中小學,合作共建了3個孔子課堂;重慶市南開中學還與西雅圖西爾斯高中締結友好學校關系,開展師生互訪、舉辦文化體驗及籃球友誼賽等交流活動。
文化交流方面。重慶市博物館與西雅圖博克博物館建立友好博物館關系,在三峽文物發掘、保護等方面開展交流;重慶圖書館和西雅圖公立圖書館開展換書活動和圖書互贈交流;重慶市藝術團曾赴西雅圖訪問,在華盛頓州孔子學院的演出和展覽吸引上千觀眾觀看和參與體驗。
40年來,無論國際風云如何變幻,重慶與西雅圖的友好合作關系始終穩步發展,中國人民對外友好協會向西雅圖市頒發了“對華友好城市交流合作獎”。
加拿大多倫多市
1986年3月27日,重慶市就與加拿大多倫多市締結友好城市。多倫多是加拿大第一大城市是安大略省的省會,是加拿大大湖區重要港口城市,是加拿大的金融中心,也是世界上最多元化、最宜居的城市之一。結好以來,兩地在教育、文旅、科技等領域都有親密互動。
重慶大學與多倫多大學在計算機和建筑領域保持著長期科研合作關系。重慶大學曾多次派學生到多倫多大學進行包括博士生聯合培養在內的長短期訪學交流,引進了多名有多倫多大學學習交流經驗的專家學者。
重慶醫藥高等專科學校與位于多倫多的圣力嘉應用藝術與技術學院簽署了校際合作協議,合作舉辦護理專業專科教育項目。
重慶市文化旅游委設立了“重慶文化旅游多倫多境外推廣中心”。雙方還通過相互參加旅游會展活動拉進彼此間的距離。重慶歌舞團、重慶市川劇院等藝術團體曾赴多倫多演出。

日本廣島市
1986年10月23日,重慶市與日本廣島市締結友城,此后近40年間,雙方開展了大量友好交流和互利合作。自2001年起,廣島將每年的10月23日(友城締結日)定為“重慶日”,開展系列活動向市民宣介重慶,極大促進了兩地市民民心相通。
日本廣島市建于1589年,位于日本本州西南 面臨瀨戶內海。其歷史悠久,自然資源豐富,農業、漁業興盛,制造業、零售業發達,已發展為日本本州西部地區最大的城市,是西日本著名工業城市之一。
回溯重慶與廣島的友好交往,猶如翻開了一本載滿珍貴過往的“紀念冊”,溫馨且美好。
1991年,為紀念重慶市與廣島市締結友好城市關系5周年,兩市共同在重慶鵝嶺公園建造了日式庭院——廣島園。該園風格幽靜,景色富于變化。
1992年,兩市共同在廣島的中央公園內建造了中式庭院——渝華園,以重慶贈送的設計圖為基礎,靈活運用中國傳統的造園理念和手法,展現了中國古典園林的風貌。
2006年10月,“重慶·廣島結好二十周年系列紀念活動”在渝舉辦。兩市簽訂《中國重慶市與廣島市關于進一步加強友好城市關系備忘錄》;舉辦了共植友誼樹、市民交流等豐富的活動;百余名廣島訪問團團員在渝參訪,體驗山城魅力。
2011年,廣島市積極參加第八屆中國(重慶)國際園林博覽會活動,建有1000平方米的廣島園。
在農業合作領域,雙方互贈蔬菜種苗,培育出了適合在各自城市生長的新鮮優質蔬菜。重慶多次派遣國際交流員前往廣島市政府從事國際交流工作,以此促進更廣泛的民間交流,增進廣島市民對重慶的了解。廣島市市長為2020年線上中國國際智能產業博覽會發來祝福視頻并參展。
此外,兩市在經濟技術、文化教育、體育衛生等領域也開展了廣泛而深入、務實且高效的交流合作。
經濟技術方面。重慶多次派出環保、市政、醫療、農業等方面的技術人員赴廣島學習。在重慶設立了“中日酸雨研究中心”,兩市就酸雨引起的金屬的防腐防銹進行合作研究,并將成果廣泛應用于汽車、摩托車及戶外公共設施等領域。2006年,重慶長安汽車集團與廣島馬自達汽車公司合作成立了長安福特馬自達汽車有限公司。重慶軌道交通籌備建設前期,廣島市有關部門給予了技術支持。
文化教育方面。兩市文藝表演團體和藝術家經常進行互訪和交流表演。重慶電視臺與廣島電視放送公司結為了友好電視臺,兩臺多次互訪,相互交換節目,拍攝推介對方城市的節目。兩市多所學校互結友好關系,開展高校師生互派和中小學生作文、繪畫、手工交流等校際友好交往活動。重慶多次派員參加廣島青少年國際和平未來會議,并于2010年承辦該會議。
體育衛生方面。兩市體育團體組團參加了北京中日友城乒乓球賽、組織北京亞運會觀摩團等。兩市保持每年常態性的醫學交流活動。包括技術培訓、學術交流等內容。廣島的民間團體還向重慶捐贈了救護車和醫療設備。

Toulouse, France
On December 10, 1982, an official sister city relationship between Chongqing and Toulouse was established after the memorandum of understanding establishing the partnership was signed in Toulouse, France. That marks the beginning of Chongqings international engagement with sister cities.
Located in southwestern France, Toulouse—a beautiful tourist destination and trading city—is the fourth-largest city in the country. The title of Ville Rose (the Pink City) comes from its unique architectural style featuring red-pink clay bricks. The city serves as an administrative, cultural, and commercial center in southwestern France, a railway and air transportation hub in the southwestern region, a key aerospace and industrial base in France, and an important production base of electronic components in the country... All these functions are testaments to the charms and potential of Toulouse.
Chongqing and Toulouse have seen incredible exchanges after establishing a sister-city relationship.
Culture & Sports: An array of distinct cultural events took place in the Pink City Toulouse, including the exhibition of the Chongqing Museum Yuan Ming Qing Collection, the Sichuan Opera Jinzi tour, the Contemporary Art Exhibition of Sichuan Fine Arts Institute, the Qijiang District Peasant Woodcut Exhibition, a Chinese dragon and lion dance and a parade of Sichuan opera performers in traditional costumes. Many French people were attracted by the exhibitions and performances. Chongqing was once invited to participate in the Toulouse International Badminton Invitational. There is a Chongqing-Toulouse exhibition garden within the Chongqing Garden Expo Park. An array of events was organized by Toulouse in Chongqing for the locals to closely appreciate the artistic charms of France, such as the 17th to 20th Century French Painting Exhibition, the French Contemporary Art Exhibition, the Vibrant Toulouse City Comprehensive Exhibition and the parade of “Flying Builders.”
Trade: Chongqing has organized companies to set up booths at the Toulouse International Fair for several times and sell Chongqing goods, in order to facilitate exchanges and cooperation in trade. Toulouse has also sent experts to Chongqing for the Smart China Expo and the Western China International Fair for Investment and Trade (WCIFIT).
Science & Education: Primary and secondary schools and higher educational institutions on both sides continue to carry out close and friendly exchanges and remarkable inter-school cooperation, including Chongqing University, Southwest University, Sichuan International Studies University, Chongqing Technology and Business University, Sichuan Fine Arts Institute, Chongqing Medical University, Toulouse Capitole University, Université Toulouse III-Paul Sabatier, ENSFEA, isdaT and the University of Toulouse-Mirail.
These educational institutions have signed agreements for friendly inter-school relations. Besides, they have conducted fruitful exchanges and cooperation in teaching and scientific research in domains, such as life sciences, plant genetics, chemicals, medicine, painting and calligraphy, and language and literature. Chongqing No. 8 Secondary School and Chongqing Nankai Middle School have established friendly inter-school relations with Toulouse Saint-Louis High School and Ozenne High School. They have carried out multiple visits and exchanges between teachers and students.
Cooperation and collaboration between Chongqing and Toulouse are much more than that. The two sides have yielded results from their cooperation in fields such as fire-fighting and urban transportation planning. Chinese Peoples Association for Friendship with Foreign Countries has honored Toulouse with the “Friendship City Exchange and Cooperation Award to China,” expecting more lively or enthusiastic exchanges between Chongqing and Toulouse.
Seattle, the U.S.
On June 3, 1983, an official sister city relationship between Chongqing and Seattle was established after a memorandum of understanding establishing the partnership was inked. Seattle, the “Emerald City,” was incorporated in 1869. Located in the State of Washington, it is the largest city in the Pacific Northwest, the U.S. Seattle is called the “Emerald City” because it is surrounded by water and aerial views give an impression of a city embedded in an emerald.
Seattle is the fishery and timber processing center, and the high-tech manufacturing and healthcare center in the State of Washington. Moreover, it is the trading center on the West Coast of the U.S., a distribution center for trade with the Far East in the country, and a hub of culture, finance, services, education, and tourism in the western U.S. where famous schools, such as the University of Washington, are located.
For over four decades, the sister city partnership between Chongqing and Seattle has flourished. During this time, both sides have engaged in active exchanges and collaboration, creating significant achievements across various domains, notably in information technology (IT), architecture, landscaping, education, and healthcare.
Landscaping & Architecture: Since 1991, Chongqing and the city hall of Seattle, in collaboration with citizens passionate about the Chinese culture, contributed funds together to build the Seattle Chinese Garden. So far, the Seattle Chinese Garden is Chinas first and only overseas garden featuring the Chongqing style. It not only signifies the friendship between Chongqing and Seattle but also integrates the Chinese culture and the American culture, vividly representing a popular Chinese saying that “we should treat each other with mutual respect and inclusiveness so as to prosper respectively and together.” The garden has now become a crucial place for international friends to learn about and understand Chinese culture, serving as an important window for deepening cultural exchanges between China and the U.S. and showcasing the achievements of Chongqing and Seattle, and for friendly exchanges.
Educational Exchanges: Chongqing Municipal Education Commission, Chongqing Jiaotong University, and the Seattle School District have jointly established the Confucius Institute of Washington. Southwest University has collaborated with the University of Washington to build the International Joint Research Center for Drug Activity Evaluation. Chongqing Medical University, the First Affiliated Hospital of Chongqing Medical University, and the University of Washington have carried out joint research on elderly healthcare. Chongqing Nankai Middle School, Chongqing No. 8 Secondary School, and Chongqing Renmin Primary School have cooperated with three primary and secondary schools in Seattle to build three Confucius Classrooms. Chongqing Nankai Middle School has also paired with Chief Sealth International High School in Seattle, fostering exchanges between teachers and students, cultural experiences, and friendly basketball matches.
Cultural Exchanges: Chongqing Museum is a sister institution of Burke Museum in Seattle. They have shared exchanges on the excavation and protection of cultural relics in the Three Gorges region. Book exchanges and mutual donations have occurred between Chongqing Library and the Seattle Public Library. Chongqing Artistic Troupe has visited Seattle. Their performances and exhibitions at the Confucius Institute of the State of Washington attracted thousands of people to observe and experience.
In the past 40 years, the sister city relationship between Chongqing and Seattle developed steadily whatever happened in the world arena. The Chinese Peoples Association for Friendship with Foreign Countries has honored Seattle with the “Friendship City Exchange and Cooperation Award to China.”
Toronto, Canada
On March 27, 1986, Chongqing established a sister city relationship with Toronto, Canada. Toronto is the largest city in Canada and the capital city of the Canadian province of Ontario. It is a significant port city in the Great Lakes region, a financial center in the country, and one of the worlds most diverse and livable cities.
After being sister cities, Chongqing and Toronto have had close interactions in domains, such as education, culture, tourism, science, and technology.
Chongqing University and the University of Toronto have maintained long-term scientific research cooperation in computing and architecture. Chongqing University has sent its students to the University of Toronto for short- and long-term exchanges, including joint training of doctoral students several times, and introduced many experts and academics who once were students or exchange students of the University of Toronto.
Chongqing Medical and Pharmaceutical College has signed an inter-school cooperation agreement with Seneca Polytechnic in Toronto. They have jointly launched a nursing specialist education program.
Chongqing Municipal Commission of Culture and Tourism Development has established the “Overseas Promotion Center of Chongqing Culture and Tourism in Toronto.” Mutual engagement in tourism fairs has brought Chongqing and Toronto closer. Artistic groups have visited Toronto for performances, such as the Chongqing Song & Dance Ensemble and the Sichuan Opera House of Chongqing.
Some companies in Chongqing have attended the Collision Tech Conference, a scientific and technological feast, held in Toronto as online participants. Chongqing and Toronto have respectively established civil organizations such as the Chongqing-Toronto Sister City Association and the Toronto-Chongqing Sister City Association. With their help, many remarkable civil exchanges have been witnessed.
Hiroshima, Japan
On October 23, 1986, Chongqing began a sister city relationship with Hiroshima, Japan. For nearly 40 years, the two cities carried out countless friendly exchanges and win-win cooperation. Since 2001, Hiroshima has designated October 23—the day when a sister city relationship was created between Chongqing and Hiroshima—as “Chongqing Day” every year. On that day, the city will hold an array of events to introduce Chongqing to its citizens, which fosters a strong bond between people on both sides.
Founded in 1589, Hiroshima is located in the southwest of Honshu, Japan, facing the Seto Inland Sea. It boasts a long history, abundant natural resources, prosperous agriculture and fishery, and a well-developed manufacturing and retail industry. Hiroshima has now grown into the largest city in the western region of Honshu and one of the renowned industrial cities in western Japan.
The friendly exchanges between Chongqing and Hiroshima in the past were precious, memorable, warm, and wonderful.
In 1991, the two cities jointly built a Japanese-style garden—Hiroshima Garden—at Eling Park in Chongqing, to celebrate the 5th anniversary of the establishment of the sister city relationship. The garden is tranquil and boasts ever-changing scenery.
In 1992, the two cities joined hands to set up the Yuka-en Chinese-style garden in the Central Park of Hiroshima. Based on the design plan given by Chongqing, the garden features traditional Chinese ideas and techniques of landscaping, showcasing the style of traditional Chinese gardens.
In October 2006, a series of activities to commemorate the 20th anniversary of the Chongqing-Hiroshima friendship was held in Chongqing. Chongqing and Hiroshima signed a memorandum of understanding to further strengthen the sister-city relationship. An array of activities took place, including planting friendship trees and exchanges between citizens. Over 100 members of the Hiroshima delegation visited Chongqing and embraced a charming mountain city.
In 2011, Hiroshima took an active part in the Eighth China (Chongqing) International Garden Expo with Hiroshima Garden covering an area of 1,000 square meters.
In terms of agriculture, Chongqing and Hiroshima have exchanged seeds and seedlings of vegetables, leading to the cultivation of fresh, high-quality vegetables suitable for growing in their cities. Chongqing has dispatched international exchange officers to the government of Hiroshima for international exchanges several times. All these endeavors aim to facilitate more extensive civil exchanges and help citizens in Hiroshima know more about Chongqing. The Mayor of Hiroshima sent a video conveying best wishes for the online Smart China Expo 2020 and participated in the Expo.
In addition, Chongqing and Hiroshima have conducted extensive, in-depth, practical, and efficient exchanges and cooperation in such fields as economy, technology, culture, education, sports, and healthcare.
Economy & Technology: For several times, Chongqing has sent technicians to Hiroshima for further study in domains, such as environmental protection, municipal administration, healthcare, and agriculture. The “China-Japan Acid Rain Research Center” was established in Chongqing. The cities have conducted joint research on preventing metals from corrosion and rust caused by acid rain. The research results have been widely applied in fields, such as automobiles, motorcycles, and outdoor public infrastructure. In 2006, Changan Automobile and Mazda Motor Corporation jointly formed Changan Ford Mazda Automobile Co., Ltd. Some departments of Hiroshima provided technical assistance during the initial pre-construction phase of Chongqing Rail Transit.
Culture & Education: Artistic groups and artists from the two cities have frequently paid mutual visits, carried out exchanges, and given performances. Chongqing Television has paired with Hiroshima Telecasting. They have paid several mutual visits, exchanged programs, and filmed programs to promote each other. Many schools in the two cities have established friendships. Friendly inter-school exchanges have taken place, including mutual visits paid by teachers and students from higher educational institutions, and mutual learning of compositions, paintings, and handicrafts among primary and secondary school students. Chongqing has sent people to participate in the International Youth Conference for Peace in the Future, Hiroshima several times, and organized the Conference in 2010.
Sports and Healthcare: Sports groups of the two cities teamed up and participated in the China-Japan Table Tennis Friendship Match held in Beijing and organized observation tours for the Asian Games in Beijing. Regular exchanges in healthcare are conducted by Chongqing and Hiroshima every year, including skill training and academic exchanges. Moreover, civil groups from Hiroshima have donated ambulances and medical equipment to Chongqing.
