From January 27 to 30， under the coordination of the Trade and Economic Multifunctional Platform for SCO Countries （SCO TEMP）， Nambaryn Enkhbayar， the former President of Mongolia， and his delegation visited Chongqing to attend the inaugural meeting of the Working Committee on the Development of Mineral Resources of SCO TEMP. By looking at the infrastructure， visiting enterprises， and appreciating the local culture in Chongqing， Nambaryn Enkhbayar and his delegation had a comprehensive and in-depth understanding of Chongqings economic and social development achievements， felt the unique charm and open vitality of Chongqing， and promoted economic cooperation and people-to-people exchanges between the two places to bear “new fruits”.

Willing to Add New Highlights and New Achievements in Promoting Synergistic Development of Industries

On January 29， Hu Kaiqiang， Deputy Director-General of the Committee for Hong Kong， Macao， Taiwan， and Overseas Chinese and Foreign Affairs of the CPPCC Chongqing Municipal Committee， and Director-General of SCO TEMP， met Enkhbayar and his delegation. He conferred on Enkhbayar the “Lifetime Honorary Chairmanship of the Trade and Economic Multifunctional Platform for SCO Countries” to express gratitude to him for his contribution to the exchanges and cooperation between China and Mongolia.

“In recent years， the cooperation on minerals and international trade between Mongolia and China have reached record highs， and the two sides have deepened their cooperation in fields such as mineral technology innovation and industrial optimization and upgrading. In May 2022， Ulaanbaatar， Mongolia， and Chongqing， China， signed a memorandum of understanding to establish a sister-city relationship. The two cities are highly complementary in areas such as infrastructure and public transportation and enjoy broad prospects for cooperation”. Enkhbayar said he sincerely welcomes relevant working committees of SCO TEMP and Chinese companies to Mongolia for in-depth industrial cooperation. He is willing to provide support and facilitation for all parties and help promote the synergistic development of industries in the two cities to add new highlights and new achievements.

Hu Kaiqiang said that Mongolia， an observer state of SCO， plays a vital role in maintaining the stability of the industrial and supply chains of SCO countries and regions. He hoped that this visit would be an opportunity to create landmark achievements in international collaborative innovation around Mongolias traditionally advantageous industries and help build a more stable and prosperous collaborative innovation ecosystem of the SCO industrial chain.

Hoping to Introduce Chongqings Modern Manufacturing Experience to Mongolia

On January 27， the Working Committee on the Development of Mineral Resources of SCO TEMP was established in Chongqing， and Enkhbayar was invited to attend the event and deliver a speech. “At present， the global mining industry is in a period of profound upgrading and adjustment， and the mining and energy industry is facing new developments and challenges”. Enkhbayar said Mongolia is ready to strengthen cooperation with SCO TEMP and its Working Committee on the Development of Mineral Resources and work together in mining technology innovation and industrial upgrading.

During this visit， Enkhbayar and his delegation went to Chongqing Huashu Robot Co.， Ltd.， a member of SCO TEMP， and heard the related report of Huashu Robot and Chongqing Robotics Institute on core components， robotics products， and applications of intelligent production lines.

Enkhbayar hopes to learn about Chongqings experience in modern manufacturing such as equipment manufacturing， integrated chemical engineering， and new materials. For example， constructing a modern green coal chemical engineering base will improve the efficiency of resource utilization， reduce carbon emissions， and contribute to Mongolias technological innovation and industrial upgrading in mineral extraction and other fields.

Making China-Mongolia Economic， Trade， and People-to-people Cooperation Blossom into a Gorgeous Flower

During his stay， Enkhbayar and his delegation went to the Chongqing Planning Exhibition Gallery to learn about the overall planning and development of Chongqing. The monorail train passing through the building， the cableway stretching across the Yangtze River， and the three-dimensional cityscape of Chongqing attracted him to stop and watch. “Chongqing has a lot of advanced experience， and it has done a great job， especially in urban planning and construction！ It is a great inspiration to cities such as Ulaanbaatar in the infrastructure and future planning”.

Enkhbayar and his delegation also took a cruise from Chaotianmen up the river to appreciate the cultural legacy of the mountain city. He was deeply touched， “Mongolia and China both have a long history and splendid culture. Chongqings experience in the protection， inheritance， and promotion of local culture is worth learning. I hope to strengthen exchanges and cooperation with Chongqing to create more landmark projects with unique features in Mongolia”.

“People-to-people bonds are the foundation of unimpeded trade，” Enkhbayar said he hoped to strengthen international exchanges and enhance friendship among the youth of the two countries， and encourage interaction and cooperation between the two sides in education， culture， and tourism. “We are willing to work together to help Mongolia and Chinas economic， trade， and people-to-people exchanges and cooperation blossom into a gorgeous flower， and the ‘Anda （‘brother in Mongolian） relationship between the city of mountains and rivers and the country of grassland will become increasingly solid with the passage of time.”

1月29日，重慶市政協(xié)港澳臺(tái)僑和外事委員會(huì)副主任、上合經(jīng)貿(mào)平臺(tái)總干事胡開強(qiáng)會(huì)見(jiàn)了恩赫巴亞爾一行，并授予恩赫巴亞爾“上海合作組織國(guó)家多功能經(jīng)貿(mào)平臺(tái)終身榮譽(yù)主席”聘書，感謝其為中蒙交流合作作出的積極貢獻(xiàn)。

“近年來(lái)，蒙中礦產(chǎn)合作和國(guó)際貿(mào)易屢創(chuàng)新高，雙方在礦產(chǎn)技術(shù)創(chuàng)新、產(chǎn)業(yè)優(yōu)化升級(jí)等各領(lǐng)域合作不斷深化。2022年5月，蒙古國(guó)烏蘭巴托市與中國(guó)重慶市簽署了友好城市關(guān)系諒解備忘錄。兩地在基礎(chǔ)設(shè)施、公共交通等領(lǐng)域互補(bǔ)性強(qiáng)、合作前景廣闊。”恩赫巴亞爾表示，歡迎上合經(jīng)貿(mào)平臺(tái)相關(guān)工作委員會(huì)及中資企業(yè)赴蒙古國(guó)深入開展產(chǎn)業(yè)合作。他愿為各方牽線搭橋，提供支持與便利，助力兩地產(chǎn)業(yè)協(xié)同發(fā)展增添新亮點(diǎn)、新成果。

胡開強(qiáng)表示，蒙古國(guó)作為上合組織觀察員國(guó)，對(duì)維護(hù)上合組織國(guó)家和地區(qū)產(chǎn)業(yè)鏈供應(yīng)鏈穩(wěn)定發(fā)揮著重要作用。希望以此次訪問(wèn)為契機(jī)，圍繞蒙古國(guó)傳統(tǒng)優(yōu)勢(shì)產(chǎn)業(yè)，打造產(chǎn)業(yè)國(guó)際協(xié)同創(chuàng)新標(biāo)志性成果，助力構(gòu)建更加穩(wěn)定繁榮的上合產(chǎn)業(yè)鏈協(xié)同創(chuàng)新生態(tài)。

希望把重慶現(xiàn)代制造業(yè)經(jīng)驗(yàn)引入蒙古國(guó)

1月27日，上合經(jīng)貿(mào)平臺(tái)礦業(yè)新能源工作委員會(huì)在渝成立，恩赫巴亞爾受邀出席并致辭。“當(dāng)前全球礦業(yè)正處于深度升級(jí)調(diào)整期，礦業(yè)與能源發(fā)展面臨著新的形勢(shì)和挑戰(zhàn)。”恩赫巴亞爾表示，蒙古國(guó)愿同上合經(jīng)貿(mào)平臺(tái)及礦業(yè)新能源工作委員會(huì)加強(qiáng)合作，支持共同開展礦業(yè)技術(shù)創(chuàng)新、產(chǎn)業(yè)升級(jí)等領(lǐng)域合作。

期間，恩赫巴亞爾一行赴上合經(jīng)貿(mào)平臺(tái)組織成員單位重慶華數(shù)機(jī)器人有限公司參訪交流，了解華數(shù)機(jī)器人、重慶智能機(jī)器人研究院在核心部件、機(jī)器人產(chǎn)品、智能產(chǎn)線應(yīng)用等方面的情況。

恩赫巴亞爾希望能引入重慶在裝備制造、綜合化工、新材料等現(xiàn)代制造業(yè)方面的經(jīng)驗(yàn)。例如，建設(shè)現(xiàn)代綠色煤化工基地，提高資源利用效率，減少碳排放量，助力蒙古國(guó)在礦產(chǎn)開采等領(lǐng)域技術(shù)創(chuàng)新和產(chǎn)業(yè)升級(jí)。

助力中蒙經(jīng)貿(mào)人文合作綻放絢麗之花

在渝期間，恩赫巴亞爾一行前往市規(guī)劃展覽館了解城市整體規(guī)劃和發(fā)展。穿樓輕軌和過(guò)江索道，重慶立體的城市景觀吸引他駐足觀賞。恩赫巴亞爾表示，重慶擁有很多先進(jìn)經(jīng)驗(yàn)，特別是城市規(guī)劃建設(shè)方面做得非常好，為烏蘭巴托等城市基礎(chǔ)建設(shè)和未來(lái)規(guī)劃提供了很好的啟發(fā)。

恩赫巴亞爾一行還從朝天門碼頭乘船溯江而上，領(lǐng)略山城的人文氣質(zhì)，他感觸頗深：“蒙古國(guó)和中國(guó)都有著悠久歷史和燦爛的文化。重慶在地域文化保護(hù)、傳承和弘揚(yáng)方面的經(jīng)驗(yàn)值得借鑒。希望與重慶加強(qiáng)交流合作，在蒙古國(guó)打造更多具有地域特色的標(biāo)志性項(xiàng)目。”

“民心相通是貿(mào)易暢通的基礎(chǔ)。”恩赫巴亞爾說(shuō)，希望能推動(dòng)兩國(guó)青年加強(qiáng)國(guó)際交往、增進(jìn)友誼，促進(jìn)雙方在教育、文化、旅游等領(lǐng)域互動(dòng)合作。“愿共同助力蒙中經(jīng)貿(mào)人文交流合作綻放絢麗之花，山水之城與草原之都的‘安達(dá)（蒙古語(yǔ)對(duì)兄弟的稱呼）情誼必將歷久彌堅(jiān)。”
