


自古以來,濟南就是中國重要的交通要塞和商品集散地。因此,濟南本身不產茶,卻坐擁中國江北最大的茶葉市場。同時,濟南也是中國非常重要的物流中心。臺灣著名企業大潤發華北區老總錢巨鈞說:“做商業,濟南具有得天獨厚的優勢?!币痪湓?,濟南適合做商業。
2009年11月5日,歷下區相關部門發布信息,位于二環東路與和平路交口西北側的濟南第二汽車改裝廠地塊開發項目已獲得拆遷許可證,計劃年底動遷。剛剛在省城開出第一家門店的樂購有意在此打造省城旗艦店。一條二環東路上開出兩家門店,濟南的東部的熱度由此可見一斑。
再來看西部。經七緯十二片區將成濟南新商業中心。目前已經封頂的省委黨校西棚改項目即經七緯十二東南片區,該項目地處西部新城商業核心區及濟南西部交通樞紐核心區——經七路和經十路之間。隨著西客站的規劃建設,這里的目標定位是“經七緯十二片區必將成為濟南新商業中心”,項目建設完成后將成為西部新城的標志性建筑之一。
其次,經十路和經七路交界處的振興街三角地,新的銀座購物中心和銀座佳悅大酒店預計在今年10月正式營業。振興街三角地將引入真冰溜冰場、電影院、健身、餐飲等豐富的休閑娛樂業態,力爭將項目建成濟南城市中軸線上的地標性建筑,打造濟南最大的時尚購物中心。
此外,隨著陽光新路的開通以及五里牌坊東側片區土地的熟化,這兩處地方的規劃也早已出臺。陽光新路商務區將緊密結合經十路、經七路、陽光新路沿線開發建設,高起點規劃建設高檔商務樓和大型服務設施,盡快成為濟南市商務發展的新亮點。
其實,歷史上,濟南已經形成了一些獨具特色和實力的商圈。
對濟南商圈的見解有多個版本,但認識的基本框架是相對統一的。隨著城市經濟的發展,各商圈日漸成熟并呈現出不同的特點。濟南主要有七大商圈:泉城路商圈、洪樓商圈、英雄山商圈、天橋商圈、大觀園商圈、北園商圈、西市場商圈。
泉城路商圈是濟南的中心商圈。泉城路商家云集,名店眾多,有“十字金街”之稱,是一條集購物、休閑、旅游、文化等功能于一身的步行商業街。目前,泉城路商圈作為濟南核心商圈的地位還無人撼動。
花園路商圈作為近年來新崛起的商圈,發展速度較快,逐步成為東部核心商業圈。其交通便捷、四通八達,商業氛圍濃厚,商業配套齊全。商圈內小區規模較大,且多是中高檔樓盤,小區居民擁有較強的購買力,提供了很大的消費空間。目前花園路板塊商業業態已經較為豐富,該商圈內各層次文化知識水平較高。隨著濟南東部新城的大規模開發,這個商圈將更具發展潛力。
英雄山路商圈是一個新老結合的商圈。英雄山路商圈是一個新老結合正在崛起的商圈,商業中心逐漸從西部英雄山路向東轉移。西邊的商業屬于老的商業地帶,主要以藝術品文化為主,東部新興商業地帶多以體育文化商業類型為主。英雄山路商圈更像是接力棒式發展,商業中心東移毋庸置疑,魯商廣場的建成串連旅游商業泉城公園與省體育中心,未來英雄山路商圈中心將轉移至此。
天橋商圈是濟南市的大型綜合性專業化商圈,包括濼口服裝市場、金牛建材市場、山東石材新市場、山東信息通訊城等大型市場,擁有深厚商業文化的濼口商圈交通便利,小清河北路、北外環路、濟濼路、無影山北路、順河高架路相互貫穿,四通八達,火車站、長途汽車站近在咫尺,早已形成了大交通的格局,濟濼路的改造更是大幅提升了濼口商圈的交通和形象,二宮改建后成為濟南重要的健身場所,是濟南西城區休閑娛樂中心。
經四路商圈為濟南最早興起的商圈,目前以經營中檔消費品為主,是濟南新老結合的大型綜合性商圈。老商業主要指大觀園,新商業地帶指經四路沿線,成為集餐飲、娛樂、休閑、購物于一體的綜合性中心。老商業中心是指大觀園,新商業中心集中在經四路沿線,新老商業中心完美結合,再造當地繁榮。
北園商圈涵蓋了北園大街沿線,并延伸到以濟濼路為軸線的商圈范圍,輻射整個濟南北部城區,是濟南北部最大的商圈,以經營建材、家居、服裝、餐飲、娛樂為主的獨一無二的商圈。隨著北園大街的成功改造,北園商圈綜合性商圈氣息越來越重,相信不久的將來,北園商圈將會從規模、檔次上再登一個臺階。
西市場因地處濟南老商埠西段而得名。1904年濟南開埠后,西市場逐漸成為以小商品為主的濟南市西部商貿中心。西市場是目前濟南最大的小商品批發市場,主要經營中低檔次產品,以批發為主,兼有零售。西市場商圈是濟南西部的商業中心,由于該區域接近城鄉結合部,所以小商品批發市場尤為火爆。
而在商業地產方面,隨著濟南萬達廣場、恒隆廣場等大品牌進駐濟南市場,濟南商業地產逐漸進入群雄逐鹿的時代。隨著各個區域多個商業中心的興起,濟南商業的競爭將會異常激烈。
2009年9月7日,福布斯中文版發布《2009中國大陸最佳商業城市排行》,共有 27個省、自治區、直轄市的100個城市入選,濟南以第14名的成績入榜。該榜單研究對象為中國大陸652個城市,通過人才指數、城市規模指數、經營成本指數、消費力指數、經濟活力指數、創新指數、客運指數及貨運指數等8大項指標對GDP超過340億元的約220個城市進行基礎數據搜集和研究。與往年不同的是,在今年的指標體系中,加入了創新指數、消費力指數和城市規模指數等指標。
早在2006年,濟南出臺的《濟南市貿易服務業第十一個五年發展規劃》對濟南商業“十一五”的描述是:構筑與城市總體布局相適應的多層次、多功能的現代商業設施布局體系,著力打造現代化大都市商業中心新形象,形成立足濟南、帶動山東、輻射黃河中下游及環渤海地區、服務全國的大都市級商業中心。

In a word, Jinan is “suitable” for doing business.
On November 5, 2009, the relevant departments in Lixia District announced that the land development item of the Second Jinan Automobile Refitting Factory located to the north-west of the crossroads of East Erhuan Road and Heping Road has got the licence for removal and would be relocated at the end of 2010. TESCO, having opened its first shop in the capital city only a short time ago, intends to build its flagship store here. The popularity of east Jinan can be clearly seen through the TESCO’s opening two stores on the East Erhuan Road.
In the west, the Jingqi Weishi’er Area is expected to become Jinan’s new commercial center. The shanty renovation project, the main part of which is currently nearing completion, to the west of the Communist Party School of Shandong Provincial Party Committee, i.e. the southeast area of Jingqi Weishi’er, is located between the Jingqi Road and Jingshi Road, in the core commercial zone of the new west city and the core zone of the west Jinan traffic hinge. With the construction of the West Station, this area is a target location, for the position of “the Jingqi Weishi’er Area will be surely established into Jinan’s new commercial center”. After completion, it will become one of the landmarks in the new western city.
In addition, the Zhenxing Street Triangle Area at the crossroad of the Jingshi Road and the Jingqi Road was once famous for its unfinished project, the Jinluan Building which stood for 15 years and was renovated in the the spring of 2009 after it changed hands. It is predicted that the Silver Plaza Shopping Mall and the Silver Plaza Jiayue Hotel will be formally opened in October, 2010. The Zhenxing Street Triangle Area will introduce plentiful types of operation for leisure and recreation including ice skating rinks, cinemas, fitness centers, and restaurants,so as to create the largest fashionable shopping center in Jinan by striving to build the project into a building of landmark significance on the central axis of Jinan city, thus comprehensively taking the lead in the urban development of a region and forging a new center for Jinan, the City of Springs.
With the opening of the Yangguang Xinlu and the maturity of the land in the east Wuli Paifang area, the plan for these two places has long been promulgated. The commercial zone of Yangguang Xinlu will be developed and built closely along the Jingshi Road, Qingqi Road and Yangguang Xinlu. Top-class commercial buildings and large service facilities are planned to be built to a high level and become a new bright spot for Jinan’s commercial development as soon as possible.
As early as 2006, the 11th Five Year Plan for Jinan’s Trade and Service Industry released by Jinan City defined the 11th Five Year Plan on Jinan’s commercial industry as: to build up a multilevel and multifunctional modern arrangement system of commercial facilities corresponding to the overall city arrangement; striving to build up a new image of the commercial centers in a modern metropolis and establishing a large city-level commercial center rooted in Jinan, motivating Shandong, radiating to the middle and lower reaches of Yellow River and the Bohai Economic Rim, and serving the whole nation.
