時(shí)間議題在ICG國際會議策略分析

摘要：衛(wèi)星導(dǎo)航系統(tǒng)時(shí)間議題是全球衛(wèi)星導(dǎo)航系統(tǒng)國際委員會(ICG)會議上工作組D組的重要議題。時(shí)間議題在歷次ICG會議上的發(fā)展歷程被詳細(xì)論述。對美國、俄羅斯等全球衛(wèi)星導(dǎo)航系統(tǒng)供應(yīng)方與時(shí)間議題相關(guān)的策略進(jìn)行了深入分析和預(yù)測。在此基礎(chǔ)上,提出了我國衛(wèi)星導(dǎo)航系統(tǒng)針對時(shí)間議題的應(yīng)對策略,為爭取我國衛(wèi)星導(dǎo)航系統(tǒng)國際主導(dǎo)地位提供參考。 2011年ICG-6會議上,在任務(wù)組主席報(bào)告中提到印度提交了他們關(guān)于時(shí)間參考的模板,并在會議上進(jìn)行了討論。會議達(dá)成的協(xié)議是[5]:時(shí)間框架模板完成后將被公布在網(wǎng)站上,并且在必要的時(shí)候進(jìn)行維護(hù)和更新。這個(gè)模板還需要一些小小的修改。時(shí)間框架模板的修改大約需要一個(gè)月的時(shí)間。與會者一致同意這個(gè)模板在ICG網(wǎng)站上和大地測量參考模板一起公開,并且拓展的EGNOS和WAAS系統(tǒng)需要考慮在模板以內(nèi)。

Abstract:Timing reference is the important issue discussed on the International Committee on Global Navigation Satellite System (ICG) meetings Working Group D. It is dissertated in detail of the course of timing issue development on ICG meetings. It is analyzed and forecasted deeply that the timing reference policy of the Global Navigation Satellite System(GNSS) providers e.g. American and Russia. So the answer policy on timing issue of Chinese satellite navigation system are put forward, which provided the reference for enhancing international dominant status.
