日本大數據技術服務現狀及對我國的啟示

[摘 要] 日本在大數據技術和應用方面的研究應該說著手早、起點高、保障充分，總體來說，目前其水平的確走在了世界的前列。但是，對于日本大數據技術服務來說，未來仍然有很多潛在的不確定性，為了保障大數據信息服務產業的健康發展，日本已經開始積極努力克服這些暴露出的問題。本文通過對日本大數據技術服務市場應用現狀和問題的探討，為我國大數據技術服務產業敲響警鐘。我國相關部門可以針對日本在大數據技術服務提供產業中所遇到的問題及早布局，減少某些尚未暴露或者已經暴露出的行業發展問題及對行業發展潛在的威脅。本文的結論對于保障我國大數據技術服務產業健康發展，加快培育我國大數據技術服務提供企業的核心競爭力有較高的現實意義和參考價值。

The Current Situation of Japanese Big Data Technology Services andthe Enlightenment to China

Abstract：On the study ofbig data technology and application，Japan started early with a high startingpoint and full guarantee. Generally， Japanese technology level now stands in the forefront of the world. However， for Japanese big data technology service industry ， there are still a lot of potential uncertainties in the future. In order to ensure the healthy development of bigdata informationservice industry，Japan has begun to make move in overcoming theexposed problems. This paper discusses the current application situation and existing problems inJapanese big data technology service industry， which gives a warning to that in China. Relative sections of the government may make some move in advance to solve the forthcoming problems encountered by Japan inbig data technology service industry. The conclusion of this paper makes contribution in ensuring healthy development of big data technology service industry in China and has practical significance and reference for building the core competitiveness in Chinese native firms.

1 日本對于大數據的市場需求

日本對ICT（Information and Communication Technology）產業的發展一直非常重視。早在1999年日本就頒布了被稱為“IT基本法”的《高度情報通信網絡社會形成基本法》（高度情報通信ネットワーク社會形成基本法），并在法律中確定將ICT作為日本未來發展的重心，賦予了ICT產業極高的戰略發展地位。大數據技術的發展作為ICT發展的重要一環，同時也是需要高度發達的ICT產業基礎支撐的行業，同樣，也作為發展重點而被日本政府高度重視。
