河南省科技資源優化配置對策研究

[摘 要] 本文通過深入研究分析國家、區域科技創新資源配置管理的現狀、政策，提出適應區域特征的科技創新資源配置優化機制和對策，以實現科技資源在綜合化、專業化兩個維度的高效配置，建立完善科技資源與成果轉化及產業化服務機制，從而為區域科技創新驅動發展戰略提供支撐。

Abstract：In this paper， we analyzed the current situation and policies of national and regional scientific and technological innovation resource allocation management， proposed the scientific and technological innovation resource allocation optimization mechanism and countermeasures in agreement with regional characteristics， in order to achieve efficient allocation of scientific and technological resources from comprehensiveand professional dimensions， establish and improve the scientific and technological resources and achievements transfer and industrial service mechanism， so as to provide support for regional scientific and technological innovation driven development strategy.

優化科技資源配置是實施創新驅動發展戰略的重要保障。深化科技體制改革，優化科技資源配置，是促進科技與經濟結合的關鍵課題。科技創新的新常態要求我們進一步優化科技資源配置，實施好創新驅動發展戰略，使科技通過創新加快向現實生產力轉化，為經濟社會發展提供強大支撐。科技資源廣義指科技人才、資金、機構與法人、設施、成果、信息及政策等各類要素，狹義特指經費投入。

1 科技經費投入改革背景

2014年以來，國務院相繼印發了《關于改進加強中央財政科研項目和資金管理的若干意見》（國發〔2014〕11號）[1]和《關于深化中央財政科技計劃（專項、基金等）管理改革方案的通知》（國發〔2014〕64號）[2]。《意見》指出，解決財政科技計劃碎片化等問題的關鍵是要真正建立起有效的統籌協調和決策機制，特別是要加強在資源配置方面的統籌協調。《方案》提出，公開競爭方式的財政科技計劃要在宏觀、微觀兩個層面協同發揮好“市場和政府”作用，通過提升資源配置的綜合化與專業化水平來實現更加高效的優化配置。……
