打造世界級產業集群的雄心

2014年9月25日，國務院公布的《關于依托黃金水道推動長江經濟帶發展的指導意見》明確要求：國家將推動沿江產業結構優化升級，打造世界級產業集群，培育具有國際競爭力的城市群。

同樣，前不久由國家發改委、商務部、外交部公布的“一帶一路愿景與行動”表示：當前，中國經濟和世界經濟高度關聯，中國將一以貫之地堅持對外開放的基本國策，構建全方位開放新格局，深度融入世界經濟體系。

為搶占制高點，“融入世界，打造世界級產業集群”成為當下各省市發展規劃的新航標燈。比如，長江沿線的合肥市就提出“打造世界級產業集群的思考”，并冀望通過5—10年努力，形成若干個“叫得響”的世界級產業集群。而位于長江經濟帶中段的湖北省則計劃聯手湖南、江西共同編制“十三五”產業發展規劃，推進中三角產業協同發展，提出了“打造若干個具有全球競爭力的世界級產業集群”的發展思路。處于內陸腹地的成都市也豪邁地提出“打造國際化、世界級的汽車產業集群”。

總之，打造世界級的產業集群現正清晰地擺在長江經濟帶和一帶一路所涉區域省市的發展規劃藍圖上，展現出他們快速融入世界并在世界舞臺上嶄露頭角的雄心壯志。

重慶，作為長江經濟帶和一帶一路戰略支點的中國西部唯一直轄市，在“一帶一路愿景與行動中”定位為“西部開發開放的戰略支撐”。如何體現“戰略支撐”呢？作為工業重鎮的重慶，首先會體現在產業影響力上。重慶社科院副院長張波說，在對接一帶一路和長江經濟帶戰略中，重慶應加強區域合作，培育世界級產業集群。他說，重慶應該和其他地方加強區域合作，與周邊的、與沿江的（省市）進行既有合作，又有差異性的發展，這樣來承接國外以及沿海的產業，形成一個具有世界影響的產業集群，來推動我們的產業升級。

近年來，重慶一直在培育自己獨特的世界級產業集群，已有作為。目前，重慶電子信息產業發展迅速，全世界筆記本電腦有1/3就產自重慶。重慶形成了世界最大的筆記本電腦生產基地，一個具有世界影響的電子信息產業集群已經在重慶形成。

當然，世界級產業集群不可能一蹴而就。重慶的汽車產業、裝備產業、醫藥產業等也有望培育成世界級產業集群。

其實，還有一個產業具備培育成世界級產業集群的基礎，這就是火鍋產業，它包括原輔材料、火鍋底料、火鍋餐飲以及相應的設備設施等。但現在他們基本上是各自為陣，沒有集群的理念。朝世界級產業集群邁進，這個產業需要做的功課還很多。

To occupy a commanding height，all provinces and cities have planned to “integrate into the world，and foster a world class industry cluster”. For example，Hefei，the city located along the Yangtze River，has already put forward the“Refl ection on Fostering a World Class Industry Cluster”，carrying the expectation of building several “well-known” world class industry clusters through fi ve to ten years of efforts. Hubei Province，which is located in the middle of Yangtze River Economic Zone，collaborated with Hunan and Jiangxi Provinces，has established the industry development plan for the 13th Five-Year Plan and put forward the idea of “fostering several world class industry clusters with global competitiveness” to promote the synergetic development of industry in central delta area.

In all，all provinces and cities in the Yangtze River Economic Zone or alongside the One Belt，One Road project have taken the plan of building a world class industry cluster into their development blueprint，which has shown their ambition of quickly integrating into the world and making achievements.

as a strategic point and the only municipality in western China，Chongqing is positioned as the “strategic support in western development and opening up” in the The Mission & Vision and action of One Belt，One Road. How to provide the “strategic support”？To Chongqing，the important industrial city，the fi rst lies in the infl uence of industries. Zhang Bo，assistant dean of Chongqing academy of Social Science，said that when implementing the strategies of One Belt，One Road and Yangtze River Economic Zone，Chongqing needs to enhance regional cooperation and build world-class industry clusters. He said that when enhancing the cooperation，Chongqing needs to cooperate with peripheral provinces and cities，keeping its own characteristics in development. In this way，it can undertake industries from abroad and coastal areas and form industry clusters with world infl uence to promote industrial upgrading.

In recent years，Chongqing has always been fostering its own world-class industry clusters and has already made some progress. at present，its electronic information industry is developing rapidly. One third of the laptops in the world are made in Chongqing. It is positive to say that Chongqing has bcome one of the largest laptops manufactruing base，while its electronic information industry cluster has impacts across all over the wolrd.

Of course，building a world class industry cluster cannot be completed overnight. The automobile，equipment，pharmaceutical and other industries are promising to be cultivated into world-class industry clusters.

actually，there is another industry that has the foundation of being cultivated into a world-class industry cluster；this is hotpot industry. The industry includes raw and auxiliary materials，hotpot condiment，hotpot catering and other related equipment and facilities. However for now，enterprises in the industry are independent without an idea of doing their business jointly. This industry still has a long way to go before reaching the goal of becoming a world-class industry cluster.
