Abstract: Based on the field investigation of business startup projects of reservoir resettlement in Quzhou City, Zhejiang Province, the startups of reservoir resettlement are characterized by the combination among the startup projects, government policies, collective economy and local industrial advantages.The existing problems in land use protection, inefficient allocation of the government relief fund and low education level of workers for reservoir resettlement in practice are analyzed. It is proposed that in the post-support work of reservoir resettlement, the planning of startup projectsshould be strengthened, the development patterns of startup projects should be transformed,the relevant government policiesshould be implemented, the financial support should be strengthened, and the training channels of resettlement should be expanded.

Needs and restricting factors for development and utilization of tidal flat resources

Jiangsu Province has the most special and abundant tidal flat resources. According to the latest statistical results of reclamation and combined with the “908” survey results in Jiangsu Province, the current situation of tidal flat resources is summarized and analyzed. Through field investigations, the needs of development and utilization of tidal flat resources are investigated. Three restricting factors, development and utilization efficiency and mechanism of tidal flat reclamation and establishment of coastal ecological civilization, are analyzed. Some countermeasures for reclamation of tidal flat resources are put forward as follows: high-efficient development and utilization, improvement of utilization mechanism, overall consideration and green development.

Adjustment of subsidy policies for investment into infrastructure projects of water resources in Jiangsu Province

Abstract: Based on the theory of water conservancy investment, according to the national and provincial new policies and requirements for reform of financial management system and adjustment of municipal and county-level financial security capacity in China, the existing problems are analyzed with regard to the management practice of infrastructure projects of water conservancy in Jiangsu Province, that is, the contribution of the current policies to construction of water conservancy infrastructure and the policy-oriented shortage during the 12thFive-year Planning Period and their inadaptability to the goal of water conservancy construction and uncoordination with the adjustment of financial policies during the 13thFive-year Planning Period. Some suggestions for the adjustment of investment subsidy policies at or above provincial level are proposed. Through case studies of investment projects of water conservancy infrastructure in Jiangsu Province during the 13thFive-year Planning Period, variation of investment structure after adjustment of policies is evaluated, and some ideas for fund-raising are put forward.

Conflicts of PPP projects of water conservancy in China and their solutions

Abstract: By means of the comparative analysis method, the theories of PPP projects of water conservancy at the current stage in China are reviewed. With regard to the legal attributes of two stages, pre-stage of administrative behavior and post-stage of civil and administrative behavior, different solution schemes are taken through the legal procedures of “administrative litigation+civil litigation”. It is concluded that the mechanism of “administrative litigation+civil litigation”ismore conducive to the smooth implementation of water conservancy PPP projects and the solution to conflicts.

Operation of PPP mode of water environment treatment during green urbanization

Abstract: The current situations of pollution and treatment investment of water environment during urbanization in China are analyzed, and it is concluded that the PPP mode has a positive effect on filling the fund gap and promoting the social investment during green urbanization. The new development and specific application of PPP mode in the treatment investment of water environment are summarized. Several problems in the implementation of PPP investment projects of water environmental treatment are pointed out: different governance levels in various areas, low participation degree of environmental protection enterprises, imperfect investment return mechanism and insufficient legal system. Finally, some suggestions are proposed as follows: (1) The government should regulate the procurement standards for PPP projects of water environment protection and set up a specialized PPP management center; (2) The entering level for private investors should be properly set and the project transaction system should be scientifically established; (3) Dynamic pricing transaction system and government subsidy mechanism should be established; (4) The legal system of PPP mode should be improved.

Fuzzy comprehensive evaluation of impact of river regulation projects based on entropy combination weights

Abstract: According to the characteristics of impact assessment of river regulation projects, an impact assessment model forriver regulation projects is proposed bycombining qualitative and quantitative analyses. The evaluation index system is established by taking four aspects into consideration, including influences of economic development, social development, social environment and rational utilization of natural resources. The entropy combination weight method is used to determine the weights of various indices. Taking the river regulation project of Puyang River in the Yellow River as the research object, the impact degree of the project is analyzed, and the calculated results by the proposed model show that the impact degree is grade Ⅱ (good).

Dynamic relationship between water use efficiency and economic development in Nanjing based on coupling coordination model

Abstract: The coupling coordination model for the relationship between water use efficiency and economic development in Nanjing is established based on the time series data of water use efficiency and economic development from 2007 to 2014. and the dynamic equilibrium relationship between the two aspects are studied. The status of water use efficiency and economic development in Nanjing is evaluated, and their coupling coordination degree is quantitatively analyzed. The results show that the levels of water use efficiency and economic development both have great growth from 2007 to 2014. Their coupling coordination relation fluctuates and generally tends toward a good state, and it is at the low coordination coupling stage in 2007, at the moderate coordination coupling stage in 2008 and at the high coordination coupling stage from 2009 to 2014. Only the water use efficiency and economic development both can maintain the rising tendency of the coupling coordination degree. Finally, some suggestions for the future development are proposed to solve the shortage of the two systems: optimization of structure of water network and strengthening of water pollution treatment in the field area of water use efficiency, readjustment of economic structure and strengthening of economic vitality in the field of economic development.

Paths of social impact on hydraulic engineering based on structural equation model

Abstract: The social impact of hydraulic engineering is chosen as the research object. By determining the social impact variable, a structural equation model for social impact on hydraulic engineering is established, and the paths of social impact on hydraulic engineering are compared. Taking Fujiang Small Hydropower Station as an example, the results show that Fujiang Small Hydropower Station has a great impact on family structure, human landscape and personal income. These impacts should be paid attention to in the evaluation of hydraulic engineering.

Input-output analysis of price fluctuation effect of water resources in Shandong Province

Abstract: With regard to the chain reaction of various sectors of the national economy induced by the price fluctuation of water resources, the water amounts of various sectors for water resources are allocated and the input-output is adjusted, and the input-output table of equilibrium 15 sectors with value-type water resources is obtained by use of the input-output table of the national economy of 42 sectors in Shandong Province and national 139 sectors in China. The input-output price model is employed to calculate the influence degrees of three price adjustment schemes of 50%, 75% and 100% on agriculture, industry, commerce and public service and other 14 sectors. The result shows that the public service sector is the most greatly affected, followed by the sectors of agriculture, industry and commerce. The promotion of water price has low influences on the prices of various kinds of products.

Theoretical methods for determining collecting standards of water resource fee for drainage of mining and building operation

Abstract: Based on the analysis of the similarities and differences ofthe methods for determiningthe water resources fee for water drainage andintakeas well as the essence of water resource fee of drainage, two methods for determining the collecting standards of water resource fee for drainage are proposed in theory. Oneis the modified method to directly use the collecting standards of water resource fee for water intake. The other is the marginal opportunity cost method of water resource fee for drainage.At the same time, the characteristics of the current collecting standards for water resource feefor drainage of bothmining and building operation in some provinces of China are analyzed. The proposed methods are employed to analyze the reasons for these characteristics. It is demonstrated that the collecting standards ofwater resource fee for drainage are higher than those for water intake withdraw in some provinces of China.

Calculating method for amount of industrial water use and its application

Abstract: Calculating the amount of industrial water use is an important task for China to implement the strictest water resources management system. In order to use the existing results of water statistics to calculate the amount of industrial water use, the forecasting methods based on the historical data and the statistical methods combining with sampling are employed to calculate the amount of industrial water use, and then a calculating method is proposed, which is based on the measurements combining with sampling and checked by the trend extrapolation method. The results show that the relative error of the predicted value is less than 10% for the industrial water use scale more than 100 thousand m3through full sampling measurements and that less than 100 thousand m3through proportional sampling. For the provinces with low technology and insufficient statistics, the census data of water resources in 2011 and other historical data can be used, and the original data should be modified by the trend extrapolation method.

Abstract: To effectively promote the smooth preparation of financial account for completed water infrastructure projects and to accurately measure the value of the resulted assets and check the situation of budget, the organizations for financial account of completed water infrastructure projects are proposed based on the actual work according to the requirements of specifications and rules for completion issued by the Ministry of Water Resources of P. R. China. The pre-work for preparation of financial account is performed. Some measures and methods such as base date for financial accounts of completed water infrastructure projects are scientifically determined. Accordingly, the preparation quality and work efficiency of final account for completed water infrastructure projects are promoted.

Status quo and countermeasures for construction of water-saving society in Tongzhou District of Beijing, China

Abstract: Combined with statistical analysis and field investigation, the geographical location and natural resources are analyzed, and the level of water-saving society in Tongzhou District of Beijing, China is evaluated by processing the water data in agriculture, industry, living and ecological environment and the whole society. It is found that the level of water-saving society in Tongzhou District is low, and it has some difference from the position of sub-center of Beijing. the expected. Analysis of the field investigation shows that the existing problems in the system construction, work mechanism, statistics and law enforcement inspection have effects on the water-saving efforts and work effectiveness. Therefore, in order to provide necessary technical supports for the construction of water-saving society in Tongzhou District and the transform from agriculture suburban district to modern city sub-center, some countermeasures and suggestions are put forward, such as implementation of territorial responsibility, improvement of statistical assessment and promotion of grid-based law enforcement system.

Information sharing mechanism of large-scale hydropower projects

Abstract: Based on the information sharing issues in construction of large-scale hydropower projects, they are investigated from the point of suppliers and general contractor. An evolutionary game model for the information sharing between the suppliers and the contractor is established, and numerical simulations are carried out. The Matlab simulations show that when all the subjects in this game choose to share their information, the simulated results vary according to the shared quantity of information, information earning coefficient, hitchhiking earning coefficient and information sharing cost coefficient. Under this condition, the owner’s company can make more game subjects turn to share their information through reward and punishment. In this way, the engineering construction efficiency can be raised, that is, time will be shortened, and the cost can be reduced.

Review of researches on dilemma of reform of irrigation and water conservancy in China

Abstract: By collecting the literatures of reform of irrigation and water conservancy in China, the current dilemma of reform of irrigation and water conservancy is summarized, namely the tension caused by the top-down mandatory system and the bottom-up induced system. The formation of this tension is resulted from the interaction of the institution, organization and society: the institutional path dependence leads to the weakness of rural organizations, change of the socioeconomic environment increases the transaction cost of reform, and the collapse of organizations leads to the failure of the new system. Finally three suggestions for solving the dilemma of the reform of irrigation and water conservancy are put forward, that is, breaking the path dependence of institutions, strengthening the organization contact and attaching great importance to the social environment.

Governance mechanism of resettlement projects in large and medium-sized hydropower projects from stakeholder perspective

Abstract: Large and medium-sized hydropower projects, consisting of heavy workload resettlement projects, are the key system engineering that affects the long-term social and regional economy development. The resettlement projects are vital to the process and cost of the whole hydropower projects and to the regional social stability. The rationality of the governance mechanism of resettlement projects in the large and medium-sized hydropower projects is discussed from a stakeholder perspective. By adopting the multidimensional classification method and Mitchell score-based approach, the main stakeholders of resettlement projects in hydropower projects are categorized from three aspects of resources-influence, relationship and sociality. Then determinate, perspective and potential stakeholders of resettlement projects are classified, and their behaviors and risks are summarized. Moreover, the combined structure of internal and external governance of resettlement projects in the large and medium-sized hydropower projects is proposed. Based on the theory of governance, three governance mechanisms of resettlement projects in hydropower projects, including weighting and network consultation mechanism, benefit-share mechanism and motivation and restriction mechanism, are identified so as to lay the theoretical foundation for promoting the implementation of resettlement projects in hydropower projects in China.
