基于霍爾三維結構的PPP項目中社會資本風險管理研究

摘要：通過對現有的文獻資料進行梳理總結，概述了PPP項目風險及其風險特征，分析了社會資本在PPP項目風險管理中的研究現狀。利用霍爾三維結構模型知識，從時間維度、知識維度和邏輯維度三個方面較為系統的分析了PPP項目的風險內容，但由于PPP項目風險不是單一的，需要形成動態的風險管理過程，在此基礎上提出了PPP項目風險管理集成化，構建了PPP項目風險集成框架圖，能夠更加科學合理的對風險進行系統性管理，為社會資本在PPP項目風險管理中提供可行的參考依據。

Abstract： Through reviewing and summarizing the existing literature， this paper summarizes the risks and risk characteristics of PPP projects， and analyzes the current research status of social capital in PPP project risk management. By using the knowledge of Holl's three-dimensional structural model， the risk contents of PPP projects are systematically analyzed in terms of time dimension， knowledge dimension and logical dimension. However， since the risks of PPP projects are not single， a dynamic risk management process needs to be formed. Based on the integration of risk management in PPP project， the risk integration framework of PPP project is constructed to systematically manage the risk more scientifically and rationally， which provides a feasible reference for social capital in risk management of PPP project.

0 引言

目前地方政府為了減輕財政負擔、化解債務風險、提高公共產品及服務的質量和效率，通過特許經營、項目融資等方式，吸引社會資本參與到基礎設施供給當中。因此近幾年PPP模式在國內發展的十分迅速，應用在眾多的基礎設施建設當中，在基礎設施建設發展中起到了中流砥柱的作用。一般認為政府在和社會資本合作期間，政府已經為社會資本承擔了絕大部分風險，但是通過研究發現，在政府和社會資本合作的過程中，由于項目缺乏規范性，法律法規的不健全和政府的商業意識及契約精神無法得到保障等問題，在項目實施過程中社會資本承擔著一定的風險。

通過整理文獻發現PPP項目風險具有階段性、集成性和復雜性的特點，PPP項目在實施過程中存在著法律法規也不健全、監管不到位和信息不對稱等問題，對社會資本方而言增大了風險發生的概率。……
