公共數字文化服務體系的要素協同研究

〔摘 要〕當前針對公共數字文化服務體系及其關鍵要素的研究并不多見。文章著眼于公共數字文化服務體系的構建，為公共數字文化服務實踐提供理論上的借鑒。文章引入協同學理論，分析其對公共數字文化服務的適用性，提出公共數字文化服務體系的概念模型，并利用調研數據驗證了公共數字文化服務體系的模型。文章認為作為要素的信息主體、信息環境、信息內容相互作用可形成公共數字文化服務體系。作為信息主體的社會主體不僅直接作用于服務內容，其還通過影響保障環境影響服務內容。研究表明在公共數字文化服務中，社會主體、保障環境、服務內容三者相互作用能更好實現公共數字文化服務體系的有效布局。

〔Abstract〕The current research on public digital culture service system and its key elements is rare.This paper focused on the construction of public digital culture service system and provided theoretical reference for public digital culture service practice. This paper introduced the synergetics theory and analyzed its applicability to public digital culture service.The conceptual model of public digital culture service system was put forward and verified by survey data.The paper discussed the key elements，such as the information subject，the information environment and the information content and their interactions could form a public digital culture service system.As the main body，the information subject not only directly affected the service content，but also through information environment affected the service content.The research indicated that in the public digital culture service，the interactions of social subject，the environment，service content could be better to layout public digital cultural service system.

“十一五”期間，文化部會同財政部相繼啟動縣級數字圖書館推廣計劃等項目，取得積極成效。在此基礎上，文化部在“十二五”期間繼續促進三大工程的實施。2015年《關于加快構建現代公共文化服務體系的意見》從推進公共文化服務與科技融合發展、創新公共文化管理體制和運行機制、加大公共文化服務保障力度等七個方面放寬準入條件，引導社會力量參與公共文化資源建設和服務應用。2016年12月國家進一步從體系建設上深化公共數字文化服務。我們可以看出以構建公共文化服務體系的方式提供公共文化產品及服務，是我國政府履行公共文化服務職能的基本路徑。……
