我國地方科研誠信監管體系建設需求及其重要性分析

〔摘要〕科研誠信問題已成為全球共同面臨的關乎人類科學發展的熱點議題。如何在快速發展的同時，加強科研誠信監管并有效遏制學術腐敗，已經成為確保在新形勢下我國科技事業健康發展所面臨的最為緊迫的問題之一。本文從我國科研誠信監管政策與制度發展歷程入手，分析我國地方科研誠信監管體系建設需求演化，并結合目前我國科研誠信監管體系所存在的問題闡釋當前我國加強地方科研誠信監管體系建設的重要性，以期為我國科研誠信監管體制機制的完善提供有價決策參考。

〔Abstract〕Research integrity has been a focus issue about science development around the world.How to strengthen research integrity supervision and effectively control academic corruption in the context of rapid developing has become one of the most urgent issues for the development of science and technology in the new situation.Focused on the development history of the policy and institution of research integrity supervision in China，this article analyzed the demand evolution of the establishment of regional research integrity supervision system，and furthermore，combining the existing problems of research integrity supervision in China，this article illustrated the importance of strengthening regional research integrity supervision in order to provide valuable decision-making reference for improving research integrity supervision system in China.

科研誠信問題貫穿人類科學研究活動始終。科研誠信不僅是科學研究與創新發展的客觀需求和內在動力，而且也是人類科學事業健康、可持續發展的基本前提和根本保證。科技的迅猛發展和科技交流的空前活躍，在推動科研模式變革的同時，也使得科研環境更加復雜、學術競爭更為激烈，加之各種利益驅使，從而催生了科研失信行為，甚至引發了所謂的“學術腐敗”現象。遏制和防控科研失信行為目前已成為全球共同關注的熱點問題。科研失信行為的管控，除了需要科研主體自身加強學術道德修養和科學共同體嚴格內部約束之外，根本上有賴于從國家政策和制度的頂層設計入手，建立和完善科研誠信監管體系。……
