中國在改革全球金融安全網中的角色和作用

摘要：加強和完善全球金融安全網，提高其有效性和充足性，成為全球金融治理中迫切需要解決的問題。在這種背景下，中國參與和推動全球金融安全網的改革和完善顯得尤為重要。本文分析了當前全球金融安全網存在的主要問題，并探討和比較全球金融安全網下一步改革的兩種不同方案，然后從存量改革和增量改革的視角，提出中國參與全球金融安全網改革的對策及建議。

Abstract： It becomes an urgent problem to strengthen the Global Financial Safety Net and improve its effectiveness and adequacy in global financial governance. In this cased， it is particularly important for China to participate and promote the reform and improvement of the Global Financial Safety Net. This paper analyses the main problems existing in the current Global Financial Safety Net， and discusses and compares two different schemes for the next step reform of the Global Financial Safety Net. Then， from the perspective of stock reform and incremental reform， it puts forward the countermeasures and suggestions for China's participation in the improvement and reform of the Global Financial Safety Net.

0 ?引言

全球金融安全網（Global Financial Safety Net，簡稱GFSN）作為全球金融治理體系中不可或缺的流動性援助機制，在防范和應對全球金融風險中發揮著關鍵作用。但是當前的全球金融安全網并不是系統設計的制度安排，非常“碎片化”，全球金融安全網的各個層級之間缺乏有效的合作和溝通，很難達到統一的目標和行動安排，其有效性大大受限。與此同時，全球金融安全網的充足性也遠遠不夠，不能真正充當“最后貸款人”的角色。因而當成員國面臨流動性沖擊時，全球金融安全網的資金援助機制經常難以有效的發揮作用。所以，加強和完善全球金融安全網，提高其有效性和充足性，成為全球金融治理中迫切需要解決的問題。

在這種背景下，中國參與和推動全球金融安全網的改革和完善顯得尤為重要。一方面隨著中國經濟實力的增強，中國的國際地位和影響力也迅速提升，國際社會需要中國這個最大的發展中國家參與到全球金融安全網改革的前沿。……
