醫院中層干部培訓的實踐與思考

[摘要] 中層干部是醫院的中流砥柱，是推行現代醫院管理制度、實現高質量發展的中堅力量。對醫院的中層干部進行培訓，提高其綜合管理能力和整體素質是醫院人才培養體系的重要課題。該文主要從背景、意義、實踐應用和對策建議等多方面探討了醫院中層干部培養這項工作，以期提高醫院整體的人力資源管理水平和質量。

[Abstract] Middle-level cadres are the mainstay of hospitals， and they are the backbone to implement modern hospital management systems and achieve high-quality development. The training of middle-level cadres in hospitals to improve their comprehensive management capabilities and overall quality is an important subject of the hospital's personnel training system. This article mainly discusses the training of middle-level cadres in hospitals from the aspects of background， meaning， practical application， and countermeasures， with a view to improving the overall human resource management level and quality of the hospital.

隨著醫療衛生體制改革的不斷深入，對各級醫療衛生機構提供優質醫療服務資源的要求日益提升。醫院的各級管理層要不斷豐富自身的醫學知識和管理知識，才能快速地領悟當前的醫改形勢和趨勢，高屋建瓴地制定醫院的各項戰略方針和政策，不折不扣地推行醫院的各項具體實施方案和措施。醫院的中層管理干部大多為臨床醫技科室的科主任、護士長和職能部門的負責人，他們是醫院承上啟下的重要力量，對中層管理干部進行管理知識的培訓，能彌補其醫學知識豐富但是管理知識欠缺的現狀，增強他們的專業管理能力和執行力，提升醫院的核心競爭力，實現醫院的可持續發展。

1? 背景

在十九大報告中，習近平總書記明確指出，要健全醫院的現代管理制度。現代醫院管理制度是指在新醫改背景下，能夠適應社會發展和人民需求，保證醫院的公益屬性、改善醫院管理能效的系統化、規范化的外部制度安排和內部制度設計[1]。……
