高職二級(jí)學(xué)院黨政聯(lián)席會(huì)議制度的探索與思考

摘? 要：黨政聯(lián)席會(huì)議制度是高職二級(jí)學(xué)院執(zhí)行決策的重要制度，但現(xiàn)階段仍需要不斷完善，逐步建立健全黨政聯(lián)席會(huì)議制度，明確議事范圍和程序，強(qiáng)化監(jiān)督體系，有利于提升其決策效率和決策能力。既要確保黨對(duì)二級(jí)學(xué)院的領(lǐng)導(dǎo)地位，也要充分發(fā)揮專家、學(xué)者和教授在二級(jí)學(xué)院治理中的參與積極性和重要作用。

Research and Thinking on Joint Conference System between the Party and the Government

Abstract：? The joint conference system between the party and the government is an important system for the implementation of decision-making in the higher vocational secondary schools. However， at this stage， it is still necessary to continuously perfect the joint conference system between the party and the government. To clarify the deliberative scope and procedure， as well as to strengthen the supervision system， it will conducive to improve decision-making efficiency and decision-making ability. It is imperative not only to ensure the party's leading position of the secondary schools， but also to give full play to the enthusiasm and important role of experts， scholars and professors in the governance of secondary schools.

黨的十九大強(qiáng)調(diào)，要不斷提高黨的建設(shè)質(zhì)量，加強(qiáng)黨組織對(duì)高校的領(lǐng)導(dǎo)。在高職院校的黨建實(shí)踐中，二級(jí)學(xué)院管理模式的現(xiàn)代化建設(shè)越來(lái)越引起各校管理層的重視。二級(jí)學(xué)院作為高職院校人才培養(yǎng)、科學(xué)研究和社會(huì)服務(wù)的主陣地，是學(xué)校的管理中心和資源配置中心。隨著各高職院校辦學(xué)規(guī)模的日益擴(kuò)大和內(nèi)部管理體制改革的深化，切實(shí)調(diào)整學(xué)院和分院兩級(jí)的權(quán)責(zé)關(guān)系、健全二級(jí)學(xué)院決策機(jī)制、提高二級(jí)學(xué)院的管理能力成為勢(shì)在必行的變革趨勢(shì)。近年來(lái)，一些高職院校通過(guò)權(quán)力的下放，提高了管理的靈活度，極大地促進(jìn)了高職教育的發(fā)展;充分發(fā)揮教授治學(xué)的作用，提升了二級(jí)學(xué)院教學(xué)和科研水平。

黨政聯(lián)席會(huì)議制度，是一種領(lǐng)導(dǎo)班子集體議事的會(huì)議形式，針對(duì)高校而言，是指高校以及基層單位為了充分發(fā)揮黨組織的政治核心作用以及參與行政工作的重大事項(xiàng)，并且能夠起到保證監(jiān)督作用的一種領(lǐng)導(dǎo)體制和工作運(yùn)行機(jī)制①。……
