政策學(xué)視野下“陽(yáng)光排舞進(jìn)校園”長(zhǎng)效機(jī)制的構(gòu)建

摘? 要：“陽(yáng)光排舞進(jìn)校園”是一項(xiàng)增強(qiáng)青少年體育意識(shí)、提高青少年體質(zhì)健康素質(zhì)的重要戰(zhàn)略舉措，它對(duì)于全面推進(jìn)素質(zhì)教育，進(jìn)一步完善加強(qiáng)學(xué)校相關(guān)體育工作，從根本上切實(shí)提高廣大青少年學(xué)生的身體健康素質(zhì)，促進(jìn)青少年學(xué)生德、智、體、美素質(zhì)長(zhǎng)足有效全面發(fā)展，具有重要的意義。但在以往學(xué)校體育政策中，有非良性政策過(guò)程讓廣大排舞工作者不得不對(duì)如何持續(xù)有效的推動(dòng)“陽(yáng)光排舞進(jìn)校園”產(chǎn)生疑問(wèn)。正基于此，筆者試圖從政策學(xué)角度通過(guò)對(duì)以往學(xué)校體育政策過(guò)程的反思，構(gòu)建“陽(yáng)光排舞進(jìn)校園”的長(zhǎng)效機(jī)制，以期為“陽(yáng)光排舞進(jìn)校園”長(zhǎng)期、有效的推行提供一定的理論參考。

The Construction of the Long-term Mechanism of “Sunshine Row

Dancing into the Campus” in the View of Policy Science

Abstract：? “Sunshine rowdancing into the campus” is to strengthen the youth sports awareness， strengthen the youth physique of the strategic measures to promote all-round quality education， further strengthen the school sports work， and effectively improve the vast number of the health quality of adolescent students， promote the all-round development of young students， has far-reaching significance. However， there is an unhealthy policy process in the past school sports policy， which inevitably make the general sports workers doubt on how to continuously and effectively promote the “Sunshine row dance into the campus”. Based on this， the author tries to construct a long lasting mechanism of “sunshine dancing into the campus” from the perspective of policy， in order to provide some theoretical references for the long-term and effective implementation of “sunshine row dancing into campus”.

一、前言

為全面貫徹黨的素質(zhì)教育方針，認(rèn)真有效落實(shí)“健康第一”的指導(dǎo)思想，國(guó)務(wù)院頒布了《中共中央國(guó)務(wù)院關(guān)于加強(qiáng)青少年體育增強(qiáng)青少年體質(zhì)的意見(jiàn)》（以下簡(jiǎn)稱意見(jiàn)），經(jīng)國(guó)家體育總局體操管理中心同意，全國(guó)排舞運(yùn)動(dòng)推廣中心于2014年1月1日起開(kāi)展“陽(yáng)光排舞進(jìn)校園”活動(dòng)正式全面啟動(dòng)。就此，一場(chǎng)面向青少年聲勢(shì)浩大的群眾體育盛會(huì)拉開(kāi)了帷幕。活動(dòng)包含了：“陽(yáng)光排舞進(jìn)校園”星級(jí)學(xué)校評(píng)選、“陽(yáng)光排舞進(jìn)校園”推廣大使評(píng)選、“舞動(dòng)中國(guó)”排舞聯(lián)賽等。“陽(yáng)光排舞進(jìn)校園”作為新時(shí)期增強(qiáng)青少年體育意識(shí)、提高青少年身體健康素質(zhì)的戰(zhàn)略舉措，對(duì)全面推進(jìn)素質(zhì)教育，進(jìn)一步深化加強(qiáng)學(xué)校體育工作，切實(shí)有效可行提高廣大青少年學(xué)生的身體健康素質(zhì)，促進(jìn)青少年學(xué)生德、智、體、美各方面全面發(fā)展，具有深遠(yuǎn)的意義。……
