摘要:三級公立醫(yī)院是我國醫(yī)療服務(wù)的主要場所,也是代表區(qū)域內(nèi)高水準(zhǔn)救治、科研、教學(xué)的主體單位。隨著醫(yī)改進(jìn)程深入推進(jìn)和改革要求不斷精準(zhǔn),有效評價(jià)三級公立醫(yī)院在一定時間內(nèi)的醫(yī)療質(zhì)量、運(yùn)營效率、持續(xù)發(fā)展和患者滿意度等一系列核心關(guān)鍵指標(biāo)成為醫(yī)改的重要課題。本文分析了三級醫(yī)院數(shù)據(jù)產(chǎn)生、收集、呈現(xiàn)存在的問題及成因,通過構(gòu)建以三級公立醫(yī)院績效考核為切入點(diǎn)的系統(tǒng)策略,實(shí)現(xiàn)院內(nèi)三級公立醫(yī)院績效考核智能數(shù)據(jù)統(tǒng)計(jì)系統(tǒng)的研發(fā)與應(yīng)用。

Research and Application of Intelligent Data Statistics System for Performance
Appraisal of Tertiary Public Hospitals

Abstract:The tertiary public hospital is the main place of medical service in my country, and also represents the main unit of high-level treatment, scientific research and teaching in the region. With the in-depth advancement of the medical improvement process and the continuous accuracy of reform requirements, the effective evaluation of a series of core key indicators such as medical quality, operational efficiency, continuous development and patient satisfaction of tertiary public hospitals within a certain period of time has become an important topic of medical reform. This paper analyzes the problems and causes of the data generation, collection and presentation of tertiary hospitals. By constructing a system strategy that takes the performance evaluation of tertiary public hospitals as the entry point, the research and application of the intelligent data statistics system for the performance evaluation of tertiary public hospitals in the hospital is realized.

2015年《國務(wù)院辦公廳關(guān)于城市公立醫(yī)院綜合改革試點(diǎn)的指導(dǎo)意見》明確指出要建立以公益性為導(dǎo)向的考核評價(jià)機(jī)制。考核體系要重點(diǎn)突出功能定位、醫(yī)療費(fèi)用控制、運(yùn)營績效、成本控制和社會滿意度等核心要素。三級公立醫(yī)院績效考核對強(qiáng)化醫(yī)院內(nèi)部精細(xì)化管理、轉(zhuǎn)變發(fā)展方式、促進(jìn)國家醫(yī)改政策有效落地有重要作用。本文擬建立應(yīng)用系統(tǒng)實(shí)現(xiàn)數(shù)據(jù)收集、質(zhì)控、提醒的輔助管理工具,從而有效降低在上報(bào)過程中離群值、錯誤數(shù)據(jù)等負(fù)性指標(biāo)的出現(xiàn),保障數(shù)據(jù)上報(bào)的高質(zhì)量,提高數(shù)據(jù)收集與質(zhì)控的效率,現(xiàn)對系統(tǒng)設(shè)計(jì)情況分析如下。
1三級綜合醫(yī)院數(shù)據(jù)采集現(xiàn)狀
目前我國三級綜合醫(yī)院各類軟件系統(tǒng)建設(shè)較為完善,面向功能應(yīng)用的業(yè)務(wù)系統(tǒng)眾多,如HIS、ERP、PACS、財(cái)務(wù)系統(tǒng)、病案管理系統(tǒng)等。……
