地方高校“雙一流”建設路徑研究

摘 要 建設世界一流大學和一流學科是黨中央、國務院關于高等教育的重大戰略決策，必將掀起我國高等教育改革與發展的新高潮。地方高校占我國高校絕大多數，應當積極參與“雙一流”建設，從而實現由高等教育大國向高等教育強國的躍進。地方高校參與“雙一流”建設面臨很多機遇，同時也面臨巨大的挑戰。要實現“雙一流” 建設目標，地方高校必須主動出擊，爭取多方資源;立足地方，打造學科特色;引育并舉，加強人才隊伍建設;內涵發展，提升人才培養質量。

Abstract Building world-class universities and disciplines is a major strategic decision of the CPC Central Committee and the State Council on higher education， which will set off a new upsurge in the reform and development of higher education in China. Local colleges and universities， which account for the vast majority of colleges and universities in China， should actively participate in the construction of "double first-class"， so as to realize the rapid transformation from a big country of higer education to a powerful country of higher education. Local colleges and universities are facing many opportunities to participate in the construction of "double first-class"， but also huge challenges. To achieve the goal of "double first-class" construction， local colleges and universities must take the initiative to seek for multiple resources. Based on the local areas， they should also create their own characteristics of the discipline， encourage the development of a talent pool， promote connotation development and improve the quality of students training.

0 引言

2015 年 10 月國務院發布《統籌推進世界一流大學和一流學科建設總體方案》， 標志著我國高校 “雙一流”建設的開啟。隨后兩年相關部委、各省市積極推進，各高校紛紛聚焦“雙一流”建設。隨著首批國家建設名單的公布，筆者發現，原“211”“985”工程的部屬院校占據了入選“雙一流”建設高校的絕大多數，而作為我國高等教育主力軍的地方高校入選的稀少。地方高校在推動區域經濟發展等方面發揮著越來越重要的作用。如何抓住“雙一流”建設帶來的機遇，是每一所地方高校需要探索和推進的重要工作。

1 地方高校進行“雙一流”建設面臨的機遇

“雙一流”建設具有的多元、競爭、開放等特點，有力的顛覆了傳統身份的桎梏， 有利于地方高校利用自身的資源、依托地方經濟，能公平的參與到“雙一流”建設中，通過“雙一流”建設實現彎道超車，實現自身的飛躍。……
