三亞市休閑漁業的發展狀況和相關思考

摘要：為促進三亞市休閑漁業的高質量發展 ， 文章通過文獻分析和實地考察的方式 ， 梳理國內外休閑漁業的發展狀況 ，調查三亞市休閑漁業的產業規模、產業類型和區域分布 ， 介紹相關發展規劃 ， 分析區域發展特點 ， 并針對存在的問題提出建議。研究結果表明：目前國內外休閑漁業發展迅速 ， 為三亞市休閑漁業的發展提供有益經驗;在一系列發展規劃的支持下 ， 休閑漁業對三亞市經濟發展的重要性日益突出 ，2018年產值約為20.66億元 ，但產業類型和區域分布均不平衡;未來三亞市應針對休閑漁業的發展完善法律體系、注重各產業類型和各區域的同步發展、大力開展漁民教育以及有效協調管理部門等。

The Development Status and Related Thoughts ofRecreational Fishery in Sanya City

Abstract：In order to promote the high-quality development of recreational fisheries in Sanya， thispaper sorted out the development status of recreational fisheries at home and abroad through literature analysis and field inspections， investigated the industrial scale， types and regional distribution of recreational fisheries in Sanya， and introduced relevant development plans. The development programming were presented and the characteristics of regional development were analyzed. Some existing questions of Sanya recreational fishery were pointed out and recommendations for improvement were provided.The research results showed that the rapid development ofrecreational fisheries at home and abroad had provided beneficial experience for the developmentof recreational fisheries in Sanya. With the support of a series of development plans， recreationalfisheries had been increasingly important to the economic development of Sanya， and the outputvalue in 2018 was about 2.066 billion yuan， but the types of industries and regional distributionwere not balanced. In the future， Sanya City should improve the legal system for the developmentof recreational fisheries， pay attention to the simultaneous development of various types of industries and regions， vigorously develop fishermen's education， and effectively coordinate management departments.

0 引言

目前學術領域對于休閑漁業有不同的定義。我國臺灣學者江榮吉最早于1992年提出 ，休閑漁業是在已有的漁業相關設備、漁村設施和漁業生產經營活動的基礎上 ， 在一定的規劃設計下 ， 開發其休閑旅游功能 ，達到增加漁民收入和幫助漁業發展的目的。國外較權威的定義是“除用于商業捕魚以外的所有漁業活動均為休閑漁業”[1]。綜合不同的定義表述 ，本研究認為休閑漁業是結合各種漁業資源（包括漁業生產場所、漁業設備、漁業產品以及漁業自然資源環境和人文環境等） ， 為滿足人類休閑需求而開展休閑活動的經濟產業;其不單純屬于農業或服務業 ， 而是發揮第一產業和第三產業的優勢 ， 達到提升服務品質、提高漁民收入和促進漁村發展的目的。……
