浙江舟山群島新區主要海島功能布局研究

摘要：為促進浙江舟山群島新區的高質量發展 ， 文章分析其海島的開發利用現狀和重大戰略使命 ， 并提出海島功能總體布局、功能分類導向和對策建議。研究結果表明：舟山群島新區的海島大多數以島群形式集中分布 ， 目前有居民海島和部分無居民海島被不同程度地開發利用 ， 且存在發展差異大、保護力度不夠、綜合效益較低和戰略承載能力不足等問題;基于寧波舟山一體化建設、浙滬自貿區建設、國際油氣全產業鏈建設、海上花園城市建設和海洋生態文明示范窗口建設等重大戰略使命 ，舟山群島新區的海島功能總體布局為“一城、兩翼 ， 兩區”的發展新格局 ， 同時分別建設綜合開發利用島、港口物流服務島、臨港工業制造島、對外開放合作島、海洋旅游服務島、海洋綠色漁業島和海洋生態保護島;在主要海島功能布局的基礎上 ， 未來舟山群島新區應依法管控海島開發、優化海島空間規劃、完善海島生態保護、健全島際交通鏈接、升級海島防災減災和增強海島整體智控。

Abstract： To promote the high-quality development of New District Zhoushan Islands， Zhejiang，the paper analyzed its development and utilization situation and major strategic missions， put forward the overall plan for the island functions， functional classification guide and countermeasuresand proposals. The results showed that most of the islands in the New District Zhoushan Islandswere concentrated in the form of island clusters. Now， inhabited islands and some uninhabitedislands were developed and utilized to varying degrees， and some problems， such as large development difference， insufficient protection effort， low comprehensive benefits and insufficientstrategic carrying capacity still exist; based on these major strategic missions such as Ningbo-Zhoushan integrated construction， Zhejiang-Shanghai free trade zone construction， internationaloil &. gas full-chain construction， sea garden city construction and demonstration window construction of marine ecological civilization， the overall plan for the island functions of New DistrictZhoushan Islands was a new development pattern of "one city， two wings and two areas" withcomprehensive development and utilization island， port logistics service island， port industrialmanufacturing island， opening and cooperation island， marine tourism service island， marinegreen fishery island and marine ecological protection island constructed respectively; on the basisof major island functional plan， the future New District Zhouzhan Islands should manage and control the island development， optimize the island space planning， improve the marine ecologicalprotection， strengthen the island traffic connection， upgrade the island disaster prevention andreduction and enhance the island overall intelligent control.
