服務業擴大開放

今年4月，國務院正式批復同意重慶市開展服務業擴大開放綜合試點。

這是自2015年北京市啟動綜合試點以來的首次“擴圍”，重慶成為中西部地區開展綜合試點的唯一省市。

這，意味著什么呢？先來看一組數據。

2020年，北京市第三產業實現增加值30278.6億元，占GDP比重83.8%，超出全國平均水平近30個百分點。單從這個數字而言，北京的服務業已經達到全球領先水平，也預示了我國經濟結構轉型升級的趨勢。

在綜合試點中，重慶將推進現代服務業與先進制造業的融合發展，在建設國際性綜合交通樞紐、國際消費中心城市、西部金融中心、中西部國際交往中心等方面開展探索。

根據商務部印發的《重慶市服務業擴大開放綜合試點總體方案》，經過3年試點，重慶將努力形成市場更加開放、制度更加規范、監管更加有效、環境更加優良的服務業擴大開放新格局，探索積累可復制可推廣經驗，著力打造內陸現代服務業發展先行區，為國家全方位開放和服務業創新發展發揮示范帶動作用。

“擴大開放新格局”“發展先行區”“示范帶動”……這些關鍵詞同時指向一個方向，進一步敞開服務業的大門，為經濟高質量發展賦予新動能。

In April this year， the State Council officially approved Chongqing to carry out a comprehensive pilot project to expand and open up the service industry.

This is the first "expansion" since the launch of the comprehensive pilot in Beijing in 2015， and Chongqing has become the only city in the central and western China to carry out the comprehensive pilot.

What does it mean？ Let’s look at a set of data first.

In 2020， the added value of the tertiary industry in Beijing reached 3，027.86 billion yuan， accounting for 83.8% of GDP， exceeding the national average by nearly 30 percentage points. In terms of this figure alone， Beijing’s service industry has reached the global leading level， which also indicates the trend of China’s economic transformation and upgrading.

In the comprehensive pilot， Chongqing will promote the integration of modern service industry and advanced manufacturing industry. We will explore ways to build an international comprehensive transportation hub， an international consumer center， a financial center in the west China and an international exchange center in the central and western regions.

According to the "Overall Plan for Comprehensive Pilot Project of Expanding and Opening up Service Industry in Chongqing" issued by the Ministry of Commerce， Chongqing aims to achieve the following goals after three years of pilot projects. It will strive to form a new pattern of expanding and opening up the service industry with more open market， more standardized system， more effective supervision and better environment. It will explore and accumulate experiences that can be replicated and promoted， and strive to build a pioneering area for the development of inland modern service industry， so as to play a leading role in demonstrating the all-round opening of the country and the innovative development of service industry.

"Expanding the new pattern of opening up"， "pioneering area for the development" and "play a leading role in demonstrating"… These keywords point to one direction at the same time， that is， to further open the door of service industry and give new kinetic energy to high-quality economic development.
