日本森林康養產業發展及其對中國的啟示

摘要：文中總結日本森林康養起源與發展、政策演變，及康養基地的認定條件等；以長野縣信州信濃町森林康養基地為例，剖析日本相關政策實踐及其影響。在此基礎上，提出了日本森林康養產業發展經驗對我國的啟示：1）制定有效政策，加強宣傳與引導；2）跨界組建研究會，加強森林康養科學性發展；3）升級認定體系，提高基地認定的專業性；4）建立合作機制，促進康養產品創新發展；5）加強森林康養人才隊伍建設。

Forest Therapy Development in Japan and Its Enlightenment for China：

A Case Study of Forest Therapy Base in Shinano， Nagano Prefecture

Abstract： The paper summarizes the origin， development and policy evolution of forest therapy in Japan， as well as the requirements and conditions for therapeutic forest verification. The forest therapy? base in Shinano of Shinshu in Nagano Prefecture is taken as a case to analyze the related policies and practices in Japan and their effect. On this basis， the paper puts forwards the enlightenment that Japanese experiences in forest therapy development have on China： 1） Formulating effective policies and strengthening publicity and guidance; 2） Establishing cross-sector research groups to strengthen the science-based development of forest-based health and wellness; 3） Upgrading the certification system to improve the professionalism of forest therapy? base certification; 4） Establishing a cooperation mechanism to promote the innovative development of forest-based health products; and 5） Strengthening the cultivation of talents for forest therapy development.

2022年，中共中央辦公廳、國務院辦公廳印發的《關于構建更高水平的全民健身公共服務體系的意見》中提出，要打造綠色便捷的全民健身新載體，拓展全民健身新空間，依法利用林用地建設森林步道等健身設施。隨著我國生態文明建設與健康中國戰略的推進，如何利用森林資源大力發展森林康養產業成為當前的重要課題。

日本擁有豐富的森林資源，在森林康養、森林旅游等方面的研究起步較早，從1982年開始了森林康養研究與建設的探索^［1-8］，并在國民中大力推行森林浴，陸續開展森林康養基地認定工作^［9］。本文總結日本森林康養的起源發展、政策供給和森林康養基地認定條件，以長野縣信濃町森林康養基地為例，研究其形成過程、實踐結果和影響因素；……
