天津市現代種業科技創新發展現狀及對策研究

摘??? 要：農業現代化，種子是基礎，構建現代種業科技創新體系是支撐農業現代化的重要一環。為摸清天津市種業科技發展現狀，分析現有突出問題，提出對策建議，通過調研及材料分析，從現有育成品種、種質資源保護力度、育種基地、科技創新基地、載體布局、種業企業、政策環境等角度，全面梳理天津市種業科技創新現狀及發展成效，并分析出天津市種業科技發展依然面臨創新體系不完善、企業競爭力不強、附加值低、高端人才短缺等問題。針對天津市種業創新現有優勢及存在問題，從做好頂層設計、做好種質資源保護、推動平臺建設、推動育種基地建設、壯大種業企業、引育用人才、推動科技成果轉化等方面對天津市現代種業科技創新發展提出對策建議，以期為天津市構建種業科技創新體系，科技支撐種業振興起到借鑒意義。

The Research of Current Situation and Countermeasures for Technological Innovation Development of Modern Seed Industry in Tianjin

Abstract：Seeds are the foundation of agricultural modernization. Building a modern seed industry technology innovation system is an important part of supporting agricultural modernization. To understand the current situation of seed industry technology development in Tianjin， analyze existing prominent problems， and propose countermeasures and suggestions， it was comprehensively reviewed the current situation and development effectiveness of seed scientific and technological innovation in Tianjin from the perspectives of seed varieties， germplasm resource protection efforts， breeding bases， scientific and technological innovation bases， innovation carrier， seed enterprises and policy environment. It was analyzed that the development of seed technology in Tianjin still faced problems such as incomplete innovation system， weak enterprise competitiveness， low added value， and a shortage of high-end talents. In response to the existing advantages and problems of seed innovation in Tianjin， countermeasures and suggestions are proposed for the development of modern seed science and technology innovation in Tianjin from the aspects of top-level design， germplasm resource protection， promoting platform construction， promoting breeding base construction， strengthening seed industry enterprises， attracting talents， and promoting the transformation of scientific and technological achievements， so as to provide reference for the construction of a seed science and technology innovation system in Tianjin and the support of science and technology for the revitalization of the seed industry.

種業是國家戰略性、基礎性核心產業，國家對種業發展非常重視。習近平總書記多次指出，中國人的飯碗任何時候都要牢牢端在自己手中。2021年中央經濟工作會議提出“深入實施種業振興行動”，2022年中央一號文件再次強調“大力推進種源等農業關鍵核心技術攻關”，并指出“全面實施種業振興行動方案”。做大做強現代種業是保障國家糧食安全、加快發展現代農業的基礎，必須實現種業科技自立自強、種源自主可控。天……
