在我國，戰略規劃作為一種“非法定規劃”，是一種對城市與區域宏觀戰略性核心問題的研究，可以對從總體規劃到詳細規劃在宏觀性、靈活性和戰略性等方面的不足給予修正和補充。從規劃內容上來看，戰略規劃的重點包括空間發展方向、城鄉空間結構、區域與城市發展模式、產業選擇與功能定位以及景觀特色等方面。從規劃方法上來看，其技術核心為區域分析、產業研究、空間結構、支撐系統和生態保障等。從規劃目標上來看，戰略規劃的定位是通過宏觀、粗線條的戰略研究，來把握城市未來發展大的趨勢、方向、動態和結構。可見，研究城市空間發展的規律性和合理性是戰略規劃的核心和前提。
